In Disciplining Statistics Libby Schweber compares the science of population statistics in England and France during the nineteenth century, demonstrating radical differences in the interpretation and use of statistical knowledge. Through a comparison of vital statistics and demography, Schweber describes how the English government embraced statistics, using probabilistic interpretations of statistical data to analyze issues related to poverty and public health. The French were far less enthusiastic. Political and scientific élites in France struggled with the “reality” of statistical populations, wrestling with concerns about the accuracy of figures that aggregated heterogeneous groups such as the rich and poor and rejecting probabilistic interpretations.

Tracing the introduction and promotion of vital statistics and demography, Schweber identifies the institutional conditions that account for the contrasting styles of reasoning. She shows that the different reactions to statistics stemmed from different criteria for what counted as scientific knowledge. The French wanted certain knowledge, a one-to-one correspondence between observations and numbers. The English adopted an instrumental approach, using the numbers to influence public opinion and evaluate and justify legislation.

Schweber recounts numerous attempts by vital statisticians and demographers to have their work recognized as legitimate scientific pursuits. While the British scientists had greater access to government policy makers, and were able to influence policy in a way that their French counterparts were not, ultimately neither the vital statisticians nor the demographers were able to institutionalize their endeavors. By 1885, both fields had been superseded by new forms of knowledge. Disciplining Statistics highlights how the development of “scientific” knowledge was shaped by interrelated epistemological, political, and institutional considerations.

Libby Schweber writes a history of statistics, specifically a history of different methods of statistical analysis and what information, if any, can be inferred from statistics. What can we learn about a population from a segment of its parts?

Imagine a presidential election. A magazine sends surveys to its readers, and from the hundreds of thousands of surveys returned, predicts a winner. A polling organization surveys a few hundred people. They predict the winner, and the magazine does not. What happened? The magazine sent its survey to its readership, which skewed toward the rich and the right. So did their votes. But the organization that understood statistics achieved what is called a random sample of the entire U.S. population; the sample did not skew rich or poor, right or left. It was a true representation of the whole. So even though many fewer were surveyed, the results were predictive. (This is how Gallup polling works.)

This anecdote, popular in statistics classes, is the best way I can think of to describe the excitement of this book. There are different methods of gathering and using statistics. This book concerns the French, who wanted knowledge of individuals. They wanted to apply general statistics to individuals. They sought statistical knowledge for knowledge's sake. The English, on the other hand, saw statistics as general numbers - and they used the numbers to influence the public and to effect legislation. Statistics was invented, after all. Its purpose was by no means determined by the 1800s.

What should the purpose and extent of statistics be? For people interested by the classic The Bell Curve, this book delves deeper into the history, use and possible misuse of statistics. It's a great read, with plenty of charts and graphs to help those whose statistics is rusty. And remember: skimming is allowed. ... Read more

Data from National Family Health Survey of India,
NFHS-1 which came out in 1993 and NFHS-2 which came out in 1999,
show that muslim fertility is compared to much more socio-economically backward groups like Tribals, Dalits, Rurals,
Illiterates and very poor, in almost every state
for 1968, 1973, 1993, 1999, muslim fertility is much higher
than these backward groups.This suggests Indian muslims
are waging deliberate demographic warfare.

Thanks to the islamic demographic warfare, muslims have expanded
from 9.9% to about 17% by 2050 ( projection from NFHS data )
