Former U.S. Ambassador to the United Nations I want to thank Chancellor Al Carnesale. It just shows you the age-old rule that if you fund an academic he’ll always be grateful to you. Many years later. But that was a nice introduction, Al, that was so much nicer than an introduction I had recently in Indianapolis where someone told about the time that I had spent with Rumsfeld. I actually worked with him three times in my life, and with Cheney, and with my membership on the Defense Policy Board today, and he got very carried away, and so he said to the audience, “So, listen up very closely: for the latest dope from Washington, here’s Ken Adelman.” Sometimes it doesn’t come out right, and sometimes I think it’s a factor of translation. I gave a speech in Tokyo about a year ago, I guess it was, on security in Northeast Asia, and after the speech the head of the group stood up and he said “Ambassador Adelman, for your remarks and for all you have done in government we wish you that you deserve much clap.” And I said, “Thank you very much.

Department of State
Lawrence is currently Executive Director in the Department of State for four bureaus. Prior to this post, she was Director of Administration for the U.S. Arms Control and Disarmament Agency and Deputy Director of Administration from 1987 to 1992. During her 32 years of government service she has held various other management/supervisory positions including Director of Personnel. Lawrence began her Federal career with the Social Security Administration. Prior to joining the Federal service, she worked for the Department of Social Services in Alameda County, California and the Bureau of Child Welfare in New York City.
Lawrence has received the Department of State Superior Honor Award, the U.S. Arms Control and Disarmament Agency Distinguished Honor Award, the U.S. Arms Control and Disarmament Agency Meritorious Honor Awards, the Department of Navy Meritorious Service Award, and the Secretary of Navy Career Fellowship.
Lawrence has been an SEA member since 1992 and Foreign Affairs Agencies Chapter President since August 2000. She was elected to the Board in 2001.

Alternative Approaches to Arms Control in a Changing World By Kerry M. Kartchner and George R. Pitman I. Introduction: The Appeal of Non-Binding Initiatives There is growing interest in using approaches other than formal treaties for achieving some US arms control objectives. The lack of progress in negotiating new formal arms control agreements, and in bringing already signed agreements into force, has contributed to a lack of confidence in using formal treaties to achieve key policy goals relating to non-proliferation and strategic arms reductions. In particular: the difficulties, protracted delays, and the current stalemate encountered in trying to bring the START II Treaty into force; the Senate's rejection of the CTBT; the resistance to passing enabling legislation for the CWC; the diverging US and Russian interests in preserving the ABM Treaty; and a desire for greater flexibility in adapting the US strategic forces to the changing international environment have all contributed to this new interest in approaches to arms control that forgo extended negotiations and complicated treaties. Some believe that formal arms control negotiations or agreements "are simply not needed to get where we need to go."

September 16, 2002 The Republican Party in Arkansas, South Carolina, South Dakota and other states has been running television ads criticizing Council for a Livable World, using such terms as "radical" and "extremist" and "dangerous." Council for a Livable World is a responsible and patriotic organization founded in 1962 by eminent nuclear physicist Leo Szilard and other scientists who worked in the pioneer days of atomic weapons. The goal of these men and women, who knew first-hand the nature of nuclear weapons, was to warn the public and Congress of the threat of nuclear war and to work to reduce the dangers from these weapons. The Council supports responsible national security programs and works with Members of Congress of both parties. As former government officials, Ambassadors, Nobel Laureates and scientists, we have been pleased to work with Council for a Livable World for a sensible national security policy. Sincerely

To the Congress of the United States: I am pleased to transmit to you the 1982 Annual Report of the United States Arms Control and Disarmament Agency. This report, the 22nd submitted since the creation of the agency, provides a complete review of the important work of an Agency which plays a crucial role in our country's national security program. On September 21, 1982, I met at the White House with the three U.S. arms control negotiators, Ambassadors Rowny, Nitze, and Staar before they returned to Europe for the final 1982 sessions of the START, INF, and MBFR negotiations, respectively. At that time, I outlined the following general principles which guide the formation of our arms control policies: Arms control must be an instrument of, and not a substitute for, a coherent security policy aimed in the first instance at the Soviet advantage in the most destabilizing class of weapons ballistic missiles and, especially, intercontinental ballistic missiles (ICBMs). We will work for agreements that truly enhance security by reinforcing peace through deterrence. We must seek agreements that involve substantial and militarily significant reductions on both sides.

Dunn to be an Assistant Director of the United States Arms Control and Disarmament Agency, Nuclear and Weapons Control Bureau. He would succeed Thomas D. Davies. He is presently serving as Counselor to Ambassador at Large Richard T. Kennedy. Previously he was Special Assistant for Nuclear Affairs to the Under Secretary of State for Management in 1981 - 1982; on the professional staff of the Hudson Institute in 1974 - 1981, also serving as project leader in 1976 - 1981; and in the department of political science at Kenyon College in 1969 - 1974. He graduated from Cornell University (A.B., 1965) and the University of Chicago (Ph. D., 1973). He is married and resides in Falls Church, Va. He was born January 7, 1944, in New York, N.Y.
