Resulting from the legislative process, they reflect the responsibility of the House of Commons to introduce and alter laws, to raise taxes, and to control public expenditure. Because of Britain's role as the dominant imperial power during this period and as the world's largest trading nation, many Accounts and Papers contain invaluable information about other countries. This is to be found in Reports and correspondence originating from the Foreign and Colonial Offices in London and from British rulers, ambassadors, and administrators overseas. Ambassadors' Reports and correspondence are valuable in relation to countries outside the Empire, as are Reports of those Committees and Royal Commissions which, while primarily concerned with problems or issues from a British perspective, generated evidence based on experience in other countries as a basis for comparison.
Following the opinion expressed by the Library Association in 1978, we are confident that the collection of Sessional Papers used in the preparation of the CD-ROM Indexes is the most complete in existence. There are two reasons for this judgement. The first is that originally the volumes were located in the Library of the Board of Trade, subsequently the Department of Trade and Industry, which was the only library to receive Papers and Bills from both Houses when they were issued direct from the printer. The second is that over a period of twenty years from his appointment as Librarian at the Board of Trade, Mr. Kenneth Mallaber undertook a systematic completion of the Sessional Papers.

Disraeli, Benjamin, 1st Earl of Beaconsfield (1804-1881), British writer and prime minister (1868 and 1874-1880), who for more than three decades exerted a profound influence on British politics and left an enduring stamp on the Conservative Party, known until the 1830s as the Tory Party. Disraeli was born in London and educated at private schools in Blackheath and Walthamstow. He was Jewish until 1817 when he converted to Christianity after his father had a disagreement with his synagogue. Between the ages of 17 and 20, Disraeli was a law apprentice in a London office. During the same period he speculated in stocks and suffered heavy financial losses. Primarily in order to pay off his debts, he began writing novels, the first of which, Vivien Grey, appeared in 1826 with some success. He continued to write novels and frequented fashionable salons, dressing in an eccentric manner. In 1830 he traveled in Spain, the Balkans, Turkey, and the Levant. Upon his return he decided to enter politics; from 1832 to 1835 he ran unsuccessfully for Parliament, first as a Radical and then three times as a Tory, wanting more to be elected than believing in any particular party. Despite these defeats, he became well known through a series of pamphlets, tracts, and letters to the
