The result of the referendum-agreed in May between Indonesia and the former colonial power Portugal [see p. 42946]-was announced on Sept. 4 simultaneously by UN Secretary-General Kofi Annan in New York and Ian Martin, head of the UN Assessment Mission in East Timor (UNAMET), in Dili. Of the 438,968 valid votes cast (98.6 per cent of the registered voters) 78.5 per cent (344,580 votes) were in favour of independence whilst 21.5 per cent (94,388) chose autonomy within Indonesia. Within hours of the announcement, the celebrations of those who had voted for independence were cut short by the resumption of ferocious attacks with guns and machetes by pro-Indonesian militias who targeted both foreign and Indonesian journalists and UN workers as well as local people. In Dili Indonesian troops stood by without intervening as the militiamen rampaged through the city and many people fled to the UNAMET compound where hundreds had already taken refuge. Thousands more sought shelter in the compound of the International Committee of the Red Cross (ICRC) and at the official residence of Bishop Carlos Felipe Ximenes Belo, the 1996 Nobel Peace laureate. A US policeman was shot and seriously wounded, the UN's first foreign casualty, although at least four of its local workers had already been killed since the day of the referendum and six were reported missing.

He is better known today, however, as the man who established some of the most prestigious prizes in the world. Born in 1833 in Stockholm, Sweden, Nobel from his youth had a dream of inventing an explosive so devastating it would deter humans from making war. Instead, his invention made war easier. Though he was a Swede by birth, he was very much an international man, being educated in St. Petersburg, Russia, where his family moved when he was a child. In St. Petersburg, he studied with private tutors, particularly showing interest in chemistry and languages. He mastered Swedish, Russian, English, French, and German. At the age of 17 he began two years of educational travel throughout Germany, France, Italy and to the United States. Then at the age of 19 he became a chemist, working with his father in St. Petersburg. The family returned to Sweden and in 1863 he was a chemist in his father's explosives factory at Heleneborg near Stockholm. In 1864 Nobel received a patent covering detonating charges and percussion caps. Called "The Nobel Igniter," it was to be called at a later time "the greatest discovery ever made in both the principle and practice of explosives." His 1866 invention of dynamite revolutionized mining, road building and tunnel blasting. In 1875 a later improvement was patented as blasting gelatine. In 1887 he patented ballistite, the first of the nitroglycerine smokeless powders. This was to serve as the basis for cordite which was eventually to change the use of firearms.

I regard it as a precious gift to all those people in East Timor who long for and work for justice and peace in their hearts, in their families, in their villages and towns, and in their regions. The Peace Prize is also for all Indonesians, whether individuals and groups, who strive for attaining and deepening peace and justice. I must admit that when I received the news of being bestowed this honor, it was with mixed feelings. From now on, maybe the international community no longer would regard me first and foremost as a bishop to his flock, but rather more as a Nobel Peace Prize awardee, a political figure. But a bishop is what I am, and a bishop is what I will be. What are a bishop's tasks? First and foremost, a pastoral and spiritual task. He is to be solicitous for all Christ's faithful entrusted to his care, whatever their condition or nationality. He is to show a particular apostolic spirit to those who, because of their particular circumstances, are more in need, both spiritually and socially. In this, the Catholic Church is guided by the social doctrine of the Church, painstakingly developed over the centuries but in particular during our own century.
