(Army News Service, April 23, 2002) To win the global War on Terrorism and transform the Army, we must be able to see first, understand first, act first and finish decisively. Doing this requires what our Chief of Staff Gen. Eric K. Shinseki calls the three "I's": imagination, innovation and initiative. About 2,500 years before we started talking about "transformation," the great Chinese military strategist Sun Tzu explained why we must use imagination, innovation and initiative to transform our forces. "Know the enemy and know yourself; in a hundred battles you will never know peril," Sun Tzu wrote. "When you are ignorant of the enemy but know yourself, your chances of winning or losing are equal. If ignorant of both your enemy and yourself, you are certain in every battle to be in peril." Until quite recently, however, we had extremely limited capabilities to collect, record, store, process, and disseminate information that is, in Sun Tzu-like terms, to know the enemy and know ourselves. Because we lacked these capabilities, commanders lacked the ability to know what was going on and to communicate with subordinates. For the better part of world history, information processing took place within the brain. Communications were limited to runner, rider, smoke signal, drum or carrier pigeon.

by Robert Morris In recent years, a great deal of nonsense has been published concerning similarities between the military battlefield and the business world. Authors frequently invoke military terms such as “attack”, “ambush”, “pre-emptive strike”, “blitzkrieg” (or “blitz”), “no man’s land”, “chain of command”, “firepower”, “guerrilla”, “kamikazi”, “overkill”, and “scorched-earth policy.” Amidst all the other books in which forced comparisons are made, Mark McNeilly has written Sun Tzu and the Art of Business (published by Oxford University Press). He includes in his book the original (and superb) translation of The Art of War by Samuel B. Griffith. In McNeilly’s opinion, Sun Tzu was among the first (if not the first) to formulate “an holistic approach to strategy that was powerful yet succinctly communicated.” He focuses on six specific principles and examines each in light of situations in the contemporary business world to which they seem relevant. None of his analogies is forced. He allows his reader to determine the nature and extent of relevance of the six principles to the reader’s own circumstances. Here they are: 1. Sun Tzu and The Art Of Sport Wilfred Yeo THE only Chinaman in cricket is not even a man but a tricky delivery by a left-arm spinner to confuse a batsman. Now, the Australians have introduced a real man from China, Sun Tzu, to confuse their English rivals. Sun Tzu, like the rest of his compatriots, did not play cricket. He probably did not even hear of it, considering that he lived some 2,500 years ago. But Australia's cricket coach John Buchanan has found a place in his team for the Chinese military strategist who wrote The Art Of War, the world's oldest military treatise. Buchanan, in a 10-page memo to his players, focused on chapter 11 of the 13-chapter volume - The Nine Grounds. The memo was titled Some Reading For Quiet Moments. I'm not sure if there were quiet moments after some reading, because I certainly wasn't quiet after reading it. English journalist and former Test player Derek Pringle found the memo amusing too, especially as it was sent mistakenly to his room. Pringle proceeded to write in The Independent newspaper: 'News that Australia are consulting the thoughts of an ancient Chinese general to maintain their focus on the Ashes will have brought belly laughs all round.'

The concept of holistic is a term that is commonly applied to a form of medicine, but within the varied cultures of China it has a critical meaning that emphasizes the importance of the whole and the interdependence of its parts. Mutuality in the family creates a reciprocity within the community. The values of ethics reflects a symbiosis that is judged by the benefits to the whole. That may sound appealing on the surface, but in practice the group becomes the ultimate criterion for a fluid moral behavior.
Contrast this approach with the emphasis upon the singular, the atomistic ethics, that rests upon social institutions and processes arising solely from the acts of individual people. This Greek notion is the basis for our entire Western Civilization. The Christian Gospels rest upon the message of personal redemption and individual responsibility. The rule of law, while only a sham in practice, is based on natural rights and standards of conduct that have their root in Mosaic scripture. The nature of property and the economic principles that underpin free enterprise, have created wealth and achievement, stemming from the inspiration, genius and risks of individuals.
East and West have always been a contrast in cosmology and sociology. Sun Tzu seems to be the bridge that binds the emergence of the new global financial system, with the discredit of Marxism. The West has been in turmoil ever since Charles Darwin's evolutionary theory spurred an interdisciplinary effort to develop a more dynamic worldview, as is evidenced by ever-increasing emphasis placed on nonequilibrium dynamics. The ethics of clashing systems is at the core of the struggle we are undergoing. The "monistic" approach to values, which Sun Tzu embodies, conceives the ethical enterprise "as aiming to produce, and to defend against all rivals, a single coherent and complete set of principles capable of governing all moral quandaries." This approach was popularized in conduct that ran amuck on Wall Street in the late 80’s and most of the 90’s.

