Extractions: against the aggression on Croatia Many people throughout the world contributed to the international recognition of Croatia (January 15, 1992). We would like to present a list of 104 Nobel prize winners (in alphabetic order) who signed an appeal to stop the aggression of the Yugoslav Army on Croatia that started in 1991 (The New York Times, January 14th, 1992). We do this we the feeling of deepest gratitude. During the past several weeks the Yugoslav Army has escalated its war against Croatia. Dozens of villages have been razed. Many historical monuments have been destroyed. Several cities, including Croatia's capital of Zagreb, have been bombed. Over 2,000* people have been killed. The undeclared war has already produced more than 100,000* refugees. The violence and destruction unleashed in Croatia is on a scale unknown in Europe since the Second World War. Innocent civilians are massacred. Hospitals and places of worship are destroyed. Conscience demands that we raise our voices against this senseless war. We appeal to the Western and Eastern governments to stop the Yugoslav Army wanton destruction.

Although the statement began circulating among the laureates last summer, most of them signed it after September 11. The most profound danger to world Peace in the coming years will stem not from the irrational acts of states or individuals but from the legitimate demands of the world's dispossessed. Of these poor and disenfranchised, the majority live a marginal existence in equatorial climates. Global warming, not of their making but originating with the wealthy few, will affect their fragile ecologies most. Their situation will be desperate and manifestly unjust. It cannot be expected, therefore, that in all cases they will be content to await the beneficence of the rich. If then we permit the devastating power of modern weaponry to spread through this combustible human landscape, we invite a conflagration that can engulf both rich and poor. The only hope for the future lies in cooperative international action, legitimized by democracy. It is time to turn our backs on the unilateral search for security, in which we seek to shelter behind walls. Instead, we must persist in the quest for united action to counter both global warming and a weaponized world.

So he asked me to come." To an outsider, it was mere formality. But like everything else with Taiwan when it comes to the international community, it's never that simple. Chen Shui-bian couldn't come because China would never accept the presence of Taiwan's president at an international event; to Beijing, the island is a part of China and doesn't have a government. And Taiwan is billed at APEC as "Chinese Taipei" a moniker that itself is the product of years of negotiation. So what's an ambitious island with an intimidating neighbor to do? Taiwan decided to send a Nobel laureate. Lee, the president of Taiwan's Academia Sinica, won the Nobel chemistry prize in 1986. China didn't object to his selection because he works in a research position instead of a political post. He heads an advisory body established by Chen to seek public consensus on relations with China. On Thursday, you would have thought the chemist was a diplomat as he adeptly straddled the ever-shifting line between keeping Taiwan's domestic population happy and not angering China.

If not checked, many of our current practices put at serious risk the future that we wish for human society and the plant and animal kingdoms. Addressed to political, industrial, religious, and scientific leaders, the Warning demonstrated that the scientific community had reached a consensus that grave threats imperil the future of humanity and the global environment. However, over four years have passed, and progress has been woefully inadequate. Some of the most serious problems have worsened. Invaluable time has been squandered because so few leaders have risen to the challenge. The December 1997 Climate Summit in Kyoto, Japan, presents a unique opportunity. The world's political leaders can demonstrate a new commitment to the protection of the environment. The goal is to strengthen the 1992 Framework Convention on Climate Change by agreeing to effective controls on human practices affecting climate. This they can and must do, primarily by augmenting the Convention's voluntary measures with legally binding commitments to reduce industrial nations' emissions of heat-trapping gases significantly below 1990 levels in accordance with a near-term timetable.
