Hulton Getty Picture Archive William Ewart Gladstone (1809-1898), four times Queen Victoria's prime minister, was born, as Oscar Wilde would have described it, to the purple of commerce. His father owned mines in Wales, factories in Lancashire and sugar plantations in Jamaica. A brilliant student and debater at Oxford, and with powerful family political connections, Gladstone was elected to a seat in the House of Commons from at twenty-three. Except for a few years, he was an ornament of the Commons the rest of his long life. When Wilde wrote of the importance of being earnest, implying that earnestness, or at least the suggestion that one was in earnest, was one of the hallmarks of Victorian life, he might have been thinking of such eminences as Gladstone. From the start it was his political keynote as speaker and writer. As radical politician John Bright once boasted of Gladstone in a speech at Birmingham, "Who equals him in earnestness."
Two years into his parliamentary career as a Conservative he was made a junior lord of the Treasury, and the next year undersecretary for the Colonies. He would hold other sub-cabinet offices while becoming recognized as a master of debate, with one of his leading adversaries Benjamin Disraeli. Their mutual dislike, and rivalry for office, energized English politics for more than forty years, Gladstone leaving their party to join the new Liberals formed from the Whigs and free-trade Tories. As a result when Disraeli, after an election defeat, resigned as chancellor of the Exchequer, he refused to relinquish his Cabinet robes when his place was taken by Gladstone. While their own exchanges of retorts were memorable, they can best be characterized by the appeal of Viscount Palmerston, when prime minister, to his chief point-man on the House of Commons floor: "We need a great Gun to reply to Disraeli. Will you follow him?"

These papers formed part of the Gladstone Library of the National Liberal Club. When the Library was purchased it was found to contain a large amount of archival material, which is described here. The papers form a useful resource concerning the history of the Liberal Party and Liberalism from the early nineteenth century to the present day.
Scope and Content
The papers consist of a wide variety of documents covering many aspects of local, national and international Liberal politics. These include campaigns, committees, clubs and charitable organisations administered by the Liberal party or of interest to the Liberal party. This collection also includes the papers of individuals relating to the Liberal cause. The administrative papers of the National Liberal Club and its subcommittees are also included. Some noteworthy elements are:

COVERAGE The reports from 1837-1867 are comprised of British prime ministers' handwritten reports to the monarch on proceedings of cabinet meetings. These manuscript letters represent the sole official record of the deliberations of Cabinet. Prime Ministers such as Melbourne, Peel, Russell and Palmerston wrote confidential memoranda for Queen Victoria on all major questions of the day. Their reports cover the three decades when the Great Reform Acts of 1832, civil disturbances and the Chartist Riots contributed to unprecedented economic and social change. The reports from 1867-1916 include 1,700 confidential manuscript letters preserved in the Royal Archives at Windsor Castle. These letters are the only official record of cabinet meetings, decisions and discussions for this time, as no other historical record was allowed to be kept. The Prime Minister, as the Crown's first confidential adviser, was required to send a report to the sovereign after every cabinet meeting. Only he was permitted to take notes of Cabinet proceeedings, and his personal letters were written the same day and prepared in his own hand. They range from short statements to detailed accounts of arguments put forth and decisions taken. A wide range of subjects is covered, with the greatest emphasis on political activity in Great Britain.
