Abstract:
Purpose:
The mission of ACDA is to strengthen the national security of the United States by formulating, advocating, negotiating, implementing, and verifying effective arms control, nonproliferation, and disarmament policies, strategies and agreements. In so doing, ACDA ensures that arms control is fully integrated into the development and conduct of United States National security policy. Organization.
Agency Program:
The ACDA was established by act of September 26, 1961 (22 U.S.C. 2561), in response to congressional feeling that the Nation's national security efforts could be most effectively executed by lawfully centralizing arms control and disarmament responsibilities. The Arms Control and Disarmament Act also provides for the establishment of a General Advisory Committee, not to exceed 15 members, appointed by the President to advise the President, Secretary of State, and the Director of the Agency on matters affecting arms control, disarmament, and world peace.     China rejected US arms control plan, says paper
    AGENCE FRANCE PRESSE LOS ANGELES, April 18: China recently turned down a United States invitation to join the main international group seeking to limit the spread of missile technology, according to US officials cited in a media report. By not becoming a member of the 29-nation Missile Technology Control Regime (MTCR), China could continue to export missile components or missile technology to nations such as Pakistan or Iran, the Los Angeles Times said yesterday. The US had hoped Beijing would accept group membership during US President Bill Clinton's visit to China next summer, according to the report. The Times said the Chinese took a dim view of the proposal during a visit to Beijing at the end of March by John Holum, director of the US Arms Control and Disarmament Agency.
