For example, we help state agencies identify the types of data they must collect and set up the infrastructure necessary to efficiently report the information. MPR also works with state and local agencies to craft policy that will raise the quality of vocational-technical education programs so that all students are better prepared for a range of postsecondary options. Does state regularly conduct its own data collection? Yes. Wyoming adopted its technology plan last year. The state will evaluate and revise the plan annually beginning this fall. The plan included a cost estimate of $70M. No. However, Wyoming supported both the Milken Exchange and the QED survey. Wyoming will continue to participate in both data-collection efforts annually. FINANCIAL COMMITMENT Did state fund technology in FY 98? Does state target technology funds to reduce inequity? How does state help schools update their physical infrastructure? No. The state did not provide funds for education technology in FY 98 but has appropriated $11.2M from the state's general fund for FY 99 and FY 00. The funds are earmarked for the Wyoming Equality Network, a statewide data and video network, and include a one-time, start-up expenditure of $4.2M; $2M for video equipment for high schools; and $2M to $3M each year for connectivity costs. Meet Our Staff Mark Bittner

University of Wyoming Child Development Center and
University of Wyoming Child Care Center Mark has been with the Child Care Center since July 1991 and at the Child Development Center since August 1994. He has a Master's of Science degree from the University of Wyoming in Child Development, which he obtained in 1993. In addition, he obtained a Bachelor's of Arts degree from the University of Wyoming in Elementary Education with an Early Special Education Emphasis in 1989. He worked at a private for-profit center from 1985 until 1991. Mark is actively involved in NAEYC, NCCCC, WECA, and LECA. He served as past president for both LECA and WECA. He is also a member-at-large on the National Coalition for Campus Children's Centers (NCCCC) board. Mark has been involved in making legislative changes to the state Child Care Licensing process. He has also done recent training for Infant/Toddler Care for the Department of Family Services, as well as several national presentations involving child care and involving men in early child care education. Mark is married. His wife is a private therapist who does family and child counseling. Mark and his wife have three children. He is a Rocky Mountain native.

History
Wyoming is the ninth largest state by area with 98,000 square miles and ranks lowest in population with only 500,000 citizens. Wyoming's educational system encompasses one university, seven community colleges, and 48 school districts. The great distances between cities and the sparse population spread across the state create unique challenges for education in Wyoming. Technology can be utilized to address these challenges. The University of Wyoming, under the direction of Dr. Barbara Hakes, planned and designed a statewide compressed video system during 1989-91. This compressed video system was named the Video Education Interactive Network (VEIN) and was implemented beginning with 3 remote sites in 1992 and increasing the number of sites to 15 over the next two years. These sites include regional education and community centers and the community colleges. During 1998-99, this compressed video system was upgraded to the Tandberg Videoconferencing system and expanded to include over 35 community and educational sites and all 65 K-12 schools in the state of Wyoming. This statewide system can be utilized for the delivery of courses and to conduct on-line meetings for statewide task forces and committees. It can also be used for meetings with pre-service students out in the field during their junior and senior years during their practicum and residency in teaching semesters.

Ramon Villarreal is a federal manager with a 30+ year career in civil rights, education, and technical assistance. His professional experience in the U. S. Department of Education, Office for Civil Rights includes Director, Customer Service, and Director of Compliance and Enforcement Division. Additionally, he has worked as a Regional Equal Employment Opportunity Office (EEO) and a TRIO Program Officer. He has worked nationwide in mediating racial incidents, working in Community Relations Service for the Department of Justice. As a Vista/Office of Equal Opportunity Program Officer, he has developed and supported educational programs. Finally, his bi-lingual (Spanish-English) capabilities will contribute to his work in the capacity of Director.

- by Diane Jowers Wyoming Public Television is licensed to Central Wyoming College and based in Riverton. The network, which signed on in 1983, now reaches 85% of the state (see coverage area with one transmitter, 22 locations with translators and microwave sites, and transmission to 36 cable systems. This year, through a cooperative effort with Communicomm and Eastern Wyoming College (EWC), Wyoming Public Television extended service to the towns of Wheatland, Lingle, and Torrington and connected EWC, the last of the community colleges to be served. There are 11 full-time and 7 part-time employees to keep the 24/7 operation on schedule.
To meet viewer needs, Wyoming Public Television strives to avoid distractions that often accompany rapidly changing technology.
Main Street, Wyoming
is an excellent example of how the network tells good stories about the people, places, and culture of Wyoming, and since 1990, 186 programs have been produced. Wyoming Voices
Another source of pride at Wyoming Public TV is its public affairs programming, always a top priority.
