Extractions: Radioactive waste will be taken away on the Kola peninsula with a view to ensuring ecological security. The task is to carry out a whole complex of works: to set up on Andreyev Bay (the Cola peninsula) infrastructure for extracting spent nuclear fuel from the storages, and to organise its transportation to the berth and taking it away by sea for further transportation of it by land. The information in a new brochure titled "What Every Public Safety Officer Should Know about Radiation and Radioactive Materials," is not for public safety officers, alone. Everyone can learn something from this publication. Topics of the brochure include the different types of radiation, contamination and natural and man-made sources of radiation. Theres even a brief description of what a "dirty bomb" is, which we hear about often on the news. The brochure was developed in a collaborative effort by the Law Enforcement Technology Support Center at the U.S. Department of Energys Savannah River Technology Center and the U.S. Department of Justices National Institute of Justice. Extractions: Supporting a State and Regional Approach to a Complex Environmental Issue In 1980, Congress passed the Low-Level Radioactive Waste Policy Act. This legislation gives states the responsibility to provide for disposal of commercial low-level radioactive waste and encourages states to form interstate agreements, or compacts, to cooperatively implement the law. The federal legislation of 1980, and the subsequent Low-Level Radioactive Waste Policy Amendments Act of 1985, were endorsed by the Governors of the 50 states. Until 1985, representatives of the Governors worked to achieve the goals of the law through a committee of the National Governors Association. After passage of the 1985 amendments, representatives of compacts and states established a separate organization, known as the Low-Level Radioactive Waste Forum, to promote the objectives of the federal law and the compacts. In 2001, the Low-Level Radioactive Waste Forum became an independent nonprofit organizationthe Low-Level Radioactive Waste Forum, Inc.

Extractions: Primer on Radioactive Waste What is radiation? Radiation is energy in the form of high speed particles or electromagnetic waves. It can be ionizing or non-ionizing ( see an illustration ). Non-ionizing radiation lacks the energy to alter atoms (e.g., visible light and microwaves). Ionizing radiation has enough energy to change normal cellular functioning. Ionizing radiation may cause cells to die or transform into a cancerous cell. Ionizing radiation is categorized by its strength or energy level into three main categories: Alpha particles , although the most densely ionizing, are the weakest form of ionizing radiation. They can travel a few inches through the air but can be stopped by something as thin as a sheet of paper. This means that cells can be protected or shielded from damage by alpha particles by clothing. Even your skin will protect you from damage from alpha particles. However, if alpha particles are inhaled or ingested or get into a cut on the skin, they can cause damage to cells. As alpha particles decay inside the body, the surrounding cells absorb the radiation. Beta particles contain more energy than alpha particles. These particles are able to travel several feet through the air, but can be stopped with denser materials such as wood, glass or aluminum foil.

Delaware, Pennsylvania, and West Virginia also have ratified the Compact. The Compact established the Appalachian States Low-Level Radioactive Waste Commission to assure interstate cooperation for the proper packaging and transportation of low-level radioactive wastes. The Commission identifies a host state (based on the volume and curie content of radioactive waste generated) to receive and dispose of radioactive waste from party states. Pennsylvania is currently the host state. Costs and benefits are distributed equitably among party states. Wastes generated outside the region may be banned by the Commission. To reduce the volume of low-level radioactive waste, the Commission conducts research and recommends regulations. The Commission also prepares contingency plans in the event the regional facility is closed and enters into temporary agreements for emergency disposal.

Extractions: Managing Radioactive Waste Safely The main aim of the consultation paper on "Managing Radioactive Waste Safely" was to start a nationwide debate on how to manage solid radioactive waste. For the moment, it is safely stored, but the Government and the Devolved Administrations recognise that it is now time to work towards implementing a policy for its final management that gains widespread public support. Before this can be achieved, we must ensure that we involve people fully in the debate. Successful debate can only be accomplished if sufficient and accurate information is made available, and by employing various techniques that will encourage a wide range of people to take part. The paper sought views on how best we can engage interested parties in discussions on this important issue. The results of this consultation, which have now been published together with the reports of the research commissioned during the same period, will help map out the way forward, so that we can successfully implement a policy which people in the UK fully support.
