About Bob Henry Ossian Flipper's life (1856-1940) is the story of dramatic social change in America that marked the post-Civil War period when newly freed blacks struggled for recognition and equality. Born a slave in Thomasville, Georgia, Flipper grew up in Atlanta. An outstanding student, he was the third black to be accepted at West Point Military Academy and the first to graduate. His first assignment was at Fort Still, Oklahoma (Indian Territory), as the black officers of the 10th Calvary "Buffalo Soldiers". There he used his civil engineering training and talents to reduce the spread of malaria by building a drainage ditch. "Flipper's Ditch is now a National Historic Landmark. In the summer of 1881 at Fort Davis, Texas, he fell victim to racial prejudice and was accused of embezzling government funds and "conduct unbecoming an officer". Acquitted of the first charge, but determined guilty of the second, he was dismissed from his beloved army. IN spite of this tragic end to his military career, he then began an outstanding career as a mining engineer. While the climax of the play is Flipper's trial, some lesser known events that follow give an unusual insight into his character. Held in Trust is a magnificent display of showmanship; emotional, gripping, factual, unfortunately true, highly recommended, and well worth attending. -JH Polk, General USA, Ret.

THE REFORM PERIOD (1866-1914)
Introduction
At the end of the Civil War, the United States possessed the largest, most experienced, active armed force in the world. Within two years that massive force was gone, its citizen volunteers back on the farm and in the factories. The army and navy returned to traditional duties with their organizations virtually unchanged, although Congress added two infantry and two cavalry regiments of African Americans to the army.
For the remainder of the nineteenth century the army served the nation much as it had before 1860. It served largely in the trans-Mississippi west policing or subduing Native Americans. In a series of campaigns beginning in 1866 and culminating in the late 1870s, soldiers broke the power of the Plains Indians and confined them to reservations. They repeated the process in the southwest in the early 1880s. As part of the effort to quell Native Americans the army assisted in the construction of the great transcontinental railroads.
The army also continued to act as the nation's police force. It faced frustration in enforcing Reconstruction policy in the south and most soldiers welcomed relief from that failed experiment. As Reconstruction ended, however, the army suppressed rioting railroad workers in 1877, performed similar service during the 1894 Pullman strike, and intervened in lesser labor upheavals through the early 1900s. On all other counts, postwar army life resembled an earlier era of mundane garrison duty in small posts scattered across the nation.

    FLIPPER, HENRY OSSIAN (1856-1940). Henry Ossian Flipper, engineer, the first black graduate of West Point, the eldest of five sons of Festus and Isabella Flipper, was born a slave at Thomasville, Georgia, on March 21, 1856. He attended school at the American Missionary Association, and in 1873, as a freshman at Atlanta University, he was appointed to the United States Military Academy. Although Flipper was the fifth black accepted to West Point, he was the first to graduate. At West Point he was often ostracized and had little social interaction with white cadets beyond official activities. He graduated fiftieth in a class of seventy-six on June 14, 1877, and accepted a commission as a second lieutenant. Flipper described his successful struggle against ostracism and prejudice in The Colored Cadet at West Point (1878). In January 1878 he was assigned to Company A of the Tenth United States Cavalry. qv As an officer in the Tenth Cavalry, Flipper served at forts Elliott, Concho, Quitman, and Davis, Texas, and at Fort Sill, Indian Territory. He first reached Texas on his way to Fort Sill, where he supervised the drainage of malarial ponds. Flipper's Ditch is now a national historic landmark. He later constructed a road from Gainesville to Fort Sill after a troop of the Fourth United States Cavalry qv got drunk and deserted the lieutenant assigned to do the job. Many others tried but failed. Shortly after his graduation from the academy, Lt. Flipper returned to Thomasville, Ga. to visit his father who owned a shoemaking shop. When his furlough was over he returned to the 10th Calvary as the Army's first black Officer. He was sent to Ft. Sill, Ok. in 1878. It was there he got his first taste of engineering. He and his troop were required to dig a drainage ditch. The ditch was required to help keep the water away from where the troops made camp in order to help combat malaria fever from the mosquitoes the water attracted. The ditch was called

    Flipper prospered in civilian life, surveying and speculating in Texas and Mexican land. In 1891 he and Luisa Montoya entered into an Arizona marriage contract. Territorial law prohibited interracial marriage but allowed contract relationships.

    In 1871 Mackenzie assumed command of the 4th Cavalry, his main task forcing Indians back to their reservations. Operating in Texas, Mexico, Wyoming, Colorado, Utah, and New Mexico, his highly successful strategy focused less on shedding blood than on destroying horses and other property. Mental illness forced Mackenzie into retirement in 1884.
