WTCS: Positive Impact on Economic Development
MADISON - Dr. Richard Carpenter, president of the Wisconsin Technical College System (WTCS), praised the Governor’s 2003-05 biennial budget presented February 18, 2003. The proposal maintains state aid used by 16 local technical colleges serving 463,000 Wisconsin adults and assigns a high priority for nursing, firefighter and emergency medical technician (EMT) programs. “We are gratified that the Governor’s budget recognizes the unique and vital role fulfilled by Wisconsin’s technical colleges,” says Carpenter. “By providing the training that workers need to get high skill and high wage jobs, the WTCS can help stimulate quick economic recovery in a way no other Wisconsin educational institution can.” Read more...

Media Literacy (April 2003)
These links are designed to help students learn to critically evaluate and understand the media and its impact on their lives. Media literacy is a part of the Wisconsin Department of Public Instruction's recommended curriculum, or is included in DPI model academic standards, for many subjects. Among them are art and design education, English language arts, family and consumer education, health education, information and technology literacy, and social studies. (ECB also provides excellent video resources on Media Literacy for Wisconsin teachers.)

One of every seven general education teachers in Wisconsin left the profession in 2000-01, according to a new report by University of Wisconsin-Oshkosh Associate Education Professor Tom Fischer.
“My general sense of teachers in the state ... is that they are demoralized."
Tom Fischer Although the study did not pinpoint the reasons for the highest teacher attrition rate in the 12 years reviewed by the study, Fischer told OnWEAC he believes factors include the lack of a fair collective bargaining law for teachers and the resulting lack of adequate pay raises, the impact of school district revenue controls, lack of respect for the profession, and increasing demands on teachers.
For special education teachers, the attrition rate was 12.27% in 2000-01, compared to an average of 10.36% over 12 years.

Wisconsin Assessor Certification Program
The Wisconsin assessor certification program requires all assessors and technical level assessment personnel to be certified. State certification of assessors and assessment personnel ensures that individuals working in the assessment field possess the minimum knowledge necessary to perform the assessment function properly. Establishing and maintaining these standards improves the quality of general property assessment, and therefore the equity of property tax in Wisconsin. Assessor certification is not a new or unique development to Wisconsin. All of the states neighboring Wisconsin have assessor certification programs. Wisconsin's involvement in certifying assessors began in 1969 when the first county assessor system was established in Wisconsin. At that time the Department of Revenue certified a list of qualified candidates for the office of county assessor. In 1973, the Legislature enacted section 70.99, a statute that provided for mandatory certification of county assessors and their appraisal staff, and the Legislature also enacted section 70.055 and 70.75, statutes that provided for mandatory certification of expert help. In 1974, the Advisory Committee on Assessor Certification was formed. The goal of this committee, which consisted of representatives of the Department of Revenue, and the assessing and appraisal fields, was to define the criteria for local assessor certification. Following closely the proposals of this committee, the Legislature enacted s. 70.05(1), Stats., requiring all assessors and assessment personnel assuming office on or after January 1, 1977, to be certified as having sufficient knowledge to perform the assessment function. This requirement was extended in s. 73.09(2), Stats., to all Department of Revenue assessment personnel commencing on January 1, 1981.

UW Kinesiology Adapted Physical Education
General Information
Adapted Physical Education is an area of concentration within the undergraduate Physical Education Teacher Preparation program in the Department of Kinesiology. It focuses on the adaptation of programs, equipment, facilities and evaluation of individuals with special needs in a physical activity setting. Students may choose this option and become certified in this area through the State of Wisconsin Department of Public Instruction. The certification is a "tag-on" license to the PE teacher certification license and cannot be obtained independent of the PE teaching certificate. The Adapted PE area of concentration requires 15 credits of course work in the Department of Kinesiology and the Department of Rehabilitation Psychology and Special Education.
