According to the lore of our time, business monopolies are highly dangerous - so dangerous in their threat to the commonweal that they must either be prevented or regulated and controlled. For many years, attention has been focused on the supposed untoward character of business activities and of how the innocent may fall victim to them. This emphasis has drawn men's eyes and attention away from both the source of harmful business monopoly and the noncommercial monopoly which poses the greatest threat of all to the peace and well-being of peoples. That is the monopoly which government has - the monopoly of the use of force in a given jurisdiction. All other monopolies pale before this one in the potentialities for destructiveness, and it is this power alone which can give to business activities potentialities for continued and concerted damage. Yet, government is not only a great potential danger but also a necessity. Unless somebody has a monopoly of the use of force in a given jurisdiction, there is likely to be more or less continuous warfare as groups contend for control That there be a monopoly within a jurisdiction is necessary for peace, and government is also charged with keeping the peace with preventing aggression from abroad, with putting down domestic insurrection, with inhibiting assault, deception, and with settling disputes which may arise. In short, government is not only potentially dangerous but also potentially highly beneficial. In any case, it is necessary.

E desemboca gloriosamente no ponto de onde partiu: quer descobrir o primeiro tropeço, o equívoco crucial a partir do qual produziu-se a longa cadeia de desacertos. Apesar das descobertas cósmicas e avanços tecnológicos, o erro ancestral está longe de ter sido identificado. Na esfera da relação do homem com seus semelhantes o mal primevo é o poder desmesurado de uma das partes. A questão está presente em todos os filósofos gregos, notadamente Aristóteles, e atravessa grande parte do Velho Testamento - do Êxodo, passando pelos Juízes e Reis aos Profetas, maiores ou menores. A polemologia, estudo dos conflitos, e a história universal das guerras convergem para uma causa central, mãe de todas as desavenças: o exercício e os limites do poder. No século 17, na Inglaterra, produziram-se importantes avanços no controle do arbítrio político. Obscuro herói destas conquistas foi James Harrington (1611-1677), nobre e, no entanto republicano, autor de Oceana, utopia política que o levou ao cárcere (e de onde saiu física e mentalmente destruído). Mas serviu de base ao que hoje conhecemos como democracia republicana e representativa. Dele seria a expressão checks and balances (controles e equilíbrios) tão usada pelo pai do federalismo, o presidente James Madison (1751-1836) e convertida em pedra angular da constituição americana. Legitimando a noção de contra-poder e conferindo-lhe status institucional, o sistema democrático atrai e integra as forças que, em outras circunstâncias, ficariam à margem do processo político, interessadas apenas em interromper o seu curso.
