ETDC Background Educators are learning more about how people learn and are changing the way they teach to take advantage of this new knowledge. Schools are working to improve the quality of their graduates while constantly asking how we know that the students have learned what is important for them to learn. Technology, and educational technology in particular, is a vital part of what our students and teachers must learn to understand and use if we want to have productive students graduating from our schools. Technology is found throughout our K-12 schools. We spend more than $6 billion per year to educate close to a million students for 13 years each. This involves over 60,000 educators in almost 2000 school buildings. This effort depends upon everyone involved - especially the students - being competent in the ability to use technology they will find throughout their lives. Students are faced with living in an increasingly complex world. In order for them to function in their world, schools need to teach them to 1) understand this complexity, 2) convince us that they understand, and 3) use what they learn to lead productive lives.

    SEATTLE, Washington The University of Washington and the Technology Alliance announce the formation of the Smart Tools Academy: a Technology Program for K-12 Education Leaders in Washington . The academy is designed to effectively integrate technology into schools by training principals and superintendents, according to Martin F. Smith, chair of the Steering Committee of the Smart Tools Academy. The idea for academy is the result of the work of the Technology Alliance's Technology in Education Task Force.
    Bill and Melinda Gates will fully fund the Academy's first year of operation with a grant of $2 million. Melinda Gates stated, "Bill and I are very pleased to support our state's educational leaders as they work together to determine the best way technology can serve children in Washington schools."

    Toward a Balanced Appraisal of Educational Technology in U.S. Schools
    Discussions of the status of educational technology in U.S. schools over the past couple of decades have too often had the character either of attempts to convince others that information and communications technology (ICT) has been successful or that it has failed. The counterpoint between cheerleaders and curmudgeons is of no value for those whose task is to find ways to make ICT improve our schools. Many of the highly dedicated and capable people who work with ICT in the schools know – often better than the critics – where we have fallen short in the effort derive the full measure of benefit in the use ICT for the betterment of the lives of our kids in school.

    Students who slack off during their senior year of high school-a condition so common in the United States that it has become known as "senior slump" or "senioritis"-are merely playing the hand that's been dealt them, according to a report released jointly today by the Institute for Educational Leadership and the National Center for Public Policy and Higher Education. The report, Overcoming the High School Senior Slump, finds that high school seniors who take a break from tough academic courses are reacting rationally to a K-12 system and a college admissions process that provide few incentives for students to work hard during their senior year. "In effect, the education standards reform movement has written off the senior year, and so have our colleges and universities," said Michael Kirst, author of the report and professor of education at Stanford University. For instance, according to the report:
    • The K-12 accountability movement has no strategy for assessment in the senior year. Only New York's statewide K-12 assessment includes subject matter from the senior year; most other state assessments extend only to the 10th grade level.
