    Some analysts said Yugoslavia technically ceased to exist after its prime minister, Zoran Zizic, resigned and led his Montenegrin allies out of the government in protest at Thursday's spiriting of Mr Milosevic to the war crimes tribunal in the Hague. About 6,000 Milosevic supporters, some shouting "treason" and "let's rise up", massed in front of Belgrade's federal parliament to protest against the decision to hand over their former leader. "This is outrage. This is banditry. This is a blatant violation of all laws," said Miodrag Sekulic, 56, a retired teacher from Belgrade and a staunch Milosevic supporter, as he painted a fresh banner saying: "We will arrest the traitors." The protesters, hurling plastic water bottles, vented their anger at television crews and passersby who watched them with disapproval.

    Considering that the North Atlantic Treaty Organization is conducting contingency planning in coordination with the United Nations to support the implementation of a peace plan in Bosnia and Herzegovina or a possible withdrawal of U.N. Forces from former Yugoslavia, and may be requested by the United Nations to execute either such operation; Considering the necessity to establish adequate transit arrangements for the execution/implementation of this Operation; It is agreed that: 1. For the purposes of the present agreement, the following expressions shall have the meanings hereunder assigned to them: - "the Operation" means the support, implementation, preparation and participation by NATO and NATO personnel in a peace plan in Bosnia and Herzegovina or a possible withdrawal of U.N. The constitution provides for a democratic form of government, with a president and a Federal Assembly. All citizens 18 and older (16 and older if employed) can vote. The two constituent republics each officially have a great deal of autonomy, with their own presidents and assemblies. Before 2001 the constitutional structure of the federation’s government bore little relation to the way the country was actually governed. The formal institutions of government served primarily as tools for the personal rule of Slobodan Miloševic, the federation president from 1997 to 2000. Prior to becoming federation president Miloševic was president of Serbia, and that republic’s government had more power in the FRY than the federal government had.

    Web posted at: 7:30 p.m. EST (2430 GMT) BELGRADE , Yugoslavia (CNN) Protests, now in their seventh week, may finally be having some effect on the Serbian government headed by President Slobodan Milosevic. Serbian Foreign Minister Milan Milutinovic sent a letter to the Organization for Security and Cooperation in Europe (OSCE) Friday, admitting that opposition parties won nine municipal elections in parts of Belgrade. However, the admission failed to satisfy the OSCE, which has conducted its own investigation of the November voting results, and is now calling for the "prompt and complete implementation" of election outcomes for 14 municipal seats won by the opposition.
    U.S.: letter not enough
    The U.S. State Department also criticized Milutinovic's letter. Department spokesman Nicholas Burns said the letter did not go "nearly far enough in acknowledging the obligations of the Serbian government to make sure that it respects the voice of the people." And, the government's admission failed to mollify opposition demonstrators, who were on the street again Friday, braving icy weather and a cordon of riot police.

Yugoslavia Time and Date Yugoslavia Economy Back to Top Yugoslav state in the early 1990s and the ensuing Wars of Yugoslav Succession seriously debilitated the economy of Serbia and Montenegro. Economic sanctions imposed on the FRY by the United Nations (UN) due to the country’s involvement in the wars in Croatia and Bosnia intensified the economic damage. During the early 1990s the FRY experienced runaway inflation, a high rate of unemployment (more than 60 percent in 1993), and a collapse in production. Tough measures designed to reduce public spending and increase productivity, along with the introduction of a new currency linked to the German currency in early 1994, began to bring inflation under control, and gross domestic product (GDP) grew at an annual rate of about 5 to 6 percent in 1994 and by a similar rate in 1995. Following a peace agreement bringing the war in Bosnia to an end, the UN lifted the sanctions against the FRY in October 1996. This boosted economic performance, accelerating GDP growth to 7.4 percent in 1997. Yugoslavia adopted an avowedly socialist economic system modeled on institutions in the Soviet Union, but, following its break with the Communist Information Bureau (Cominform) in 1948, a system evolved that allowed increasing opportunity for individual enterprise. Although most farmers were gathered into collective farms, this unpopular policy was abandoned after 1953. In Serbia the institution continued mainly in former German estates in the Vojvodina, where the regime had resettled migrants from mountainous regions of Serbia and Montenegro. The communist regime also nationalized existing industrial enterprises and embarked on an ambitious policy of rapidly creating more.
