The key figure in the manipulations that involved both sides, English and native, was the leading prince, the Talpur chieftain Mir Rustam, then about eighty-five, somewhat feeble in strength, but clearheaded and still in perfect health. Rustam was then being challenged by a very junior brother, 'Ali Murad, who was scheming for the throne. . . . The summer of 1842 saw the beginning of the tragic events that were finally to give the province to the British. Eastwick, a key figure for stability in the province, fell ill and had to retire. He had been a moderating force, trying to temper the greed of "the avaricious, grasping, never satisfied Faringi," the English. . . . To complicate and confuse the situation, 'Ali Murad and others had been involved in a massive forgery of documents purporting to show that his brother Mir Rustam was conspiring against the English. . . . In London . . . the Court of Directors of the East India Company. . . approached General Charles Napier, a career soldier, to go to the Bombay Presidency. The General was a man devoted to the military life who kept his private views to himself and did not let them affect his work, although he could be critically outspoken afterward and would show little interest in the sensibilities of the conquered, though he liked it known that his life was "one long protest against oppression, injustice, and wrong-doing." . . . As a lifelong professional soldier, Napier despised and hated the Company, calling the Directors "a parcel of shopkeepers" and "the shopocracy," but he had no money and had three daughters, the result of an alliance with a Greek woman, to worry about. During his service in India the General denounced the Company in terms that were both accurate and virulent.

HONORARY FELLOWSHIPS FOR DAVID MILLAR AND CHARLES NAPIER
Honorary Fellowships of the University are to be conferred on David Millar, former Director of Research at the European Parliament, and Charles Napier, Publications Officer of the Russell Collection of Early Keyboard Instruments at the University of Edinburgh, at a special ceremony to be held in St Cecilia's Hall on Thursday 27 May. David Millar was born and educated in Edinburgh, and graduated MA in History from the University of Edinburgh, after which he became a Clerk in the House of Commons. There he gained a wide range of experience, acting as Clerk both to Select Committees of Inquiry and to Legislative Committees, and at a more individual level advising Members on procedure, and assisting them with drafting Parliamentary questions and amendments to Bills. After 20 years' service in Westminster, David Millar was in the first wave of United Kingdom officials to take up post in the institutions of the European Communities following United Kingdom Accession to the Communities in 1973. He joined the staff of the European Parliament in Luxembourg, initially appointed as Head of the Political Division of the Directorate of Research, becoming Director of Research in 1984. There he worked on a wide range of issues, and was notably concerned with relations between the European Parliament and other EU institutions, and relations between the European Parliament and national parliaments.

By Charles Coll Why do I always feel overdressed and understated when venturing to Fitzroy. It's a time capsule of bohemian living in a bygone era of decadence, nostalgia, and comfortable familiarity. The Napier Hotel keeps this community spirit alive as well as the last bastion of the Fitzroy Football Club. The collected memorabilia is a combination shrine to the premiership side of '44 and hippie antiques including light-up nativity scene, Pope on a plate, and a dummy wearing a Mc Shit T-shirt. Built in 1891 by the architect who also constructed The Bendigo Hotel and Dan O'Connells, present owners Arthur Watkin and Guy Lawson took over in January 1996 and have maintained this local charmer in the laid back style that the regulars are accustomed to. The main bar area provides built in 2-4 person benches overlooking the 'Gothom City' gray gloom of the Fitzroy Town Hall through stained glass windows. At the bar whist taking in the hanging moosehead, French Horn with case, yo-yos, postcards and picture of Clint Eastwood, a good range of beers are available on tap. Toohey's Old, Coopers Light, and

By Ken Hall When most people hear the name Charles Napier, nothing registers. But if you were to see his face in a photograph or on the big screen, you'd likely say, "Oh, yeah I know that guy!" With his granite jaw and steely good looks, Napier has made a career out of playing character roles, usually as a bad guy. "Now that I'm a little older, though," he said (he's 66), "I play judges and generals." He played a general in the first two Austin Powers movies, as a matter of fact. Earlier in his career, he made a historic guest role on the original Star Trek TV show as "Adam" (and will, as a result of that and a role in Deep Space Nine, appear at the Dragoncon convention later this month in Atlanta). In a 35-year career, Napier has appeared in dozens of movies and television programs. But Charles Napier wasn't always an actor. His first aspiration was to become an artist, and it's a passion that has continued throughout his life up to the present day. He majored in art at Western Kentucky University in Bowling Green, Ky., taught art in Clearwater, Fla., and has sold his work for up to $1,500. Many celebrity friends have, over the years, become customers of his. Napier was born in tiny Mount Union, Ky., on April 12, 1936. "It was just about in the poorest section of Appalachia," he remembered. "TV didn't arrive until I was in my early teens, there was limited radio, and the only music was at church. When somebody did get a TV, everybody would gather at that house on Saturday night to watch wrestling on this tiny, grainy TV screen, with no sound."

