This is the full text of the Statement given by H.E. Mons. Carlos Felipe Ximenes Belo at his meeting with the press at the Nobel Institute in Oslo on 9 December 1996. I am very grateful to the Nobel Peace Prize Committee for awarding me this prestigeous prize. I regard it as a precious gift to all those people in East Timor who long for and work for justice and peace in their hearts, in their families, in their villages and towns and in their regions. The Peace Prize is also for all Indonesians, whether individuals and groups, who strive for attaining and deepening peace and justice. I must admit that when I received the news of being bestowed this honour, it was with mixed feelings. From now on, maybe the international community no longer would regard me first and foremost as a Bishop to his flock, but rather more as a Nobel Peace Prize awardee, a political figure. But a Bishop is what I am, and a Bishop is what I will be. What is a Bishop's tasks? First and foremost a pastoral and spiritual task. He is to be solicitous for all Christ's faithful entrusted to his care, whatever their condition or nationality. He is to show a particular apostolic spirit to those who, because of their particular circumstances, are more in need, both spiritually and socially. In this, the Catholic Church is guided by the Social Doctrine of the Church, painstakingly developed over the centuries but in particular during our own century.

Extractions: THE NORWEGIAN NOBEL COMMITTEE The Nobel Peace Prize 1996 The Norwegian Nobel Committee has decided to award the Nobel Peace Prize for 1996, in two equal parts, to Carlos Felipe Ximenes Belo and for their work towards a just and peaceful solution to the conflict in East Timor. In 1975 Indonesia took control of East Timor and began systematically oppressing the people. In the years that followed it has been estimated that one-third of the population of East Timor lost their lives due to starvation, epidemics, war and terror. Carlos Belo, bishop of East Timor, has been the foremost representative of the people of East Timor. At the risk of his own life, he has tried to protect his people from infringements by those in power. In his efforts to create a just settlement based on his people's right to self-determination, he has been a constant spokesman for non-violence and dialogue with the Indonesian authorities. Ramos-Horta has been the leading international spokesman for East Timor's cause since 1975. Recently he has made a significant contribution through the "reconciliation talks" and by working out a peace plan for the region. In awarding this year's Nobel Peace Prize to Belo and Ramos-Horta, the Norwegian Nobel Committee wants to honour their sustained and self-sacrificing contributions for a small but oppressed people. The Nobel Committee hopes that this award will spur efforts to find a diplomatic solution to the conflict in East Timor based on the people's right to self-determination.

Four of the five prizes are awarded in Stockholm each year, but Nobel had stipulated in his will that the Peace Prize could not be awarded in Sweden. Instead the Norwegian capital of Oslo was chosen as the award site and a Norwegian Nobel Prize Committee is appointed to select the laureate for the Peace Prize. According to the will of Alfred Nobel the prize should be awarded "to the person who shall have done the most or the best work for fraternity between the nations, for the abolition or reduction of standing armies and for the holding and promotion of peace congresses". The U.S. State Department intervened to allow Belo to leave Jakarta, Indonesia, said Organizers of Jubilee Justice, a four-day Catholic conference at the University of California, Los Angeles dealing with social activism. Belo, who won the 1996 Nobel Peace Prize for his work on behalf of peace and democracy in the troubled Indonesia territory East Timor , is scheduled to give a keynote address Saturday. Belo was not allowed to leave the country Wednesday, prompting friends and supporters to speculate the Indonesian government was retaliating against Belo for his activism in East Timor . Catholic officials originally believed Indonesian officials prevented Belo from traveling because nationals are not allowed to leave the country within six months of their passport expiration dates. Belo's passport expires in October.

Extractions: East Timor Dear Bishop Belo, As we Bishops of the United States are about to meet in our Spring Assembly, I am reminded of your presence among us at the Kansas City Assembly last year. It was a great pleasure to have you with us at that time, and I was particularly pleased that you were able to be my guest in Newark. At this historic juncture, our Conference is eager to lend whatever support we can to make the promise of the 1996 Nobel Peace Prize a reality. We believe that the United States government should impress upon the new Indonesian administration the need for a prompt resolution of the East Timor issue, based upon the freely expressed wishes of the people and in accord with the resolutions of the United Nations. Attached is a copy of a letter I have just sent to Secretary Albright expressing those views. I extend warm personal greetings to you and to Bishop Do Nascimento, assuring you of the continued solidarity of our Conference with the Church in East Timor.

He wants teachers of Portuguese and he wants priests, for the smallest parish there numbers 50,000 souls. Those that come though "will have to get used to great sacrifices because here we don't eat meat or drink wine." There are still 50,000 illegally detained prisoners still suffering at the hands of terrorists who threaten anyone who wants to return home across the border to East Timor. These prisoners live in terrible conditions, many children dying, many girls being raped by the soldiers. The soldiers are allegedly drawn to the international aid sent to the prisoners.

Extractions: NOBEL PRIZE HAS ANTIOCH LINK By Irwin Abrams Dayton Daily News , Op-Ed, December 6, 1996. This year the Nobel Peace Prize has a local connection. Jose Ramos-Horta of East Timor, who with his countryman Bishop Carlos Felipe Ximenes Belo will be presented with the award at the ceremony in Oslo on December 10, received his Master of Arts degree from Antioch University in 1984. Moreover, Congressman Tony Hall has been one of the prominent nominators of Bishop Belo for the prize. For his M.A. thesis, Ramos-Horta says in the preface that he decided to write "on the tragedy of the people of East Timor, not only out of moral and patriotic duty, but because it constitutes one of the most glaring examples of human rights violations in modern times that the rest of the world knows little and cares less about." Ramos-Horta's tiny homeland is only the eastern half of a remote island at the very tip of the long strung out Indonesian archipelago, much closer to Australia than to Jakarta, Indonesia's capital. The world took little note when East Timor, a former Portuguese colony populated mainly by Catholics, after a brief period of independence was invaded in 1975 and then annexed by its giant Moslem neighbor. East Timorese continued resistance has met with years of brutal military oppression, in which almost a third were killed or died from starvation and disease. Occasionally stories of the murders, rapes and tortures would surface in the world's media, notably in 1991 when news photos and a film circulated of an appalling massacre of some 200 men, women and children shot in cold blood at a funeral procession. But then for most of the world East Timor receded again into obscurity.
