Charleston, West Virginia 11:47 A.M. EST THE PRESIDENT: Thank you, all. Sit down, please. Well, thank you very much, General. I appreciate those kinds words and I appreciate your warm welcome. I'm glad I came back to West Virginia. (Applause.) This is a state of good people. (Applause.) Good folks. Down to earth folks. (Applause.) And I'm glad to be in your midst again. I particularly want to say thanks to General Tackett for his leadership. He's one of the finest Guard Generals in the United States of America. (Applause.) All you've got to do is look at his record. Secretary Rumsfeld and I, we're looking at the General's record. It's because of your service that he looks good. (Laughter.) Because of his leadership that the record is good. So Secretary Rumsfeld and I say thank you, General, for your leadership. It's an honor for us to be here in your midst. (Applause.)

The West Virginia Vital Registration Program is the state-level custodian of birth certificates for people born anywhere in West Virginia or born to West Virginia residents from 1917 to date. Tobacco Tax Under Consideration in the Senate Finance Committee Raising the tobacco tax will provide the most effective deterrent to keep teenagers from ever starting to smoke. In addition, it will raise needed revenues for the state. If we raised the tobacco tax by $1 per pack, estimates say it would prevent over 28,000 students from ever beginning to smoke. If these students began smoking, one-third of them would die prematurely as a result of smoking. A proposal to place the tax on tobacco as a percentage of wholesale price of tobacco products (cigarettes, cigars, smokeless tobacco, etc.) rather than placing the tax on a fixed cents per pack of cigarettes is gaining support. Ranger Notebook: General Robert Edward Lee Robert Edward Lee was born on January 19, 1807, at "Stratford" in Westmoreland County, Virginia. He was the fifth child born to Henry "Light-Horse Harry" Lee and his second wife, Ann Hill (Carter) Lee. He grew up in an area where George Washington was still a living memory. Robert had many ties to Revolutionary War heroes. Educated in the Alexandria, Virginia, schools, he obtained appointment to West Point in 1825. In 1829, Robert E. Lee graduated second in the class without a single demerit against his name. He was commissioned a brevet 2nd Lieutenant of Engineers. On June 30, 1831, he married Mary Ann Randolph Custis. They had seven children. All three of their sons served in the Confederate army. George Washington Custis and William Henry Fitzhugh ("Rooney") attained the rank of Major General and Robert E. Lee, Jr., that of Captain. The latter served as a private in the Rockbridge Artillery at the Battle of Antietam. During the Mexican War, Robert E. Lee was promoted to Colonel due to his gallantry and distinguished conduct in performing vital scouting missions.

A controversial program that trained students as young as sixth grade to report peers for verbal comments criticizing homosexuality has been scrapped by the state of West Virginia.
A group of persistent pro-family activists were successfully led by Kevin McCoy, president of West Virginia Family Foundation, in bringing this program to light and seeing it come to a halt. The attorney general's office had instituted the program and trained students in about 20 public schools in the state. Students were told that peers who used "slurs" against homosexuality could become potential harassers and should be reported to, so they could be monitored by, authorities.
At an October state school board meeting, hundreds of parents turned out to protest the program.
GLSEN Opponents to Serve on Broward County (FL) Diversity Committee
The latest appointees to a committee on diversity of the Broward County (FL) School Board have said they oppose the current contract the district has with GLSEN, the Gay, Lesbian, Straight Education Network. One of the two new members is Steve Kane, a conservative radio talk show host who was very outspoken last year as the GLSEN proposal was being considered.
The contract allows GLSEN, which supports "gay, lesbian, bisexual and transgendered" behavior even for elementary schoolers, to train teachers to recognize what they consider to be intolerance and "harassment." Opponents believed this was another propaganda tool to force acceptance of these lifestyles on children.

Morgantown Plans for Metropolitan Designation

MORGANTOWN Community leaders in Monongalia County believe the federal government will designate Morgantown a metropolitan statistical area (MSA) sometime this year, most likely before July and possibly before the end of May. It's continued population and job growth are the reasons, but the effects are unclear. "The real question is how large of an impact," said George Hammond , director of the West Virginia Economic Outlook at West Virginia University 's Bureau of Business and Economic Research . "I doubt it hurts." The state already has seven MSAs, but only Charleston is totally within the state. Huntington, Wheeling, Weirton, Berkeley and Jefferson Counties, Park-ersburg and Mineral County are included in outside MSAs, which means Morgan-town would be only the second in-state metro area. "It jacks up our profile and puts us on the map,"

Lakota Chief Red Cloud General George Crook, considered by many of his contemporaries, and historians alike to be the US Army's most skilled Indian fighter, respected Native Americans as valiant foes who deserved to be treated fairly and humanely in defeat.
Early Years
Born near Dayton, Ohio, September 8, 1828, George Crook graduated near the bottom of his class from the US Military Academy at West Point in 1852. As a young lieutenant in Oregon and California, he received his first experience with Indians and saw first-hand how they were betrayed when the US Senate rejected 18 negotiated treaties, leaving them with no rights. "When they were pushed beyond endurance and would go on the warpath, we had to fight when our sympathies were with the Indians." Crook later said. Nevertheless, he led successful campaigns against the Shoshone and Nez Perce and others in Washington, Oregon and California. The outbreak of the Civil War in 1861 brought Crook back to the East, where he was promoted to captain and served in guerrilla actions in West Virginia at the battles of Second Bull Run and Chickamauga. He was breveted Major General of Volunteers in July 1864 and was put in command of the Army of West Virginia, taking part in General Philip Henry Sheridan's Shenandoah Valley campaign. In late February 1865, he was captured by Confederate guerrillas but was exchanged the next month.
