Can Arafat's Nobel Peace Prize Be Revoked?

Yasser Arafat, Shimon Peres, and Yitzhak Rabin won the Nobel Peace Prize in 1994 for the signing of the Oslo peace accords the year before. Given the events of recent weeks, can the Nobel Committee strip Arafat—or Peres—of his prize? No. The Nobel Committee does not allow for the revocation of any prizes—and it has never happened in the award's 101-year history. The 1895 will of Alfred Nobel, which established the prize, says it should go to the person who "shall have done the most or the best work for fraternity between nations." Nowhere in his will or the Statutes of the Nobel Foundation is there a provision for the revocation of prizes. But that hasn't stopped several groups from trying. An e-petition conceived by a group of young Jewish professionals is calling for the revocation of Arafat's prize. So far, more than 340,000 people have reportedly signed the petition. Though the members of the group acknowledge the Nobel Committee's rule on revocation, they are lobbying the committee to make an exception.

III. Alfred Nobel And The Nobel Prizes Alfred Nobel is the man who invented dynamite. He is better known today, however, as the man who established some of the most prestigious prizes in the world. Born in 1833 in Stockholm, Sweden, Nobel from his youth had a dream of inventing an explosive so devastating it would deter humans from making war. Instead, his invention made war easier. Though he was a Swede by birth, he was very much an international man, being educated in St. Petersburg, Russia, where his family moved when he was a child. In St. Petersburg, he studied with private tutors, particularly showing interest in chemistry and languages. He mastered Swedish, Russian, English, French, and German. At the age of 17 he began two years of educational travel throughout Germany, France, Italy and to the United States. Then at the age of 19 he became a chemist, working with his father in St. Petersburg. The family returned to Sweden and in 1863 he was a chemist in his father's explosives factory at Heleneborg near Stockholm. In 1864 Nobel received a patent covering detonating charges and percussion caps. Called "The Nobel Igniter," it was to be called at a later time "the greatest discovery ever made in both the principle and practice of explosives." His 1866 invention of dynamite revolutionized mining, road building and tunnel blasting. In 1875 a later improvement was patented as blasting gelatine. In 1887 he patented ballistite, the first of the nitroglycerine smokeless powders. This was to serve as the basis for cordite which was eventually to change the use of firearms.

Prime Minister of Israel 1977-1983

Menachem Begin - underground commander, parliamentarian and the sixth Prime Minister of the State of Israel - was born in Brest-Litovsk, Poland in 1913. A passionate Zionist from an early age, he joined the Betar youth movement at the age of 16. In the mid-thirties Begin received a law degree. In 1938 he became head of Betar Poland, a 70,000-member organization that formed part of the national movement founded by Jabotinsky. Begin concentrated on military training, foreseeing the need to defend Polish Jewry. At the outbreak of World War II he fled to Vilna, was arrested in 1940 by the NKVD (a forerunner of the KGB) and was sentenced to eight years in a labor camp in Siberia. He was freed in 1941 because of his Polish citizenship and joined the Free Polish Army, which in 1943 made its way to the Middle East. Contacting the dormant underground organization of the national movement - the Irgun Tzeva'i Le'umi Etzel ) - Begin set about revitalizing it. Begin, Menachem Begin, (1913-1992), served as prime minister of Israel from 1977 to 1983. The leader of the conservative Likud Party, he came to power after the party won a majority of the seats in the Knesset (Israeli parliament). After the 1981 elections, the Likud Party and smaller conservative parties formed a coalition, and Begin remained prime minister. Begin resigned from office in 1983.
In 1978, Begin, President Anwar el-Sadat of Egypt, and President Jimmy Carter held discussions in the United States about ways to end the Arab-Israeli conflict. The discussions resulted in a major agreement that included plans for Israel's withdrawal from Egypt's Sinai Peninsula. The agreement also called for a peace treaty between Israel and Egypt. In addition, the agreement provided for Palestinian autonomy in two Israel-occupied territories the West Bank, formerly ruled by Jordan; and the Gaza Strip, formerly administered by Egypt. Begin and Sadat shared the 1978 Nobel Peace Prize for their efforts to end the Arab-Israeli conflict. The treaty was signed in 1979. Israel's withdrawal from the Sinai Peninsula was completed in 1982. Israel began to provide for Palestinian autonomy in 1994.
In 1981, Begin's government claimed legal and political authority over Syria's Golan Heights. Syria and many other countries denounced this claim. Israel had gained control of the area in a war against Syria in 1967. Although Israel's relations with Egypt improved under Begin, relations with other Arab nations remained hostile. TNT - Another anti-Arab terrorist group, Terror Against Terror (known as TNT) was established by Kach, the right-wing extremist political movement of Rabbi Meir Kahane. TNT was responsible for numerous beatings and bombings and several murders of Arabs, beginning in 1975. Defending Shield (Egrof Magen), a Jewish vigilante group of West Bank settlers formed in 1983, was responsible for a number of attacks and vandalization of Arab property on the West Bank. During the intifadah, beginning in late 1987, there were many reports of Jewish vigilantism, including shootings, punitive raids on refugee camps, and assaults on Arab motorists in retaliation for rock-throwing attacks by Arab youths. Most of these appeared to be spontaneous actions by settlers of individual communities.

Menachem Begin never lost sight of the goal he moved to realize once he finally came to power as
Israel's sixth prime minister: a proud Jewish people, secure within their own state. Begin died of heart failure in 1993 at the age of 78. He had wanted a simple Jewish funeral, and that
is what was held 13 hours after he died at Ichilov Hospital in Tel Aviv. He was buried in a simple
ceremony on the Mount of Olives, beside his beloved wife, Aliza, who died in 1982. Begin had rejected the state funeral that was his due as prime minister of Israel from 1977 to 1983.
Vice President Dan Quayle was poised to fly to Israel to represent the U.S. government at the
ceremonies. So were former President Jimmy Carter and former Secretary of State Cyrus Vance,
who worked closely with Begin during the Israeli-Egyptian peace process in the late 1970s.

Menahem Begin (1913-1992)
Zionist resistance leader, parliamentarian and former prime minister. Born 1913 in Brest- Litvosk, Russia. Begin attended the University of Warsaw, graduating in 1935 as magister juri . He was active in Jewish affairs during his student years, including violent confrontations with anti-Semites. Begin was a member of the socialist Hashomer Hatza'ir youth movement as a child, and at the age of 16, joined the right-wing Betar movement. In 1932 he became a member of Betar's national executive in Poland, and headed its organization department. He traveled across Poland and became known for his oratorical talents. In 1937 he was arrested for participating in an anti-British demonstration. During the Betar World Convention in 1938, Begin clashed with Ze'ev Jabotinsky, his mentor, in demanding a radical policy reorientation with the goal of "conquest of the homeland" by force. He subsequently became involved in illegal immigration to Palestine and supported the activities of the Irgun Zvai Leumi (IZL). On the eve of World War II, Begin was Head of Polish Betar.
