    Passy, Frederic 1822-1912, French economist, winner (1901, with J. H. Dunant) of the first Nobel Peace Prize. He studied law but abandoned it for journalism and the study of economics and problems of peace. In 1867 he founded the International League for Permanent Peace, later known as the French Society of the Friends of Peace; he served as its general secretary until 1889, when, in association with Sir William R. Cremer, he founded the Inter-Parliamentary Union of Arbitration. He was a member of the chamber of deputies from 1874 to 1889. His best-known work is Historique du mouvement de la paix (1904). The phonetician Paul Edouard Passy (1859-1940) was his son.

    The Occasion of the First Award
    The first Nobel Peace Prize was awarded at a meeting of the Norwegian Parliament which took place at ten o'clock on the morning of December 10, 1901. The ceremony was brief, lasting only fifteen minutes. Mr. Carl Christian Bemer, president of the Parliament, opened it with this brief address Upon completing his remarks, Mr. Bemer gave the floor to Mr. Jorgen Gunnarsson Løvland, a member of the Nobel Committee and at this time minister of Public Works. Mr. Løvland, in place of Mr. Getz, the Committee chairman, who had died the previous month, announced that the prize was awarded half to Henri Dunant and half to Frederic Passy. There was no presentation speech, and after some further official formalities, the Parliament adjourned. Les Prix Nobel does not record that either of the laureates was present; and neither delivered a Nobel lecture later, each, at his own request, having been released from this obligation by the Nobel Committee. 1.     "A Pacifist before his Time"
    , a collection of essays he had published in the course of the research, and he secured his scholarly reputation with a series of lectures delivered in 1860-1861 at the University of Monpellier and later published in two volumes under the title ... Passy's passionate belief in education found expression in (1859) and Passy was not, however, a cloistered scholar; he was a man of action. In 1867, encouraged by his leadership of public opinion in trying to avert possible war between France and Prussia over the Luxembourg question, he founded the "Ligue internationale et permanente de la paix". When the Ligue became a casualty of the Franco-Prussian War of 1870-1871, he reorganized it under the title "Société française des amis de la paix" which in turn gave way to the more specifically oriented "Société française pour l'arbitrage entre nations", established in 1889. Passy carried on his efforts within the government as well. He was elected to the Chamber of Deputies in 1881, again in 1885, and defeated in 1889. In the Chamber, he supported legislation favourable to labour, especially an act relating to industrial accidents, opposed the colonial policy of the government, drafted a proposal for disarmament, and presented a resolution calling for arbitration of international disputes.

    "Un pacifiste avant son temps"
    Pour autant, Passy n'était pas un universitaire dans une tour d'ivoire mais plutôt un homme d'action. En 1867, fort de l'autorité acquise dans sa campagne pour prévenir une guerre entre la France et la Prusse sur la question du Luxembourg, il fonda la "Ligue internationale et permanente de la paix". Lorsque cette ligue fut balayée par la guerre franco-prussienne de 1870?1871, il la réorganisa sous le titre de "Société française des amis de la paix" qui donna naissance à son tour à la "Société française pour l'arbitrage entre nations" à vocation plus spécifique, créée en 1889. Par l'action remarquable qu'il conduisit un demi-siècle durant au sein du mouvement pacifiste, Passy devint l'"apôtre de la paix". Ecrivain intarissable et enjoué, son Pour la paix (1909), qu'il publia à l'âge de 87 ans, est un récit personnel - et non une autobiographie, genre qu'il n'aimait pas, - de son action en faveur de la paix internationale, qui met en exergue la fondation de la Ligue, la période décisive où l'Union interparlementaire fut créée, le mouvement des conférences de paix et l'utilité de la Conférence de La Haye.

    The Swedish chemist Alfred Nobel made in the year 1867 an invention which brought him immense fortune, for the people, however, at irresponsible use enormous new dangers for body and lives. Nobel had been already with the production of blasting agents as a young scientist and detected now the Dynamite in this case. This possibility of activation of controlled blasts encouraged him to further investigations so that he could acquire about 350 patents on this field and set up a gigantic enterprise. First late Nobel imposed, that he had devised a dreadful arm to which an undreamt-of military importance was inherented without wanting it. This insight likes to have been the reason for that for Alfred Nobel to examine the responsibility of the scientist intensely for the welfare of the mankind and with the peace problematic nature.
    At behest of the peace fighter Berta von Suttner he decreed in his last will, that the biggest part of his property is put on as capital stock a donation whose interest profits personalities that achieved outstanding in the science fields of physics, chemistry and medicine as well as on the field of the literature and fiir the preservation of the world peace are honoured with.

    III. Alfred Nobel And The Nobel Prizes Alfred Nobel is the man who invented dynamite. He is better known today, however, as the man who established some of the most prestigious prizes in the world. Born in 1833 in Stockholm, Sweden, Nobel from his youth had a dream of inventing an explosive so devastating it would deter humans from making war. Instead, his invention made war easier. Though he was a Swede by birth, he was very much an international man, being educated in St. Petersburg, Russia, where his family moved when he was a child. In St. Petersburg, he studied with private tutors, particularly showing interest in chemistry and languages. He mastered Swedish, Russian, English, French, and German. At the age of 17 he began two years of educational travel throughout Germany, France, Italy and to the United States. Then at the age of 19 he became a chemist, working with his father in St. Petersburg. The family returned to Sweden and in 1863 he was a chemist in his father's explosives factory at Heleneborg near Stockholm. In 1864 Nobel received a patent covering detonating charges and percussion caps. Called "The Nobel Igniter," it was to be called at a later time "the greatest discovery ever made in both the principle and practice of explosives." His 1866 invention of dynamite revolutionized mining, road building and tunnel blasting. In 1875 a later improvement was patented as blasting gelatine. In 1887 he patented ballistite, the first of the nitroglycerine smokeless powders. This was to serve as the basis for cordite which was eventually to change the use of firearms.

    The Nobel Peace Prize
    October is the month when the names of the Nobel prize winners are made known to the world. The winners are the people who have proved worthy to be honoured that year for their significant contributions in the fields of physics, chemistry, medicine, literature and work for peace. In addition, a Nobel memorial prize was established in 1968 ‹ The Bank of Sweden Prize in Economic Sciences in Memory of Alfred Nobel. Since 1969, this prize has been awarded at the same time as the five Nobel Prizes. Many other similar prizes are of course given by other institutions all over the world, but the Nobel prizes have maintained a unique position since the first one was awarded in 1901. There are many reasons for this, but probably one of the most important is the general trust in the thoroughness of the investigations and deliberations undertaken by highly qualified persons before each award is made In his will of 1895 Alfred Nobel stipulated that the scientific prizes and the prize for literature should be awarded by Swedish institutions. But the decision regarding the peace prize he left to a committee appointed by the Norwegian parliament, the Storting.
