Tobias Michael Carel Asser (April 28, 1838-July 29, 1913) was born in Amsterdam into a family with a tradition in the field of law, both his father and his grandfather having been well-established lawyers and his uncle having served as the Dutch minister of justice. A brilliant student, young Asser won a competition in 1857 with his thesis On the Economic Conception of Value . Although this achievement may have confirmed an early decision to take up a career in the business world, he changed his mind and went on to study law at the Athenaeum in Amsterdam, taking a doctor's degree in 1860 at the age of twenty-two. In that same year, the Dutch government appointed him a member of an international commission which was to negotiate the abolition of tolls on the Rhine River.
Asser practiced law for a brief period but devoted his life mainly to teaching, scholarship, and politics. In 1862 he accepted a teaching position at the Athenaeum as professor of private law; in 1876, when the institution became the University of Amsterdam , he continued as a professor of international and commercial law while continuing a reduced legal practice.

July 29, 1913, The Hague), Dutch jurist, cowinner (with Alfred Fried ) of the Nobel Prize for Peace in 1911 for his role in the formation of the Permanent Court of Arbitration at the first Hague peace conference (1899). Asser was professor of commercial and private international law at the University of Amsterdam from 1862 to 1893. In 1869 Asser, along with two associates, started the ("Review of International Law and of Comparative Legislation"). He was also a founder of the Institute of International Law in 1873. In 1891 Asser prevailed upon the Dutch government to convoke the Hague Conference for the Unification of International Private Law, which first met in 1893 and later became a permanent institution, responsible, among other things, for the Hague treaties of 1902-05 concerning family law. In 1911-12 he presided over conferences for the unification of the law relating to international bills of exchange. In 1893 he became a member of the Dutch Council of State. Asser was a Netherlands delegate to the Hague peace conferences of 1899 and 1907.

T.M.C. Asser was a lawyer from a famous Dutch family which produced a long line of lawyers. From 1862 he took part in many international congresses in the field of international law. In 1868, together with Rolin Jaquemyns and John Westlake he commenced the `Revue de droit international et de législation comparée' . Between 1862 and 1893 he was Professor of civil law, commercial law and private international law at the University of Amsterdam. In 1893 he became a member of the Dutch Council of State.
His efforts towards the codification of public international law and the harmonization of private international law were to establish him as an eminent and distinguished lawyer. In 1873 he was also one of the founders of the `Institut de droit international' , Ghent, Belgium.
Together with Alfred Hermann Fried (1864-1921), an Austrian journalist and well-known pacifist who was the founder of the peace journal 'Die Friedenswarte' , Asser received the Nobel Peace Prize in 1911 , for his devoted work in establishing the Permanent Court of Arbitration during the first Hague Peace Conference of 1899.

    Il partagea le prix Nobel de la paix 1911 avec A. H. Fried, éditeur et dirigeant pacifiste autrichien.
    Cette distinction venait saluer l'effort qu'il avait déployé durant toute sa vie en faveur de l'institution de concepts juridiques communs et d'instances internationales d'arbitrage. Titulaire d'un doctorat de droit de l'université d'Amsterdam, il y enseigna de 1862 à 1893. En 1869, il participa à la fondation du Journal of International Law and Comparative Legislation. En 1873, il contribua à la création de l'Institute of International Law, qui fut lui-même couronné, en 1904, par le prix Nobel de la paix. Dans les années 1890, Asser siégea au conseil d'Etat des Pays-Bas et participa à l'organisation de plusieurs conférences juridiques internationales. Il dirigea aussi la délégation néerlandaise aux conférences qui se tinrent à La Haye, en 1899 et 1907. Il y préconisa l'établissement d'une instance d'arbitrage qui puisse faire autorité, lors des conflits internationaux.
