A Department in the College of Engineering, Carnegie Mellon University
Engineering and Public Policy (EPP) is a unique department in the College of Engineering at Carnegie Mellon University which addresses important problems in technology and policy. The department offers a research-oriented Ph.D. program and double-major undergraduate B.S. programs with each of the five traditional engineering departments and Computer Science. Research in the department focuses on problems in:
  • energy and environmental systems;
  • information and communication technology policy;
  • risk analysis and communication; and,
Across these four focal areas, the department also addresses issues in technology and organizations and technology and economic development, focusing in particular on India and China. We frequently undertake the development of new software tools for the support of policy analysis and research. And, we sometimes study issues in arms control and defense policy. Graduate Studies and Research top The graduate program in Engineering and Public Policy educates technically skilled men and women at the doctoral level to be leaders in policy-focused research. We work on policy problems in which the technology matters - - problems in which technology cannot be treated as a black box.

Key Issues
ACM Public Policy USACM is the U.S. Public Policy Committee of the Association for Computing Machinery. The ACM Office of Public Policy works with USACM to assist policymakers and the public in understanding infor mation technology issues and to advance a policy framework that supports innovations in computing and related disciplines. What's New (February 25, 2003) USACM joined a diverse collection of library, higher-education, and computing groups in submitting an amicus brief with the Supreme Court in Dastar v. Twentieth Century Fox . The brief explains to the court the potential damaging impact of reversing the legal precedent of leaving facts in the public domain where they can be incorporated into new works.
(February 15, 2003) USACM added its endorsement to a resolution along with other leading computer scientists and technologists that recommends a voter-verified audit trail be one of the essential requirements for certification of new voting systems. I would like to introduce Jack Henningfield, who is as an old friend, colleague and collaborator from Johns Hopkins. Dr. Henningfield has had a long career in experimental research, investigating issues related to nicotine addiction and how nicotine sustains tobacco use. Introduction
Science
New technology played a dramatic role in U.S. contributions to allied success in World War II. In many cases, e.g., atomic weapons, penicillin, radar and DDT, these technologies were based on science not applied before the war. Scientists led many of the triumphant efforts. After the war, the prestige of science was great enough that national expenditures for research grew from earlier charity levels to budgets that are now noticeable in the federal deficit. This investment led to a golden age of science-based technology that has enriched the world. It has also permanently altered science. The money was used to exponentially increase the numbers of educated scientists. It was also used to build an industry that makes scientific apparatus so powerful that, without the latest and most expensive versions, it is difficult to advance. Research careers are critically dependent on success in raising funds to support graduate students and buy equipment. The power of science to influence policy has not grown as fast as its need for funds. As funding has tightened, institutions of science have become fixated on the federal research budget. Frank Press called raising money for basic research "the most important activity I can undertake as president of the National Academy of Sciences."
