Tobacco Tax Under Consideration in the Senate Finance Committee Raising the tobacco tax will provide the most effective deterrent to keep teenagers from ever starting to smoke. In addition, it will raise needed revenues for the state. If we raised the tobacco tax by $1 per pack, estimates say it would prevent over 28,000 students from ever beginning to smoke. If these students began smoking, one-third of them would die prematurely as a result of smoking. A proposal to place the tax on tobacco as a percentage of wholesale price of tobacco products (cigarettes, cigars, smokeless tobacco, etc.) rather than placing the tax on a fixed cents per pack of cigarettes is gaining support. Ongoing Challenges to Employer Participation
Overview Wyoming is in its second year of School-to-Careers implementation. Its overall approach is to support local autonomy and community-based decision making. The State Department of Employment, Office of Workforce Development, which serves as the administrative agent, views its role as providing broad policy guidelines and technical assistance to the local School-to-Careers partnerships. During the first year of implementation the basic infrastructure for School-to-Careers was put into place. Now local partnerships are focused on issues of marketing, employer involvement and ensuring linkages between school-based and work-based learning. The employer base is almost exclusively small employers in relatively isolated communities. Context Located in the west central United States, Wyoming is among the least densely populated states and primarily rural in character. Vast stretches of highway connect small towns across the state's 98,000 square miles. The Rocky Mountain range borders the western half of the state. Cheyenne, the state capital and largest city, is in the southeast corner of Wyoming just over the Colorado border north of Denver. Agri-business, mining, tourism and a growing high-technology sector drive Wyoming's regional-based economy and labor markets. The employer base is almost exclusively small business, with the majority of establishments employing fewer than 20 workers. To date many employers in Wyoming have not experienced a significant skilled worker shortage. Many workers commute across state lines, and several large employers have located facilities in southeastern Wyoming to have ready access to a larger workforce and the new Denver Airport.

HSLDA News June 25, 2002 Wyoming Offers Services With Strings Attached Home schoolers in Cody, Wyoming were recently surprised to receive a letter that boldly states, "The new federal legislation for funding federal programs includes requirements to offer services and inclusion in federally funded activities on a pro rata basis to all private and home school students." A few days later, home schoolers in Fremont County, Wyoming, received a letter with a self-addressed stamped envelope. Each family was asked to sign a statement indicating, "we are aware that the U.S. Education Department General Administrative Regulations, 34 CFR 76.650-76.662, require that subgrantees shall provide students enrolled in private or home schools with an opportunity for equitable participation." In both cases, the letters were careful to explain that any family chosing to participate in federally funded public education programs would be required to participate in the statewide assessment programs mandated for all public school students. Home schoolers have long been aware that government benefits come with strings attached. These Wyoming letters are refreshingly explicit about the entanglements of participation in these programs. The Fremont County letter makes it clear that families must provide financial information in order to verify their free lunch eligibility, educational evaluations to verify eligibility for special education services, and full participation in the Wyoming Comprehensive Assessment System (WyCAS) testing. Few home schoolers are eager to give up their privacy so quickly. We would advise home schools not to participate, nor encourage their students to participate and receive government benefits or funds for educational purposes. With money and/or benefits will come control. These controls inevitably limit the freedom that has made home education a successful educational movement.

Office Activities
The office is involved with many activities. The major ones have links in the column to the left. We have mentioned the others in a list below. Dr. Jim Blackman coordinates the clinical medical education in Idaho and works closely with Dr. Richard Hillman who coordinates the clinical medical education in Wyoming.
Clinical Electives in Idaho and Wyoming
The Idaho office developed a menu of electives to be included in the medical student elective course guidebook for Idaho as the Idaho track matured. The offices will continue to develop new electives for third and fourth-year medical students based on student needs in Idaho and Wyoming.
Residencies
In addition to working with medical school programs, the offices help facilitate and/or coordinate the University of Washington School of Medicine's relationship with the residency programs in Idaho and Wyoming.

Wyoming Agriculture in the Classroom (WAIC) began in 1987 as a non-profit corporation. The WAIC program is administered by the Wyoming Department of Agriculture and WAIC in a public/private partnership. WAIC encourages Wyoming educators to incorporate agriculture and natural resource education into existing curriculum in all subjects. WAIC accomplishes this goal through the following program areas. TEACHER WORKSHOPS In 2001 WAIC became the state affiliate for Food, Land and People. Wyoming offers Food, Land, and People workshops for those who have never before attended a WAIC workshop and have little knowledge about agriculture in Wyoming. Workshops range in length from three hours to seven hours. This workshop has been specifically designed for teachers and community leaders. The theme of Food, Land, and People has been combined with the Wyoming Content and Performance Standards to present social studies, science, math, economics and healthy life-styles into one fantastic package. Comprised of 23 counties, Wyoming encompasses approximately 62 million acres of which 48% is federally owned, 42% privately owned, 6% state owned, and 4% is Indian trust land. The highest proportion of public land is located in the rugged western mountains with private land holdings occupying the western river valleys and level terrain. There are approximately 9,300 farms and ranches in Wyoming which average 3,472 acres in size and, in general, consist of the most critical wildlife habitats such as big game wintering range, riparian habitats, and wetlands. The Partners for Fish and Wildlife Program continues to grow and strengthen in Wyoming. The Program is a broad based partnership of Wyoming landowners, local communities, conservation districts, sportsman groups, non-governmental organizations, federal and state agencies, and others, whose mission is to address landowner and landscape conservation needs. Cheyenne and Wyoming
The city of Cheyenne is home to over 65,000 people in southeastern Wyoming. Cheyenne is the state capitol of Wyoming and is located nine miles north of Colorado at the junction of Interstate Highways 25 and 80. Cheyenne enjoys a four season climate. It offers the nation's purest air and sunshine 320 days a year. The low humidity makes hot and cold extremes easy to bear. Mean daily maximum temperatures vary from 37.2 o F in January to 85.2 o F in July. Cheyenne offers many cultural attractions. The community supports a symphony orchestra and Community Concert series. The Civic Center hosts entertainment ranging from Broadway and touring productions to major symphonies and top-name entertainers. Additionally, the Community Little Theater, the College Playhouse, museums, libraries, and many clubs and organizations are available. Many beautiful recreational opportunities are in and around Cheyenne. The community prides itself on its Greenway and many parks covering over 1,400 acres and 18% of the total city area. The parks feature lakes for fishing, ice skating, picnic areas, bike paths, athletic fields, golf courses, children's playgrounds and indoor swimming pool.
