    OVERVIEW
    In 1989, the House Appropriations Subcommittee on Energy and Water provided FY 1990 funding to DOE's Biological and Environmental Research (BER) program "for the contract for the Laboratory for Environmental Health Research in California" (HR 101-235), later named the National Institute for Global Environmental Change (NIGEC). The purpose was to contribute to (1) the knowledge base of global climatic change, (2) the reduction of key scientific uncertainties inherent in projections of future climatic states, and (3) the understanding of perturbations to the climate system attributed to human activities. NIGEC's mission is to support the sponsoring agency, DOE, by aligning its activities with DOE global-change research priorities. NIGEC carries out its mission by supporting university and other non-federal researchers. NIGEC is composed of a national office at the University of California, Davis, and six regional centers ( see below

    How can we understand and rise to the environmental challenges of global change? One clear answer is to understand the science of global change, not solely in terms of the processes that control changes in climate and the composition of the atmosphere, but in how ecosystems and human society interact with these changes. In the last two decades of the twentieth century, a number of such research effortssupported by computer and satellite technologyhave been launched.             Overview
            The objectives of this course are to gain a basic understanding of the interrelationships among the earth's major physical and biological systems and to gain an appreciation of past and potential future global environmental changes. The role of humans in propagating and mitigating global change will also be examined. We will discuss changes in the atmosphere, hydrosphere, geosphere and biosphere, and the impacts of human actions. Aspects of the forecasted global warming as well as other important issues will be discussed in detail.

    The Global Environmental Research Office was established in 1990 in recognition of the growing national and international interest in GER issues and the need to coordinate UK responses to research opportunities and challenges across Research Council disciplinary boundaries. From the start it was recognised that as new communities and networks became established, the requirement for central coordination would alter in its nature. The Heads of Research Councils (HORC's) decided that the Office should close on 31 March 1998. However, they recognised that as GER has expanded to address impacts and solutions as well as detection and understanding of change, there would still be an ongoing need to coordinate global change activities across Research Councils within existing mechanisms. A cross-Council working group has been established to consider this and to put proposals to HORC's in April 1998.     Inter-Agency Committee on Global Environmental Change (IACGEC)
    A review of the UK Inter-Agency Committee on Global Environmental Change (IACGEC), which was carried out by the UK Government's Chief Scientific Adviser Sir Robert May, concluded that the IACGEC had been an effective mechanism in the past and that it should continue to provide UK agencies funding Global Environmental Change (GEC) research with a senior-level forum for discussion of relevant science and policy developments. Details of the outcome of the review were announced in March 1997. Professor Sir Richard Southwood, past Vice Chancellor and current Pro-Vice Chancellor and Professor of Zoology at Oxford University, and a Director of Glaxo Wellcome, is the current Chairman of the IACGEC. A broader membership structure has been introduced and the public bodies which are now members of the IACGEC are:

Recommendations The sustainability implications of global environmental change cover many dimensions and sectors. This chapter focuses on the agricultural sector. It is not based on detailed analyses of the Great Plains; rather, it draws on general material that is related to sustainability in the Great Plains. Implications of environmental change are shown to extend beyond production impacts and are intimately related to economics and public policy. Sustainable Agriculture Definitions of sustainability are often controversial. In terms of agriculture, sustainability has many meanings (Smit and Smithers, 1993; 1994). But most definitions are fundamentally similar.     Research Opportunities
    The National Science Foundation supports basic research on the Human Dimensions of Global Change (HDGC). HDGC research focuses on the interactions between human and natural systems, with an emphasis on the social and behavioral processes that shape and influence those interactions. Proposals for general research on HDGC must be clearly related to social, psychological, economic, demographic, anthropological, geographic, governmental, legal, institutional, and/or ethical aspects of global change including the development of statistical methodology and mathematics models. Although the emphasis is on global change, proposals for research on regional or local phenomena are welcome provided the implications for global effects are clearly specified in the proposal. Proposals should be well grounded in relevant social science theory, they should explain how the research will contribute to the enhancement of that theory, and they should clearly outline and justify the research methods to be used. Proposals to build or synthesize databases should include detailed research plans for use of the data. Back to top
