During a 1987 Central American summit, Dr. Arias presented his peace plan which called for an immediate cease fire in all guerrilla wars, a suspension of outside military aid, general amnesty and negotiations between conflicting parties, as well as long-term measures such as free elections and general reductions in armed forces. The Arias plan was a great stride toward peace and a base for future progress. In addition to studies in his native Costa Rica, Dr. Arias was educated in the United States and Great Britain, earning his doctorate from the University of Essex. He began his political career as an activist with the Partido de Liberacion Nacional (PLN), one of Costa Rica's two major parties. In 1972, he was appointed minister of national planning and political economy. He served with distinction in this post until 1977. In 1979, he was elected general secretary of the PLN, the party's highest position.

News Oscar Arias Sanchez, Nobel Peace Prize Winner, to Speak at Law School Former president of Costa Rica, Oscar Arias Sanchez spoke as a guest of the International Law Society on Friday, April 2, 1999 in Room 102. President Arias spoke about his efforts to eliminate military spending in Central America and other regions of the world in hopes of promoting human rights, democratic society, and a peaceful future. Because the poorest nations cannot depend on free trade, foreign direct investment, foreign aid, and debt forgiveness, they must provide their own resources to give their populations the opportunity for a proper education and advancement. He also stressed the need for the United States to provide world leadership on moral grounds. In 1987, Costa Rican President Oscar Arias Sanchez garnered world recognition when he was awarded the Nobel Peace Prize for his work in ending the Nicaraguan civil war. During that conflict, both the Sandanistas and the Contras set up military bases in the northern area of Costa Rica, and Arias was elected under the promise that he would work to put an end to this situation. He was able to get all five Central American presidents to sign his peace plan, and Nicaragua is now experiencing relative stability. President Arias will also speak at the Bradbury Thompson Center on Saturday, April 3, at noon.

1987 Nobel Peace Laureate President of Costa Rica Oscar Arias, former president of Costa Rica and 1987 Nobel Peace laureate, holds international stature as a spokesperson for the Third World. Championing such issues as human development, democracy, and demilitarization, he has traveled the globe spreading a message of peace and applying the lessons garnered from the Central American Peace Process to topics of current global debate. The New York Times reported that Oscar Arias' "...positions on Central American issues have become the standards by which many people in Congress and elsewhere have come to judge United States policy." In a similar way, he has come to take a leading position in international discourse. Dr. Arias was born in Heredia, Costa Rica in 1940. He studied Law and Economics at the University of Costa Rica. His thesis, Grupos de Presión en Costa Rica (Pressure Groups in Costa Rica) earned him the 1971 National Essay Prize. In 1974, he received a doctoral degree in Political Science at the University of Essex, England. Thomas Hall. Sanchez is fourth of five speakers in the 2000-01 University of Akron Forum Series, and his visit to Akron is sponsored by the University Honors Program. A champion of human development, democracy and demilitarization, Arias is recognized as an international spokesman for the Third World. He was elected Costa Rica's president in 1986, during one of the more dangerous periods of Central American history. Internal unrest in Nicaragua, Guatamala and El Salvador threatened to engulf the entire region as border tensions rose between neighboring countries. Prior to his inauguration, Arias visited Latin American heads of state and nine of them attended his ceremony in the capital city, San Jose. At that meeting, Arias called for a continental alliance to defend democracy, liberty and the right of countries to choose their own types of government based on free and fair elections. The following year Arias drafted a peace plan to end the regional crisis. On Aug. 7, 1987, all of Central America's presidents signed the "Procedures for the Establishment of a Firm and Lasting Peace in Central America." Arias was awarded the Nobel Peace prize, and remained Costa Rica's president until 1990.

The environment ministers of the nations of the Caribbean and Latin America gathered in Rio de Janeiro recently to discuss an agenda for the 2002 World Summit on Sustainable Development. A major theme of next year’s World Summit in Johannesburg—also known as Rio + 10—will be the critical issue of poverty in conjunction with conservation. Where poor and hungry people have few options other than to encroach on the environment for a day’s pay, conservation efforts will be stymied. This issue must be as familiar to Brazilians as it is to Costa Ricans: the need for more food and better livelihoods continue to sidetrack conservation efforts worldwide. There is another way. A recent report identifies a new approach emerging around the world, which scientists call "ecoagriculture." Instead of working against each other, farmers and environmentalists work together to find farming methods that both produce more food and preserve the environment. From grazing lands to coffee plantations to rice paddies, farmers and scientists are finding ways to preserve biodiversity within largely agricultural landscapes. As environment ministers continue to meet about Rio + 10, they would be wise to examine this groundbreaking approach to conservation.
