The life of Frank Billings Kellogg (December 22, 1856-December 21, 1937), a farm boy who rose to international preeminence as the co-author of a treaty to outlaw war, is a uniquely American story. Frank Kellogg was born in Potsdam, N.Y., but the Kellogg family, becoming part of the westward movement which gripped the country at the end of the Civil War in 1865, settled eventually on a wheat farm in Elgin, Olmsted County, Minnesota.
Kellogg's formal education was sketchy. He attended school for a year or two in New York State and from his ninth to his fourteenth year went to a country school in Minnesota. After five years on the farm, he entered a law office in Rochester, Minnesota, supporting himself as a handyman for a Rochester farmer and teaching himself law, history, Latin, and German with the aid of borrowed textbooks. Having passed the state bar examination in 1877, he became the city attorney for Rochester and two years later the attorney for Olmsted County.
A cousin, Cushman Kellogg Davis, the leading lawyer of St. Paul and later a United States senator, recognizing Frank Kellogg's energy, tenacity, and skill, invited him, in 1887, to join his law firm. In the next twenty years Kellogg earned a substantial fortune. He became counsel for some of the railroads, the iron mining companies, and the steel manufacturing firms that developed the rich Mesabi iron range in Minnesota and, consequently, a friend of some of the great business figures of the day, among them

Dec. 21, 1937, St. Paul, Minn.), U.S. secretary of state (1925-29) whose most important achievement was the Kellogg-Briand Pact of 1928, a multilateral agreement designed to prohibit war as an instrument of national policy. He was awarded the Nobel Prize for Peace in 1929. Kellogg studied law and was admitted to the bar in 1877. He achieved prominence as a lawyer representing the U.S. government in antitrust cases and served in the U.S. Senate (1917-23) and as U.S. ambassador to Great Britain (1923-25). As secretary of state under President Calvin Coolidge (1925-29), Kellogg generally followed an isolationist policy regarding European affairs, but he helped arrange an international conference at Geneva (1927) that sought unsuccessfully to limit naval armaments. In 1928 the French foreign minister, Aristide Briand, had evolved a plan for a bilateral pact outlawing war as a tool of national diplomacy. Kellogg delayed for months, partly fearful of a two-nation entanglement. Prodded into action by vocal American proponents of the "outlawry of war" movement, he succeeded in broadening the agreement to include 62 nations, among them all the major powers. Although widely heralded and recognized with the Nobel Prize, the Kellogg-Briand Pact was nevertheless full of loopholes and devoid of means for effective enforcement.

    March 4th, 1917 - March 3rd, 1923 Frank Billings Kellogg was born in Potsdam, New York on December 22nd, 1856 and moved to Minnesota with his parents in 1865. He attended public and rural schools and worked on a farm until 1875 when he decided to study law in Rochester, Minnesota. After completing his study of law, he was admitted to the bar in 1877 and was employed as a city attorney in Rochester from 1878 to 1881. From 1882 to 1887, he served as a county attorney for Olmstead County , Minnesota before moving to St. Paul, Minnesota in late 1887. During his time as county attorney, he campaigned for the Republican nomination for attorney general in 1886, but was defeated by Moses Clapp . After moving to St. Paul, he quickly formed a law firm with former Governor and U.S. Senator Cushman Davis and Cordenio Severance, which later became a leading law firm in the city. He specialized in antitrust suits against corporations during Theodore Roosevelt's Presidency. Politically, Frank Kellogg was a member of the Republican National Committee from 1904 to 1912 and served as special counsel for the Government to prosecute antitrust suits during that time. Frank Kellogg served as president of the American Bar Association in 1912 and 1913.
