International body Alliance for health policy and systems research
The Alliance is an initiative of the Global Forum for Health Research in collaboration with the World Health Organisation and has 310 members in over 70 developing countries. Concerned with the effectiveness of health policy and systems research, the Alliance recognises that health systems currently vary greatly in their performance. It considers that there is an urgent need to improve understanding about how societies organise themselves to achieve health goals, including how they plan, manage and finance activities to improve health, the roles played by different actors in these efforts, and the need to provide scientifically sound, socially relevant and ethically acceptable guidance. The site links to a number of useful resources, including relevant reports, the online international journal for equity in health and online tutorials. This site is a useful source of information about CIOMS, which is an international, non-governmental, non-profit organisation established jointly by the WHO and UNESCO in 1949. CIOMS has contributed to the field of bioethics by issuing international guidelines for the application of ethical principles in various key areas. Copies of CIOMS publications and guidance are available on the website.

Developing countries urgently need research to help relieve the enormous burden of disease that they carry. It is vital that those in wealthy countries, both in the public and private sector, help sponsor this research. But rigorous ethical safeguards must be in place to prevent the exploitation of those who take part in the research.
This Report defines the ethical standards for healthcare research in developing countries. It will provide a framework for anyone who is designing or conducting such research. The Report's recommendations focus on standards of care, consent, ethical review of research and what happens when the research is over.

    The ethics of research related to healthcare in developing countries Review of the ethics of research 1.13 Effective review of the ethics of scientific and medical research is essential to ensure that unethical research is not permitted. Notwithstanding that the integrity of the researcher is of critical importance, the accepted method of ensuring that unethical research is prevented is through the establishment of a system in which research ethics committees undertake independent review of scientific protocols. In developed countries and a number of developing countries, such review is a prerequisite for research involving human participants. However, properly functioning research ethics committees are often absent or under-resourced in developing countries. In addition there may not be a pool of sufficiently trained and independent personnel to serve on a committee, and committees may not have the resources required to cover their administrative costs.

    This kind of research is essential if we are to understand the new kinds of interaction, communication, and collaboration made possible by advanced information technologies. Like any kind of research involving human subjects, however, such research demands careful attention to questions of ethics and human dignity. In conducting research in cyberspace, for example, social scientists frequently observe the behavior of, and interact with, individuals from all walks of life, engaged in the most disparate kinds of work and leisure activities. What precautions should be taken to ensure that the privacy and dignity of these users are respected? Are issues of privacy and dignity in virtual communities significantly different from their non-virtual counterparts? What kind of research activity in cyberspace would constitute a clear violation of professional ethics? Answers to these questions frequently appeal to some set of principles or standards established in response to earlier - and sometimes quite different -contexts or situations.     Centre For Australian Ethical Research AEI has established a new research initiative offering corporate ethics research services to a range of organisations. The Centre for Australian Ethical Research (CAER) undertakes research according to a number of individually tailored criteria to assist organisations and fund managers in making investment and fundraising decisions on ethical grounds. Research covers social as well as environmental criteria, with information being gathered from a variety of sources including company annual reports, government data, community groups and expert evaluation. Clients select criteria according to their own set of ethical concerns. These criteria are used in a range of ways, including compilation of company ratings according to a set of key issues; provision of an 'acceptable list' of Australian stocks; and regular screening of portfolios. Such information can also prove useful in monitoring corporate donors or determining whether or not a company meets an investor's personal values. The service offered includes several layers of information provision and consultancy: from choosing criteria for fund marketing purposes to company selection for management of an investment portfolio. Regular reviews of the ASX 300 (the top 300 listed companies by capitalisation), together with portfolio screening, highlight any areas of concern, and are augmented by a media-based 'issues briefing' option.