'I will venture to suggest that, if you want an expression of sea-wildness in connection with fishing, you had better go to Napier Hemy, whose pictures of such scenes have never been equalled' - John Brett The marine painter Charles Napier Hemy was born in Newcastle, but his family emigrated to Australia in 1852 (a brother was born on board ship). Napier Hemy returned in 1855, working on a ship for a time, then painting in monasteries back home in Newcastle, and in Lyons. He studied at Newcastle School of Art, under William Bell Scott, and later worked under Baron Leys in Antwerp. In 1870 he moved to London, and eventually made his home in Falmouth in 1881. He exhibited at the Royal Academy from 1865, and was elected ARA in 1897, after his picture Pilchards was bought under the terms of the Chantrey Bequest . He became a full RA in 1910, the same year as Arthur Hacker Napier Hemy became famous above all as a marine painter, his earliest pictures in the genre being coastal scenes in the detailed manner of the Pre-Raphaelites . He also produced historical paintings and landscapes, but more or less confined himself to sea, coast and fishing scenes after his move to Falmouth at the beginning of the 1880s.

    Napier, Sir Charles James 1782-1853, British general; brother of Sir William Napier. He served with distinction in the Napoleonic Wars. Stationed (1822-30) on the Greek island of Cephalonia, he became acquainted with Lord Byron and was asked, although he declined, to command the Greek independence forces. As commander (1839-40) of the troops in N England, he exercised moderation in dealing with Chartist unrest. In 1841 Napier went to India, where he undertook the conquest (1843) of Sind.     Approximately 10 minutes walk from Blackburn railway station, situated a minute or two from the town centre. Sits just off Barbara Castle Way, a major entryway into the town, and has nearby parking spaces for 20-30 cars. A two-storey building, both floors being in use, the upper only at weekends. Atmosphere: Probably unrivalled in Blackburn. I'm not a big believer in atmosphere, but you always seem to get decent people in the Napier, and at weekends in particular the atmosphere is great. This is probably because of the people who go there. Everyone knows the Napier is a good place, so they're attracted to it. Trouble is rare, though it's actually quite funny when a drunk townie staggers in with a joint and gets carted away by a six foot tall rock dude a couple of minutes later :). Everyone there seems to be having a good time, and you'd struggle not to feel likewise. Entertainment: Nothing out of the ordinary, except the free table football upstairs :). There are TVs scattered all over the place, and any live football will usually be shown on the usually-knackered big screen either automatically or if you ask. There's a decent pool table - 50p a game - and a Star Trek pinball machine, which I've never ever seen anyone playing on. Music: The Napier is Blackburn's main rock pub; the upper floor is dedicated to heavy rock at weekends, and even the first floor is dominated by rock. However, that's not to say there isn't a fair mix of music to suit most tastes. The pub's claim to fame is it's 300-CD jukebox, or more accurately, jukeboxes. You can't go far wrong here, with CDs from the 60s right up to the 00s - from the Beatles to Blur, if you like, with the quality tending to go in that direction too ;). Tracks are 50p for three, £1 for seven and £2 for twenty - pretty good. If you like rock, you'll love the Napier, but if your tastes are even a little off, you might find yourself becoming a little tired after a while.

NAPIER, SIR CHARLES (1786—1860), British admiral, was the second son of Captain the Hon. Charles Napier, R.N., and grandson of Francis, fifth Lord Napier. He was born at Merchiston Hall, near Falkirk, on the 6th of March 1786. He became a midshipman in 1800, and was promoted lieutenant in 1805. He was appointed to the “ Courageux” (74), and was present in her at the action in which the squadron under Sir J. B. Warren took the French “ Marengo” (80) and “ Belle Poule” (40), on the I3th of March 1806 in the West Indies. After returning home with Warren he went back to the West Indies in the “St George” and was appointed acting commander of the “Pultusk” brig. The rank was confirmed on the 3oth of November 1807. In August 1808 he was moved into the “Recruit “ (18), and in her fought an action with the “Diligent (18), in which his thigh was broken. In April 1809 he took part in the capture of the “ Hautpoult “(74), and was promoted
