Extractions: home e-mail "There are at least five kinds of uncertainty. The first is brute factual uncertainty (will there be a major earthquake in greater Los Angeles over the next decade?). The second is higher-order uncertainty about the cost of resolving first-order uncertainty (do I have time to ascertain the enemy's position before going into battle?). The third is strategic uncertainty due to multiple equilibria (do cartel members play tit-for-tat or sudden death?). The fourth is uncertainty due to asymmetric information (is my opponent irrational or only faking?). The fifth is uncertainty due to incomplete causal understanding (will tyrannical measures imposed by a dictator make the subjects more compliant or less?). The compound effect of these (and perhaps other) forms of uncertainty will, in most complex situations, tend to be overwhelming."

Extractions: While talk is cheap to some, it is expensive to others for whom moral considerations come into play. We employ a simple two-stage modified prisoner's dilemma game where integrity is endowed on a continuum to analyze when agents will lie in random economic interactions. If there is sufficient integrity in the population, all agents make a promise in the first stage to cooperate in the second. Some agents always lie, some always tell the truth, and some behave conditionally. Enhanced cooperation is a byproduct of integrity. Extractions: Description of Objectives and Requirements: Neo-Institutionalism claims to be the most useful approach to explaining how rights, rules, laws, norms and conventions change. In this semester we will test this claim through a critique of the extensive, and growing, literature on property rights. We will begin with a discussion of the limitations on and advantages of rational choice explanations in general and of the contending explanations of institutional change in particular. We will then move on to look at the success or failure of scholars (political scientists, economists, anthropologists, sociologists and legal studies scholars) in explaining such basic social institutions as laws, norms, conventions, constitutions, government organizations and corporate rules. Many of these are directly related to the study of property rights. In the last half of the semester, we will focus on empirical research which attempts to explain changes in a set of institutions that are immensely influential and fundamental for all societies: property rights. In this section we will be asking whether or not such research is useful for us in evaluating contending explanations, and whether or not we can create a general theory for how property rights change. Members of the seminar will end the semester by sharing the results of their own empirical research on the nature of property rights.
