"Augustus Buchel: A Forgotten Texas Patriot," by Stanley S. McGovern, pp. 1-21. ABSTRACT: Augustus Buchel, trained in military schools in Europe, was an army officer in Spain and the Ottoman Empire before he went to Texas. He arrived in the Lone Star State with other German immigrants and served in the Mexican War, the Texas militia, and the Confederate Army. Although he served Texas without hesitation, he has been overlooked by most historians. KEY WORDS: Augustus Buchel; German immigrants; Mexican War; Texas cavalry; Civil War "Brother Against Brother: The Winter Skirmishes Along the Arkansas River, 1864-1865," by Jayme Lynne Stone, pp. 23-49. ABSTRACT: In 1864-1865 Confederate and Union troops vied for control of the Arkansas River valley between Lewisburg and Fort Smith. These skirmishes involved Federal and Confederate companies recruited from the valley. Federal plans to evacuate Fort Smith would have returned northern Arkansas to Confederate control jeopardizing loyal Arkansans and lengthening the conflict in the trans-Mississippi theater. STRONG SCHOOLS IN THE TEXAS TRADITION
Although newcomers to Texas often wonder why so many schools and streets and buildings carry the name Lamar, the native born take for granted that we would want to honor Mirabeau B. Lamar, third President of the Republic of Texas and the father of Texas public education. It was Lamar who proposed that the state use revenues from public lands to endow our schools.
For more than 150 years, Texans have benefitted from his wisdom and foresight. Our education system has been the means of achievement for millions of us. I am proud to be a product of that system, from first grade in Lamar Elementary School through the University of Texas, where I earned both a bachelors degree and law degree.
Texas is still leading the way in education, setting an example for the entire country. Texas students and schools are held to rigorous curriculum and performance standards. Every Texas high school senior must take and pass each part of the three-part Texas Assessment of Academic Skills (or "TAAS") exam.
These improvements in Texas are not the result of a complex federal program or set of mandates. Rather, they are the direct result of Texans realizing that the expectations they had of their schools and of their students had to be raised.

    "Military Mail" has been adopted all across the U.S. as an outstanding and important activity for students at all levelskindergarten through college (see "Top Friends" of Our Troops for a listing of the leading schools). The campaign has been imaginatively integrated into many courses of study:
    • English
    • Language Arts
    • Social Studies / Geography
    • Typing ("Keyboarding")
    • Word Processing
    • Letter Writing
    • Reading
    • Etc., etc.
    Or, it can be just a "fun" project for students, classrooms and campus groups! After mail from all over the country is put through a double-mixing process in the Military Mail office, packages of letters are mailed in December to 1,000+ places all across the U.S. and around the world. Some schools prominently post maps and pinpoint the locations in the U.S. and overseas from which the students receive responses (see bottom photo). This can be an exciting way to add fun to the study of geography (the students can think they're just having fun!).

    50 high schools join Army's Junior Reserve Officers Training Corps
    by Sgt. 1st Class Connie E. Dickey WASHINGTON (Army News Service, July 30, 1999) Secretary of the Army Louis Caldera and retired Army Gen. Colin L. Powell announced today a major expansion of the Army's Junior Reserve Officers Training program by adding 50 high schools in school year 2000-2001 and more each year for the next five years. Army JROTC already involves 230,000 high school students each year. With the expansion of the Army's JROTC program, thousands more will now be able to take advantage of the program. The JROTC expansion the first of its kind in a decade was announced at Dunbar High School in Washington, D.C. Richard W. Riley, the U. S. Secretary of Education, also spoke at the ceremony, endorsing the program expansion. The 50 new school programs will be in 17 states. The JROTC program is offered in all 50 States, the District of Columbia, Puerto Rico, American Samoa and Guam, as well as in overseas locations where American military family members are educated in Department of Defense-operated schools. The National Defense Act of 1916 established the JROTC, with costs for JROTC shared by the U. S. Government and the schools involved. As of September 2000, Army JROTC will be offered at 1,420 high schools. The high school JROTC program has nearly doubled in size since 1993, when 856 programs were active, Army officials said. The number of participating students has also nearly doubled, with 230,000 students participating during the 1998-1999 school year.
