WASHINGTON Old conspiracies die hard. That's why Congress ordered the steamy tale of illicit love and betrayal in high places known as the Lewinsky affair to be issued in six dense, impenetrable volumes, with tiny type and such numbing titles as "Supplemental Material to the Referral to the United States House of Representatives Pursuant to Title 28, United States Code, Section 595(c)."
Congress meant the title to be boring.
The lawmakers, and their state and local counterparts, harbor a secret that they labor mightily to keep, especially the young: Politics is fun, can be both intellectually and personally rewarding and requires absolutely no qualifications whatever to get into.
That's why the study of our political culture and heritage is called by the off-putting name "Civics" rather than the more accurate "Fear and Greed." The youngsters are taught over and over again that Nebraska is the only state with a unicameral legislature, with the occasional break for an exposition of the Wilmot Proviso.
Look at any picture of the U.S. Capitol in a civics book. It is in black and white, clearly taken on a baking hot day and, just past the 1948 Ford in the foreground, features steps, lots and lots of steps, rising in monotonous succession. The legs ache and the mind dims just looking at the picture. Does the book mention the Capitol's "hideaway offices," who has them, how they got them and what they do there? You bet not.

While reviewing these selections, you might want to think about why immigrants chose to come to America and whether their new country met their expectations. Would you have made the trip to the New World if you were a poor European peasant? Jacob Riis, How the Other Half Lives Written by a Danish-born reformer, How the Other Half Lives presents Jacob Riis's assessment of the immigrant slums of New York City's Lower East Side. While he rightly noted the poor conditions of immigrant lifecrime, overcrowding, disease, etc.the well-to-do Riis failed to perceive the vibrancy, solidarity, energy, and unparalleled opportunity of the immigrant communities. You should consequently read between the lines when you examine this brief chapter of Riis's famous work. The Italian in New York "The Biography of a Bootblack," by Rocco Corresca. Originally published in The Independent The second selection is the story of a young Italian man who had immigrated to New York around the turn of the twentieth century. The "United States was born in the country and has moved to the city." Richard Hofstadter, The Age of Reform The course requirements include one 15-20 page typewritten essay (50%), an oral report (25%) and class participation (25%). Essay guidelines can be found at the end of this syllabus. A primary responsibility of students is to complete the weekly reading before the date of the scheduled class and contribute their thoughtful, reflective opinions in class discussion. The readings can be interpreted in a variety of ways and students should formulate some initial positions and questions to offer in the class discussion. For every article or book, students should be prepared to answery all of the questions found in the "Critical Reading" section of the syllabus below. All required readings may be purchased at Beck's Bookstore in the Granada Center on Sheridan Road. Students do not have to buy any of the books since each one has been placed on reserve at Cudahy Library. Students who are disabled or impaired should meet with the professor within the first two weeks of the semester to discuss the need for any special arrangements.

The Citizens Union Story
In 1905, the book Plunkitt of Tammany Hall quotes political boss George Washington Plunkitt as saying "I love nerve, and I've had a sort of respect for the Citizens Union lately, but the Union can't last ... You'll never hear of the Union again after a year or two." Boss Plunkitt was wrong, and New Yorkers are still hearing about Citizens Union.
For Nearly a Century
Citizens Union was founded in 1897 to seek "honest and efficient" city government and to fight to public corruption that had so long been prevalent. The city was smaller then, but the following year it expanded to its present borders. Its government grew too, and histories of New York chronicle CU's role in pushing the city's governing institutions into the twentieth century, some of them kicking and screaming all the way. Ever since, CU has been as leader in the struggle to reform and modernize city and state government. Through City Charter revisions and fiscal crises, City Hall scandals and service breakdowns, CU has worked not only for solutions to the urgent problems at hand but also for fundamental changes that could provide long-range answers.

Gunnison, Chronicle Sacramento Bureau CALIFORNIA INSIDER There's very little new under the Capitol, or so a review of the Democratic political landscape at the turn of the century will show, more or less definitively. Kim Alexander, meet George Washington Plunkitt. Alexander works for the California Voter Foundation, "a nonprofit, nonpartisan organization dedicated to using new technologies to help create a more informed and engaged electorate." Right now, her cause is trying to get the state of California to put information about campaign contributions on the Internet. Plunkitt was a leader of New York's Tammany Hall and had a dim view of reformers. "They were morning glories looked lovely in the mornin' and withered up in a short time, while the regular machines went on flourishin' forever, like fine old oaks. Say, that's the first poetry I ever worked off. Ain't it great?" Plunkitt said. Plunkitt explained the world of politics in a slender biography published in 1905 by a newspaperman who listened to the great man at Graziano's bootblack stand in the old New York County Court House. He even has advice for Willie Brown: "Puttin' on style don't pay in politics," he said. "Above all things, avoid a dress suit. You have no idea the harm that dress suits have done in politics."

What was the legacy of urban political leaders from the late 1800's to early 1900's? As cities and their problems grew rapidly the political environment changed. No longer did politicians run small manageable cities. These were big cities with big city problems and the government structures designed to cope with these problems grew. As the government grew it became the livelihood for many professional politicians. Some would argue that these politicians were corrupt, they would argue that they provided a needed service. The following selection illustrates the way the politicians of the city recruited followers: Another thing, I can always get a deserving man a job. I make it a point to keep track of jobs, and it seldom happens that I don't have a few up my sleeve ready for use. I hear a young feller that's proud of his voice... I ask him to join our Glee Club. He comes up and sings, and he's a follower of Plunkitt for life. Another young feller gains a reputation as a baseball player in a vacant lot. I bring him into our baseball club. That fixes him. i drew a lot of stuff today. One of the stuffs can be observed on the front page ; the rest of the layout is unfinished/different because I just realized I have a million books to stuff into my backpack for tomorrow. Really. And also, I went to a familial graveyard-tending thing today, and my cousin's Anglo-boyfriend came along, but he's real shy and twee, and he's learning Mandarin at college. Thus, my elder relatives teased him mercilessly with tough questions, to which my cousin and her boyfriend replied: "...Yes. (add polite nod, fake grin)." Incidentally, I got my APUSH 3rd quarter grade today: A-. Originally I had a solid A, but I got average on a couple of quizzes last week, right in the middle of my crimson tidal wave.