Around 2300 years ago, Sun Tzu is credited with having written The Art of War, a compilation of essays that might well be termed the concentrated essence of wisdom on the conduct of war. Following are some of the more salient war precept quotes ( in italics ), drawn from THE ART OF WAR SUN TZU edited by James Clavell, along with my comments on the application of the precepts to portfolio management and risk management issues. My comments are expressed in the form of Portfolio Management and Risk Management corollaries. I have also drawn several companion quotes ( in italics ), as noted, from Samuel B. Griffith's translation of, and commentary on, the same work entitled, SUN TZU THE ART OF WAR. It would be helpful for you to have these two texts, especially Clavell's, to reference as you read through these comments. Once you get past the first section of these comments, Application of Selected Sun Tzu Phrases To Portfolio Management and Risk Management, the following sections are organized to follow the chapter titles in Clavell's book; with Griffith's chapter titles in parentheses, and quotes treated as supplemental information. Within each chapter section, before each Clavell quote or series of quotes, I have inserted a brief heading label that characterizes the substance of the quote(s) and the companion portfolio management and risk management corollaries.

The most basic and powerful dialectical formulation Sun-Tzu makes is in his statement "All warfare is based on deception.", thus, all peace is based on honesty and openess. The last word in the title, translated as "art", literally means "as water goes"; likely a reference to the methods explained in the Tao Te Ching. T he original text of "Ping Fa: The Art of War" does not exist. Legend has it that the original was written circa 500 BC by General Sun Wu, in the employ of Ho Lu, King of Wu, and consisted of 82 chapters, of which the existing 13 chapters make up the first 'chuan'. Sun Wu was given the title 'Tzu', which means 'master', late in his life.
S cholars estimate that existing texts are copies which date from 450 BC to 320 BC, during the 'Warring States' period of Chinese history. The text was unknown to Europeans until around 1750 AD. T he book is a sophisticated treatise on philosophy, logistics, espionage, strategy and tactics, with later versions often containing more commentary than original text. The central premise is that battles are won not strictly from force or might, but rather by the use of wisdom and courage, as well as cunning and guile. T he 1910 translation by Leslie Giles is greatly respected, while later translations by Thomas Cleary and others take into account Wu Chiu-lung's transcription, which was made from bamboo strips dated 140-118 BC that were found in 1972.

I have a copy of Sun Tzu's The Art of War (1963) that has a forward by B.H. Liddell Hart. I have taken a few paragraphs from this and the closing line and present them here: Sun Tzu's essays on `The Art of War' form the earliest of known treatises on the subject, but have never been surpassed in comprehensiveness and depth of understanding. They might well be termed the concentrated essence of wisdom on the conduct of war. Among all the military thinkers of the past, only Clausewitz is comparable, and even he is more `dated' than Sun Tzu, and in part antiquated, although he was writing more than two thousand years later. Sun Tzu has clearer vision, more profound insight, and eternal freshness. The ill-effects of Clausewitz's teaching arose largely from his disciples' too shallow and too extreme interpretation of it overlooking his qualifying clauses, but he lent himself to such misinterpretation by expounding his theory in a way too abstract and involved for concrete minded soldiers to follow the course of his arguement, which often turned back from the direction which it seemed to be taking. Impressed but bemused, they clutched at his vivid leading phrases and missed the underlying trend of his thought - which dod not differ so much from Sun tzu's conclusions as it appeared to do on the surface.
