June 3, 1975, Tokyo), prime minister of Japan between 1964 and 1972, who presided over Japan's post-World War II reemergence as a major world power. For his policies on nuclear weapons, which led to Japan's signing of the Treaty on the Non-proliferation of Nuclear Weapons, he was awarded (with cowinner ) the Nobel Prize for Peace in 1974. After graduating with a degree in law from Tokyo Imperial University (now University of Tokyo) in 1924, Sato joined the Ministry of Railways, becoming the chief of its bureau of control in 1941 and vice-minister for transportation in 1948. That same year he joined the Liberal Party and was elected in 1949 to the lower house of the Diet (parliament). Becoming minister of construction in 1952, he resigned his post the following year to become chief secretary of the Liberal Party. When the Liberal Party was merged with the Democratic Party, Sato became one of the leading members of the new coalition called the Liberal-Democratic Party. During the late 1950s he served as minister of finance in the cabinet of his older brother and political mentor, Kishi Nobusuke. Kishi was succeeded in 1960 by Ikeda Hayato, in whose cabinet Sato also served. After Ikeda resigned because of ill health, the Diet in November 1964 chose Sato as his successor. As prime minister Sato presided over the continued growth of the Japanese economy and the improvement of Japanese relations with other Asian countries. Although Sato increased Japanese trade with mainland China to some extent, China distrusted his policies toward Taiwan and his support of the United States cause in the Vietnam War. In 1969 Sato reached an agreement with U.S. President Richard M. Nixon for future return of the Ryukyu Islands to Japan, the removal of all nuclear weapons from the area, and the continued maintenance of the U.S.-Japanese Mutual Security Treaty. Sato came under heavy criticism for provisions in the agreement that allowed U.S. military forces to remain on Okinawa Island after its return to Japan.

Extractions: Eisaku Sato (1901-75) The former prime minister of Japan who was awarded the Nobel Peace Prize in 1974, was the first Asian to receive the Peace Prize. Chair of the Norwegian Nobel Committee, Aasa Lionaes, declared in her presentation that the committee wished "to emphasize the important role the Japanese people have played in promoting close and friendly cooperation with other nations." She went on to say that Sato had made a major contribution to peace "by countering the tendency towards a nationalistic policy in Japan after the war" and by conducting a peaceful foreign policy. The Committee attached considerable importance to Sato's opposition to nuclear arms for Japan and his bringing Japan into the pact on the nonproliferation of nuclear arms, signed in February 1970. Based on the Nobel Peace Prize awarded in December 1974 to the late Eisaku Sato, a former Prime Minister, the Foundation was established on 11 November 1975, as a public corporation with the joint support of the Ministry of Foreign Affairs and the Ministry of education, Science and Culture, to fulfil the vision of the late Mr. Sato "to cooperate with the development of the United Nations University and to contribute to the improvement of world peace and welfare". The late Prime Minister Eisaku Sato's ideal was the improvement of world peace and welfare and he believed that the United Nations had a major role in achieving it. For this reason, he went to extraordinary lengths to establish the United Nations University and attract it to Japan, and it was his fervent wish to strengthen the advancement of the University. Under the inspiration of the late former Prime Minister Eisaku Sato, the objectives of this Foundation are to contribute to the development of the United Nations University and to the attainment of world peace and welfare.

The Eisaku Sato Memorial Prize Essay Contest 2000 is open to international participation by anyone who has an interest in the United Nations University and in the selected topic, regardless of age, nationality or profession. Essays may be in either English (3,000 to 6,000 words) or Japanese (8,000 to 16,000 characters). English essays should be typed on A4-size paper and include an abstract of up to 450 words. Japanese essays should be accompanied by an abstract of up to 1,200 characters.
