The Institute for Criminal Justice Ethics, the only nonprofit, university-based center of its kind in the United States, was established to foster greater concern for ethical issues among practitioners and scholars in the criminal justice field. Through its diverse programs it serves both as a national clearinghouse for information and as a stimulus to research and publication. It seeks to encourage increased sensitivity to the demands of ethical behavior among those who administer and enforce our system of criminal justice, a more focused treatment of moral issues in the education of criminal justice professionals, and a new dialogue among scholars and practitioners on specific topics in criminal justice ethics. The Institute draws on the facilities of John Jay College of Criminal Justice , a specialized college within the City University of New York offering undergraduate and graduate degree programs in criminal justice. to read the full text of a Jay paper. Who was John Jay? John Jay (1745-1829) was the oldest of the three authors. A New York lawyer, he wrote the New York Constitution of 1777, negotiated, along with Benjamin Franklin and John Adams, the Treaty of 1783 that made peace with Britain, and served as Secretary of Foreign Affairs under the Articles of Confederation. Jay became the first Chief Justice of the U.S. Supreme Court, serving from 1799-1895.

News Columbia organizes virtual collection of Justice's papers

Columbia Daily Spectator (Columbia U.) (U-WIRE) NEW YORK - Years after they were collected under the direction of the late Columbia University Professor Richard B. Morris during the 1960s and 1970s, the unpublished papers of John Jay have finally been released to the public as part of a virtual archive, "The Papers of John Jay, 1745-1829." The project is designed to increase awareness of Jay, a largely forgotten and unpublished figure. It opens up the possibilities for research that were not previously viable.
The archive consists of scanned images of documents from more than 50 repositories from around the world. It contains memos and diaries of Jay, as well as letters to and from key figures in the fight for independence and early American history, including George Washington, John Adams, James Monroe, Louis XVI of France, Marquis de Lafayette, Benjamin Franklin and Jay's wife, Sarah Livingston Jay.
Jay, a graduate from King's College in 1760, was the first Chief Justice of the Supreme Court. He also served as the Secretary of Foreign Affairs of the Confederacy, held office as a governor of New York, was a central negotiator in the struggle with Britain and was an author of several issues of the Federalist Papers with Alexander Hamilton and James Madison.

John Jay was appointed the first chief justice of the United States in 1789, serving until 1795. Born in New York City, Jay descended from two wealthy and influential families. As a young man, he practiced law until he became immersed in the politics of the American Revolution. He was a delegate to both Continental Congresses, was later appointed minister plenipotentiary to Spain, and returned to this country to become secretary of foreign affairs. Writing with James Madison and Alexander Hamilton, Jay composed many of the essays contained in the classic Federalist Papers, which were influential in the debate over ratification of the Constitution. The most important case to come before the Supreme Court during Jay's tenure was Chisholm v. Georgia. In its decision, the Court upheld the right of citizens of one state to sue those of another. During his tenure as chief justice, Jay was called upon to defuse the threat of another war with Great Britain. His negotiations resulted in the unpopular Jay Treaty of 1794. At the close of his career, Jay served two terms as the second governor of New York. In 1831, Congress appropriated $400 for John Frazee to execute a bust of John Jay for the Supreme Court Chamber in the Capitol. Frazee had originally sought $600 for a commissioned work, and although disappointed at the final amount, he was pleased at the opportunity. He wrote at the time that this was the "first instance where our Government had voluntarily bestowed its patronage on an American genius." Frazee trained as a stonecutter and was largely self-taught as a sculptor. Because Jay was deceased, the artist took his model from a terra-cotta bust of the subject made from life in 1792 by the Italian sculptor Giuseppe Ceracchi, now in the collection of the U.S. Supreme Court.

Letter book with entries dating from 13 May 1848 to 22 April 1850, including letters to Robert Walsh (U.S. Consul, Paris), John Jay, Commodore W.C. Bolton, Daniel J. Carroll, General Jackson Morton, William Carroll, and James Richard; and photographs. Most of the letters have to do with patents, settlement of estates, payment of bills, and the circumstances of the Brent family after the death of John Carroll Brent's father.

Eng. cheowan, connected with " chaw " and " chew," and in form with " jowl "), in anatomy, the term for the upper maxillary bone, and the mandible or lower maxillary bone of the skull; it is sometimes loosely applied to all the lower front parts of the skull (q.v.). JAWiLIQl, ABU MANSUR MAUHUB UL-JAWALIQI (1073-1145), Arabian grammarian, was born at Bagdad, where he studied philology under TibrizI and became famous for his handwriting. In his later years he acted as imam to the caliph Moqtafi. His chief work is the Kitab ul-Mu*arrab, or " Explanation of Foreign , Words used in Arabic." The text was edited from an incomplete manuscript by E. Sachau (Leipzig, 1867). Many of the lacunae in this have been supplied from another manuscript by W. Spitta in the Journal of the German Oriental Society, xxxiii. 208 sqq. Another work, written as a supplement to the Durrat ul-Ghawwas of Harm (q.v.), has been published as " Le Livre des locutions vicieuses," by H. Derenbourg in Morgen-landische Forschungen (Leipzig, 1875), pp. 107-166. (G. W. T.) JAWHAR, a native state of India, in the Konkan division of Bombay, situated among the lower ranges of the western Ghats. Area 310 sq. m. Pop. (1901), 47,538.     Diplomat, public official, and first Chief Justice of the U.S. Supreme Court.
    Born December 12, 1745, at New York City; graduated from Kings College (now Columbia University) in 1764; admitted to the New York bar in 1768.
    In 1773 he was secretary to the royal commission which settled the boundary between New York and New Jersey.
    Was a delegate to the Continental Congress from 1774 to 1779 and served as president of the Congress during the last two years.
    From 1776 to 1778 he was chief justice of New York and then was named minister to Spain.
    Benjamin Franklin called him to Paris as a joint commissioner for negotiating peace with Great Britain.
    He was Secretary of Foreign Affairs (1784-1789) under the Articles of Confederation and with Madison and Hamilton wrote The Federalist Papers which helped convince the states to ratify the Constitution.
