Appendix I to 10CFR50 provides numerical guidance for design objectives and limiting conditions for operation of light-water-cooled reactors to ensure that radioactivity releases to the environment are "as low as reasonably achievable." To implement this appendix, the Nuclear Regulatory Commission has developed a series of guides providing acceptable methods for the calculation of effluent releases, dispersion of the effluents, and the resulting radiation doses to man. One of the guides, Regulatory Guide 1.111, describes models and assumptions for estimating long-term concentrations of radioactive material in the vicinity of nuclear power plants which would result from routine airborne releases. Another guide, Regulatory Guide 1.109, describes models and assumptions for calculation of annual doses to man which would result from such releases. In addition to the above, and for compliance with the requirements of 10 CFR Part 100 and 10 CFR Part 50, the Commission has also issued Regulatory Guide 1.145 which provides guidance on short-term atmospheric dispersion models for the assessment of consequences of potential accidents at nuclear power stations.

View Current Signatures Sign the Petition To: Everyone On the 26th of April 1986, reactor 4 in the Chernobyl Nuclear Power Plant in the Ukraine with devastating effects. The radiation cloud drifted all across Europe. Over 70% fell on Belarus and the 9 million people living in this area have received the highest known exposure to radiation in the history of the atomic age. Land is contaminated and there has been a major increase in health problems.
This could be us. There is no guarantee that we are safe. This could just as easily happen again. Nuclear Power Plants may useful in some ways, but they are time bombs. Something could always go wrong. Sellafield Nuclear Power Plant, in England, is one of those. If something goes wrong there, we could all be affected. The scientific method and critical thinking are too important to leave to scientists. Fortunately they can be mastered by anyone, using examples familiar to all. The scientific method is analogous to car repair and to cooking from a recipe. Models from outside science, such as a sweater knitting pattern, are no different than scientific models such as rats, mathematical equations, or the models the government uses to test condoms. The peanut butter and jelly sandwich illustrates correlations, and drunk driving explicates the relation between correlation and causation. By Fredy Perlman The Following text first appeared in a special anti-nuclear issue of Fifth Estate magazine on April 8, 1979. It was written earlier in that year just after an accident at Three Mile Island nuclear power plant in eastern Pennsylvania. As news of the accident spread, official messages insisted, "There is no need to overreact, the situation is stable, the leaders have everything under control," but eventually people living near the plant had to be evacuated. Here Fredy reminds us how the original inhabitants of this region were duped and destroyed by the platitudes, promises and police that always accompany Capital.
The premeditated poisoning of human beings, of soils and of other living species can only by the grossest hypocrisy be considered an "accident". Only the wilfully blind can claim that this consequence of Technical Progress was "unforeseen". The poisoning and removal of this continent's living inhabitants for the sake of "higher entities" may have begun in Eastern Pennsylvania, but not during the past few weeks. Eleven score years ago, in the region currently being poisoned by radiation from Three Mile Island, speculators with names like Franklin, Morris, Washington and Hale hid their names behind facades such as the Vandalia Company and the Ohio Company. These companies had one purpose: to sell land for a profit. The individuals behind the companies had one aim: to remove all obstacles which stood in the way of the free deployment of profit-making, whether the obstacles were human beings or millennial cultures or forests or animals or even streams and mountains. Their aim was to Civilise this continent, to introduce to it a cycle of activities never before practised here: Working, Saving, Investing, Selling - the cycle of reproducing and enlarging Capital.

    Note: This is a side-excursion into the basics of nuclear energy Bear in mind that even without math, this can be a fairly difficult subject and that the discussion is rather lengthy.
The ideas from section S-7 are reviewed in what follows next. The rest of the section is a qualitative discussion of all key processes involved in the practical use nuclear energy.
A Review of Nuclear Structure
The way the Sun generates its energy helps understand the way a nuclear power station does so. The two processes are however quite different. Here some facts about the way protons and neutrons combine to form nuclei, as covered in section S-7 about the Sun:
  • helium
  • Unlike gravity or electrical forces, the nuclear force is effective only at very short distances. At greater distances, the protons repel each other because they are positively charged, and charges of the same kind repel. For that reason, the protons forming the nuclei of ordinary hydrogenfor instance, in a balloon filled with hydrogendo not combine to form helium (a process which also would require some to combine with electrons and become neutrons). They cannot get close enough for the nuclear force, which attracts them to each other, to become important! Only in the core of the Sun, under extreme pressure and temperature, can such a process take place.
  • Other small nuclei can similarly combine into bigger ones and release energy, but in combining such nuclei, the amount of energy released is much smaller. The reason is that while the process

    Lasers Split the Atom
    © 2000 Photodisc, Inc. Fission in action. The reactions that are best known for generating nuclear power and atomic blasts can now be initiated with laser light, allowing researchers to run new types of nuclear physics experiments.
    Two research teams have used the most powerful lasers on Earth to create the first laser-induced nuclear reactions, including the fission of uranium. The results, reported in the 31 January PRL , were predicted by theorists ten years ago but were not possible with the most powerful lasers at the time. The experiments demonstrate that lasers can now be used to study nuclear physics and astrophysical plasmas without going to a major accelerator facility. They may also lead to new information on the behavior of plasmas in a fusion reactora power plant that creates energy the same way the sun does. "With these classes of lasers we're actually doing nuclear physics," says Thomas Cowan, leader of the University of California team at the Lawrence Livermore National Laboratory, one of the groups to accomplish the feat. "You're able to do with lasers what you primarily only do with accelerators." Across the Atlantic, researchers achieved similar results at the Rutherford Appleton Laboratory in Oxfordshire, United Kingdom.

    1984: Leakage of construction liquids created cavities in the chalk rock below the reactor. Construction of all blocks was halted while concrete was poured beneath their foundations.     Key Arguments/History
    At the end of the 1980s, the USSR Ministry of Energy considered the possibility of closing down the Rovno plants because there was a danger that subsidence of the chalk rock on which they were built would damage the foundations of the plants. The problem was partially solved by the filling of cavities under the reactors with concrete, but this continues to make trouble.
