    • The above figure shows September 1999 temperature anomalies calculated from available in-situ stations using a 1880 - 1998 base period. Two persistent high pressure areas, one over Europe and one over eastern Canada and the northeast U.S., resulted in temperatures well above the long term mean in these areas. (See the September atmospheric circulation pattern for the Northern Hemisphere.) Mean temperatures were more than 5 C above average in some locations. Above average temperatures were also recorded in the Far East, much of the southern half of South America, the Mediteranean and western areas of the United States. The largest area of cooler than average temperatures is shown throughout the central and southeastern areas of the U.S. No other area of widespread below average temperatures are shown in this figure; however, it is possible that cooler than average temperatures were more extensive, but not shown in this figure due to unreported data.

    larger image Preliminary mean monthly temperature anomalies (using a base period 1880-1998) for September are shown in the figure to the left. September 1999 ocean temperatures were much lower than the 1997 and 1998 values and were the 3rd coolest this decade. However, land temperature anomalies continued to be very warm. The average global land temperature was 0.65 C above the long term mean, the second warmest anomaly on record.

    Introduction
    Global analysis, or analysis on manifolds, studies the global nature of differential equations on manifolds. In addition to local tools from ordinary differential equation theory, global techniques include the use of topological spaces of mappings. In this heading also we find general papers on manifold theory, including infinite-dimensional manifolds and manifolds with singularities (hence catastrophe theory), as well as optimization problems (thus overlapping the Calculus of Variations (The real introduction to this area will have to summarize the Atiyah-Singer Index Theorem!)

    Global analysis The improved performances in ATMES II are even more evident when looking at the global analysis. ETEX 1 and ATMES II model performances in global analysis are here compared focusing on FA5, NMSE and PCC. In Figure 364 the fraction of model having FA5 above a certain threshold is represented for ETEX 1 and ATMES II model predictions. From this figure the improvements in ATMES II results are evident: in ATMES II half of the models have FA5 greater than 45%, while in ETEX 1 no model can reach that value. Figure 364. The global NMSE values are represented on a graph with their confidence intervals both for ETEX 1 and ATMES II model predictions in Figure 365 and Figure 366. In ATMES II exercise, model predictions have an average lower NMSE. However the best performance is still for a model of ETEX 1 exercise. More important, all the confidence intervals are much shorter in model predictions of ATMES II than of ETEX 1 exercise. Also for the values of global PCC two graphs are reported, one for ETEX 1 model predictions (Figure 367) and one for ATMES II model predictions (Figure 368). For this parameter, differences are even more pronounced: while in ETEX 1 only few models have a PCC higher than 0.5, in ATMES II the majority of model predictions can overcame that value showing that model predictions are much more correlated with measurements.

    Except for the arrest of a leading al Qaeda official, the pre-war news has not been happy. Turkey turned its back on America at the eleventh hour, blocking U.S. troop deployments and throwing Washington’s military calculations into confusion. The French recently talked of vetoing a UN resolution on the use of military force against Iraq. Even the Pope, a man who lived under communism in Poland, has declared that a war against totalitarian Iraq would be immoral. On March 5 the Pope sent an emissary to warn President Bush that, “God is not on your side if you invade Iraq.” The Pope believes that a war against Iraq would be “a defeat for humanity.” Meanwhile, the Whittier Daily News is reporting that anti-war protestors trashed a 9/11 memorial last Saturday. Anti-war ruffians “burned and ripped up flags, flowers and patriotic signs” along Whittier Blvd. The deep rot of political correctness was not only apparent on the side of the vandals but also on the side of the local authorities.     This workshop is intended for researchers in Dynamical Systems and related fields. The general aim is to present the state of the art of the field.     Global Temperature
      Although global land temperatures have cooled below the record 1998 values, most land areas of the world continue to experience much above average temperatures. The adjacent figure shows the largest positive anomalies in the June through August period occurred in the northern hemisphere across portions of Europe, the Middle East, northern Africa and eastern North America, with temperatures more than 4 deg C above the long term average in many areas. (Grid boxes contain at least 2 out of 3 months of data during the June - August period.)

      Temperatures across the U.S. for the June through August period reflected the general circulation pattern which showed a trough in the west (cooler than normal temperatures) and a ridge in the east (warmer than normal temperatures). Warmest anomalies were observed over portions of eastern Canada and across Europe (3-4 deg C in most areas). The only area of widespread below-average temperatures was across portions of northern Scandinavia where anomalies were 2-3 degrees C below normal in most areas.

    Temperature
    The June-August 2000 combined land and ocean temperature was +0.35C above the 1880-1999 long-term mean. The globally averaged temperature during this period has not averaged below the long-term mean since 1976, indicative of a trend to warmer global temperatures that began in the late 1880's. June-August temperatures have risen at a rate of +0.42C per century since 1880. Ocean temperatures were also much above average during this period (+0.28C), the 7th warmest such period on record, while land surface temperatures were the 9th warmest, +0.51C above average. The adjacent plot shows the spatial distribution of temperature anomalies throughout the world based on a 1961-1990 base period. Above average temperatures were widespread throughout the Northern Hemisphere during the June through August period. Temperatures were from 1 to 3C above average in southern Europe and the Mediterranean in an area stretching from Portugal to Turkey.
    larger image Temperature anomalies in excess of 1C also covered much of central Russia, Mongolia, and eastward across northern China and Japan. In North America, above normal temperatures were observed in the western U.S. and much of Canada. Near-normal to below normal temperatures stretched from the northern Great Plains to the northeastern U.S. Parts of Scandinavia, western Russia, Argentina, and Australia also recorded near to below-normal temperatures during the June through August period.

    Abstract
    Global data-flow analysis of (constraint) logic programs, which is generally based on abstract interpretation [ ], is reaching a comparatively high level of maturity. A natural question is whether it is time for its routine incorporation in standard compilers, something which, beyond a few experimental systems, has not happened to date. Such incorporation arguably makes good sense only if:
    • the range of applications of global analysis is large enough to justify the additional complication in the compiler, and
    • global analysis technology can deal with all the features of "practical" languages (e.g., the ISO-Prolog built-ins) and "scales up" for large programs.
    We present a tutorial overview of a number of concepts and techniques directly related to the issues above, with special emphasis on the first one. In particular, we concentrate on novel uses of global analysis during program development and debugging, rather than on the more traditional application area of program optimization. The idea of using abstract interpretation for validation and diagnosis has been studied in the context of imperative programming [ ] and also of logic programming. The latter work includes issues such as using approximations to reduce the burden posed on programmers by declarative debuggers [
