HEADLINES March 10, 2003 Senate Bill 206 (originally SB 181): Abolishes Four-Year Rule Sponsor: Senators Edgell, Dempsey, Plymale, Harrison, Boley, Weeks, Kessler, Minear, Guills and Unger Summary: SB 206 abolishes the state's "four-year rule"which mandated that any parent teaching his own children at home must have four years more education than his eldest student. The passage of SB 206 is the culmination of three years of tremendous sacrifice and hard work from West Virginia homeschoolers (especially John Carey, legislative coordinator for CHEWV). It is a testimony to the good working relationship between CHEWV and HSLDA, and an answer to many prayers. Status: The bill now goes to Governor Bob Wise for his signature.

HEADLINES February 7, 2003 West Virginia Homeschoolers Fight for More Freedom The West Virginia Legislature is now considering Senate Bill 181, a bill that would make significant changes to the homeschool law, including permanent removal of the long-disliked four-year rule. The bill has passed the West Virginia senate unanimously, and now goes to the house for action. " The four-year rule prohibits a parent from homeschooling unless he has at least 4 years more formal education than the child. West Virginia is the only state in the country with this unusual and unjustifiable restriction. In addition, at least one teacher's union and lawmaker are urging that the bill remove the portfolio option of the homeschool law altogether.

Implementing a Coordinated School Health Program: One Local School’s Success
Public Health Problem
Florida schools serve 2.7 million students, approximately 20% of whom live in poverty. In 1999, 81% of Florida’s youth (aged 10–24 years) did not attend daily physical education classes, 78% did not participate in any moderate physical activity, 74% did not eat the recommended five servings of fruits and vegetables per day, and about half (48%) consumed alcohol during the month preceding survey or had engaged in sexual intercourse (50%). Evidence That Prevention Works
Health education in schools can reduce the prevalence of health risk behaviors among young people. For example, health education resulted in a 37% reduction in the onset of smoking among 7th graders. In addition, obese girls in the 6th and 8th grades lost weight through a program at school, and students who attended a school-based life-skills training program were less likely than other students to smoke or use alcohol or marijuana.

WEST VIRGINIA PARENT EDUCATOR RESOURCE CENTER (PERC) PROJECT
Parent involvement in education has proven to be a key factor in the success children achieve in school. But not every parent knows how to be involved and not every teacher or school knows how to encourage participation from families. Connecting the dots of communication between home and school has become an important focus for the West Virginia Department of Education (WVDE), Office of Special Education (OSE). Since 1983, the OSE has coordinated the WV Parent-Educator Resource Center (PERC) Project. The purpose of the project is to build partnerships between parents and educators to ensure that children receive the highest educational opportunities and achievement possible. Local education agencies in 39 counties participate in the project by establishing centers to work with families of children in the school system, educators, and others. A team consisting of a parent of a special needs child and an educator staffs each PERC. Although basic services are listed below, how each PERC provides these services depends on the individual community strengths, resources and needs. All PERCs have certain common functions and responsibilities including: Providing information, resources, and training for parents on important issues such as parenting skills, problem solving, educational planning for their child, behavior management, home learning activities, and other topics to strengthen home-to-school partnerships; Assisting families on an individual basis to better understand their children's educational needs and to discover opportunities and options for meeting these needs; Connecting families with appropriate community services; and Offering information, resources, and training to educators to increase the skills, knowledge and attitudes needed to encourage and strengthen family involvement and positive school-to-home partnerships.

On October 1, 2002, the Monongalia County Family Resource Network, headed by Brandi Potock, was awarded a $2.04 million dollar grant from the U.S. Department of Education. The grant will fund a four-year project - West Virginia Family Connections - to create infrastructure in West Virginia to support families in the development and education of young children.

New Research on Home Visiting Programs to be Presented
Home visiting programs have been a major strategy in West Virginia and nationally to address the risk factors of children living in poverty. Supporters of these programs believe that a professional or trained paraprofessional can help children overcome the risks associated with poverty by providing parent education and linking low-income families with resources in the community to help their children grow and prosper.
Originating in Fayette and McDowell counties, the MIHOW program is one of the oldest and most successful in West Virginia.
