ICHTHYOLOGY AND FISHERIES SCIENCE (1998)
The Department of Ichthyology and Fisheries Science through its activities promotes sustainable utilisation of fish resources and the culture of fish and other aquatic organisms in Africa. Detailed information on curricula, course work and on the types of curricula involving Ichthyology can be obtained from the Head of the Department. Ichthyology (ICH) is a four-semester subject which may be taken as a major subject for the degrees of BSc and BJourn. To major in Ichthyology, a candidate is required to obtain credit in the following courses: ZOO 1 or BIO 1; ICH 201; ICH 202; ICH 301; ICH 302; CHE 1; MAT 1C, or MAT 101 and CSC 101, or STA 1F0 and CSC 101. Undergraduate students in Ichthyology are encouraged to study Management (MAN 101 and MAN 102) as credits towards the BSc degree. At postgraduate level the following degrees are offered in the Department; BSc Honours in Ichthyology and Fisheries Science, Master of Science and Doctor of Philosophy in Ichthyology or Fisheries Science by research and the preparation of a thesis. In 1999 the Department hopes to offer a Master's degree in Aquaculture by coursework. From time to time the Department has offered a Post-Graduate Diploma in Fisheries Science, but this one-year course will not be offered again until further notice. All postgraduate students in attendance are required, if called upon, to assist as demonstrators in practical classes in the Department and PhD students in attendance are required, if called upon, to assist as tutors and mentors.

The Department is expected to receive a new batch of students with a major in Fisheries Science and Technology. It has started its new post-graduate program. and revised its goals and strategies for the next few years. These goals are: (1) extension and improvement of the department facilities; (2) training of technical staff; (3) better fishery educated Omani manpower and high level of research; (4) more research and development programmes in marine and fisheries science; and (5) department services to others.
Return from Study Leave
Mr. Khalid Al-Hashmi, technician, returned from study leave in December 1997 with a B.Sc. from James Cook University, Australia. The Department has received a letter from Khalid's advisor, Dr. C.G. Alexander, stating that Khalid is an outstanding ambassador for his country. He has performed extremely well throughout his studies and he was one of the top students in Marine Biology. Our Department is very proud of Khalid's achievement at James Cook University.

Musquodoboit Harbour, N.S. January 1998 See Explanatory Note In the spring of 1997, three Canadian university professors published a prominent critique of DFO's scientific efforts . Their accusations of politically-tainted science have drawn the most attention but it is their proposed solutions that are of far greater significance. Having persuaded themselves that scientific work within a government fisheries department is subject to a "medium/high" level of political inference, they considered where else fisheries science, and specifically the stock assessment function, might better be conducted. They offered six alternatives which amounted to: (1) the status quo status quo either with more external review or with the advice being contested by outside interests, (4) passing the work to an international agency, (5) leaving it to the private sector, or (6) setting up an independent fisheries-science organization, akin to the former Fisheries Research Board of Canada (the "FRB" of honoured memory). The three, Professors Hutchings, Walters and Haedrich, not surprizingly opted for the last of these choices not surprizingly because academic scientists, working within a university environment, typically see science as an end in itself, with little perception of the roles that it plays in the wider world. Science, after all, is a child of the universities and those who have never borne the responsibility of applying the fruits of research in broader fields can be forgiven for not understanding the how their offspring has matured.

Proponents
The proponents are the UBC Fisheries Centre and UBC First Nations House of Learning. The Fisheries Centre (FC) was founded in 1993 to focus and promote the multidisciplinary study of fisheries. Analytical tools developed in a broad spectrum of parent subjects, including biology, oceanography, economics, engineering, mathematics, sociology, planning and policy are employed in order to assess, appraise and forecast the impacts of both human and natural processes on fishery resources. The mandate of the First Nations House of Learning (FNHL) is to make the University's vast resources more accessible to First Peoples, and to improve the University's ability to meet the needs of First Nations. To this end, the House of Learning seeks direction from First Nations communities in determining priorities and approaches taken. We are dedicated to quality preparation in all fields of post-secondary study. We believe that quality education is determined by its relevance to the philosophy and values of First Nations and guided through the "voices of our ancestors."
