The Wyoming Community College Commission is responsible for distributing competitive Basic State Grant funds to local Adult Basic Education programs for the purpose of helping individuals become proficient in the basic skills of reading, writing, math, and computers. Other programs include:
1. General Education Development (GED)
2. English as a Second Language (ESL)
3. Citizenship Classes
4. Family Literacy
This basic training allows adults, ages 16 and up, to benefit from job training and retraining programs and to continue their education at least until they complete secondary school. One-on-one instruction, group lessons, and working on the computer provides students with the help they need to help themselves and their children.

I came to Eastern Wyoming College as President of the College on July 1, 1994. The key factor in my coming to Eastern was the people of the College. Their friendliness, competence, and interest in each other, in the institution, and in the students of EWC is readily apparent. Department of Special Education Introduction Our Special Education teacher education program was developed many years ago by three University of Wyoming Special Education faculty members, two of whom are still members of the Department (Drs. Cossairt and Stellern). The program development goal was then, and still is, to provide our undergraduate and graduate students with the best special education techniques and strategies that would enable them to be outstanding teachers and consultants, and to be highly competitive in either a rural or urban job market. From the beginning and throughout our history, we have sought program development consultation and assistance from a variety of data sources, to include: the United States Office of Education, Bureau of Education of the Handicapped; Wyoming State Department of Education Personnel, Office of Special Education; paid outside consultants; follow-up studies of our graduates; the Wyoming Professional Teaching Standards Board (PTSB); undergraduate and graduate students in our program; NCATE standards; professional standards developed by our National governing agency (Council for Exceptional Children, CEC); the various public laws governing Special Education (PL101-426, ADA, 504 of the Vocational Rehabilitation Act, and the Wyoming Rules and Regulations Governing Students With Disabilities); and, our Special Education faculty members. The rules and regulations governing National and State Special Education are highly structured by the previously mentioned legislation and include identifying only 14 disabilities that may be classified as Special Education (e.g., Learning Disability, Emotional Disability, Hearing, Vision, etc.).

The University of Wyoming Athletics Hall of Fame was established in 1993 in conjunction with the Football Centennial Celebration, in order to honor individuals and teams who have brought honor and distinction to the Intercollegiate Athletics Department of the University of Wyoming over its long and storied history. With the assistance of Jack Rosenthal of Casper, the Wyoming Hall of Fame plaque was designed and sculpted by Robert I. Russin, a world-renowned Wyoming artist. The plaques are currently displayed in the concourse of the Arena-Auditorium. It is open for public viewing during normal University hours and during all Arena-Auditorium events. The Hall of Fame will have a permanent display area in the Rochelle Athletics Center, which is currently under construction. The Hall of Fame categories are: 1) Athlete. Must have earned at least two varsity letters and must have been out of school at least five years. 2) Coach. A staff member for at least five years and no longer active at UW. 3) Team. An athletic team shall be considered as one inductee. The induction of a team shall not prohibit the separate induction of one or more team members. 4) Athletic Staff. A staff member for at least five years and no longer active at UW. 5) Special Achievement. Contributions to the ideals of sports. Honorees are chosen by the Hall of Fame selection committee, comprised of administrators, staff, and people close to the University's athletic program.
