AVCC will utilize new technologies as the central media of its educational and training programs. This paper outlines the assumptions underpinning the AVCC model, its components and its advantages over existing educational models.

Introduction
It has been said that education is the essential ingredient for producing self-sufficient citizens. Unfortunately, the truth of this statement is lost on millions of African students who have limited access to higher education. Without basic educational skills, individuals are severely handicapped in their search for a fulfilling life.
Higher Education in Africa
Higher (tertiary) education in Africa is confronted with several challenges. The challenges facing tertiary education in Africa are a complex combination of limited access, increasing costs, decreasing quality, limited choice of subjects and academic programs and inflexibility in course selection. In addition, there is a lack of adequate trained personnel and up-to-date educational resources. Given the rapid population growth rate in Africa those seeking access to education at all levels - primary, secondary, and tertiary - will increase over time. The traditional educational institutions in Africa will not be able to expand to accommodate the increasing number of students seeking access to higher education. This situation calls for the exploration of a complementary form of education for the continent.

With abusive drinking at colleges on the decline and abstinence doubling since 1982, something is going right. But no one can ignore the abusive side of the curve. This program is designed to help parents continue communicating openly and honestly with their children on the subject of drinking as students prepare for college and begin a life on their own. College Talk was developed by an advisory panel of authorities in the fields of education, family therapy, student health and wellness, alcohol treatment and social norms marketing and through conversations with parents and students. Social Norms Promotional Materials
Anheuser-Busch offers a variety of materials that promote the social norms message that the majority of students are making responsible choices regarding alcohol. These materials include posters, table tents, paper cubes, backpacks, mouse pads, pens and more. Designated Driver Programs
To help fight drunk driving, Anheuser-Busch wholesalers and local retailers in college communities across the country work together to promote the use of designated drivers. The concept employs common sense: when a group of friends visits a bar or restaurant, they select one individual who refrains from drinking on that occasion. In exchange for being named the designated driver, the individual typically receives free or reduced-price food and non-alcohol beverages. Wholesalers may provide a variety of support for these programs, including such things as promotional materials at bars and restaurants or funding to help offset the costs of university-supported designated driver initiatives.

Issues for Community Colleges
by Bobby Righi, Seattle Central Community College In the setting of the community college, articulation is complicated by the fact that students come from diverse mathematical and educational backgrounds. We are in the position of having to articulate an incredible number of factors. Many students have been out of school for a while or did not take much mathematics when they were in school. For these students, effective articulation provides a context in which they can learn mathematics they need for their job or personal enjoyment. They do this, most commonly, while working, raising children, and sometimes supporting extended families. An increasing number of young students just out of high school enter our mathematics program at various levels. A surprising number enter at the level of basic mathematics or beginning algebra even after having two or three years of high school mathematics. This reveals serious non-articulation between school and college, but there are so many factors involved that it is hard to say what the problem really is. These young students don't seem to know what it means to know something. They don't have the metacognitive skills to think about how they learn and to judge when they have command of a concept or a skill. How do we make them aware of these things? I am interested in learning more about the mathematics used in various careers. I know these uses are constantly changing, and mathematics classes would be more interesting and relevant if they were better connected to current uses. However, I don't think that teaching specific content for specific jobs is what we should be doing. We have to teach so as to give students the power to read and discuss mathematics, and ask questions about what they don't understand so they can learn new skills as needed.

Halifax, December 5, 2002 -
Pursuant to section 53(12)(h) of the Medical Act , Investigation Committee "B" of the College of Physicians and Surgeons of Nova Scotia has issued a consensual reprimand with respect to the complaint of patient "A" to Dr. Wouna M. Chaloner, a family practitioner in Shelburne. The reprimand is dated November 14, 2002.
In its written reprimand, the committee expressed concern that Dr. Chaloner had failed to establish and maintain appropriate professional boundaries with a vulnerable patient she was treating for a psychiatric illness. Specifically, the committee stated that Dr. Chaloner did not act in the patient's best interest when she accepted financial assistance, gifts, furnishings, and equipment for her home and office from the patient; when she employed the patient to work in her office; and when she inappropriately blurred the line between friendship and the doctor/patient relationship by allowing the patient to take part in her family activities, which included overnight stays in her home. The committee's decision constitutes a finding of professional misconduct that will be entered on Dr. Chaloner's discipline record.
