As we enter a new technological age, devising the proper national security strategy can have a profound effect on the outcome of war. There is no better example than the French approach after World War I. During the interwar period from 1919 to 1939, France formulated a weak and vulnerable strategy of forward defense, driven by her obsession with the methodical battle technique perfected at the end of World War I. On 10 May 1940, the world watched with horror as Germany, with far fewer resources, successfully invaded the Low Countries and Northern France. Germany had made the right strategic choices; her blitzkrieg concept of warfighting took full advantage of the mechanization of warfare. (Note 1) While France was mired in an older strategy, Germany was energized by emerging technology to develop a bold offensive strategy. Today, man's ways of making war are changing again because of new information age technologies. What can we do today to avoid repeating the French debacle? In War and Anti-War, Alvin and Heidi Toffler argue that we need to formulate a capstone concept of knowledge strategy to effectively take advantage of these information age technologies.

When the tone is accusatory, critical, personal, sarcastic or bitter, you know you are engulfed in an adversarial struggle,whether you want it or not. More than likely, in addition to a disagreement on issues, you have somehow, perhaps inadvertently, stepped into a land mine of ego, hyper-sensitivity, previously unearthed blunders or organizational power struggle, in which you are marked for organizational demise. Don't roll over. Fight back. Sun Tzu, of course, was the military genius who formulated timeless strategies for defeating one's enemies. Although those adversaries, who arise from time to time to confront you in the workplace, may not rise to the level of enemies, nonetheless they thwart your progress, can derail your programs, and are capable of slowing or even incinerating your career. Just like the adversaries of old, they must be defeated, vanquished, or "put in a box", a kind of "no fly zone", where they can do no further damage to your career. Who is Sun Tzu?
Chinese general, circa 500 B.C. A collection of essays on the art of war is attributed to Sun Tzu. These are the earliest known treatises on the subject. There is a growing number of translations of this Chinese classic, usually titled Sun Tzu: The Art of War . Sometimes the wording is reversed. Knowledge of Sun Tzu reached Europe shortly before the French Revolution in the form of a summary translation by Father J. J. M. Amiot, a French Jesuit priest.     Ancient China's famed strategist, Sun Tzu cautioned leaders of his day to take pains to avoid miscalculating the capabilities or intentions of potential adversaries lest disaster strike: "If you know neither the enemy nor yourself, you will succumb in every battle." In contrast, modern China's revolutionary leader, Mao Zedong, brushed aside that warning: "All reactionaries are paper tigers. In appearance, the reactionaries are terrifying, but in reality they are not so powerful." Today, American defense officials are debating whether their Chinese counterparts will, in effect, heed Sun or Mao. Underlying the deliberations is a fear that the Chinese might miscalculate in thinking they could prevail over the armed forces of the United States in a regional conflict in Asia. Leading one school is Admiral Joseph W. Prueher, who commands U.S. forces in the Pacific; he says Chinese military leaders are "smart, pragmatic" officers who understand that the Peoples Liberation Army does not compare with U.S. forces "in any way." Influential Pentagon analysts, however, assert that Chinese leaders hold "dangerous misperceptions that may well cause serious political friction or even military conflict with the United States." For now, the argument appears tilted toward Admiral Prueher's point of view. The Chinese have not beaten the war drums for more than a year. Little at the recent National People's Congress suggested that China's leaders were eager to confront the U.S. even though sizable American naval forces have been shifted from the Pacific to the Arabian Sea in the dispute with Iraq.

    I have a copy of Sun Tzu's The Art of War (1963) that has a forward by B.H. Liddell Hart. I have taken a few paragraphs from this and the closing line and present them here: Sun Tzu's essays on `The Art of War' form the earliest of known treatises on the subject, but have never been surpassed in comprehensiveness and depth of understanding. They might well be termed the concentrated essence of wisdom on the conduct of war. Among all the military thinkers of the past, only Clausewitz is comparable, and even he is more `dated' than Sun Tzu, and in part antiquated, although he was writing more than two thousand years later. Sun Tzu has clearer vision, more profound insight, and eternal freshness. The ill-effects of Clausewitz's teaching arose largely from his disciples' too shallow and too extreme interpretation of it overlooking his qualifying clauses, but he lent himself to such misinterpretation by expounding his theory in a way too abstract and involved for concrete minded soldiers to follow the course of his arguement, which often turned back from the direction which it seemed to be taking. Impressed but bemused, they clutched at his vivid leading phrases and missed the underlying trend of his thought - which dod not differ so much from Sun tzu's conclusions as it appeared to do on the surface.

    NOTE: All literature citations refer to materials listed in the Information Warfare Bibliography at this site Sun Tzu's The Art of War (1963) has become a canonical reference point in IW literature. It is a (probably fragmentary) compendium of military theory largely unknown in the West until the 20th century. A number of Internet sites offer the lowly-regarded Giles 1910 translation of this work, and the most recent translation by Thomas Cleary can also be accessed online. All references in this document, however, are to the Griffith 1963 translation, which is the currently 'canonical' reference. There is considerable debate over who 'Sun Tzu' may have been, or even if there were in fact one individual whose wisdom is represented in The Art of War . In any case, it is generally agreed that the work derives from the period known as that of the 'Warring States', running from ca. 453 to ca. 300 B.C. (cf. Griffith, 1963, pp. 20-29). This era of constant war toward a stable consolidation of China's factious kingdoms constituted: '...one of the most chaotic periods in China's long history. The forested hills, the reed-bordered lakes, the many swamps and marshes provided hiding places for the bands of robbers and cut-throats who raided villages, kidnapped travellers, and exacted toll from merchants unlucky enough to fall into their hands. Many of these outlaws were peasants who had been forced into brigandage to survive. Others were escaped criminals, deserters from the army, and disgraced officials.
