  • According to Article IX of the Washington State Constitution, "it is the paramount duty of the state to make ample provision for the education of all children residing within its borders without distinction or preference on account of race, color, caste or sex." Furthermore, Article IX states that "the legislature shall provide for a general and uniform system of public schools." Pursuant to these requirements, the State of Washington funds and regulates public K-12 and higher education institutions and programs. The principle decision-making powers for education matters lie with the state legislature and with each school district. Measures which support public education, however, can be found at all levels of government.

K-12 Schools . Washington's K-12 schools are administered at the state and local level. The Washington State Board of Education is the entity which establishes public school regulations and standards. Two Board of Education members are elected from each congressional district by members of local school boards to six-year terms. The Superintendent of Public Instruction (SPI) serves as the head of the state's public schools and is elected statewide to a four-year term. The SPI is a member of the State Board of Education and is responsible for executing the policies created by it.

With the end of the cold war, the role of the research university has changed. In this speech, President McCormick argues that institutions of higher education should establish a "new social compact" with the public by working to solve society's most pressing needs. Foremost among these needs is the health of America's K-12 educational system. President McCormick delivered this speech at the Maydenbauer Center in Bellevue, Washington on Saturday, June 19, 2000. Another version of this statement was published in the August 29, 2000 edition of the Seattle Times The University of Washington's Partnerships

The Washington K-20 Network will have direct access to Internet2, the high-performance, next generation Internet (called "Abilene"). As one of only nine states with access, Washington will be a pioneer in developing and bringing the next generation of Internet materials, applications, and tools to K-12 schools and community colleges. Teachers in Washington schools will now be better able to develop and organize Web-based materials that will enhance their classrooms. Using computer-based learning tools, they can create multimedia content, or point students to art, music, and animations provided by learning centers, national museums, and organizations such as NASA and the Smithsonian Institution. Schools will also be able to employ high-quality interactive and streamed video among teachers, across the state's classrooms, and to classrooms around the worldand do it cost-effectively. Bandwidth data is available for the K-20 connected institutions.

Sciences at the University of washington in Seattle develops innovative programsthat bring leadingedge science to teachers and students in k-12 schools.
    http://chroma.mbt.washington.edu/outreach/
Education Outreach Biology and medicine are changing dramatically as we begin the 21st century. Deciphering the human genome, the blueprint for human heredity, will lead to fundamental changes in the way science and medicine are practiced. New information from the Human Genome Project will present striking social and ethical challenges as well as unique opportunities that require citizens to understand science to make informed decisions. To prepare society for these challenges, we need to develop state-of-the-art curricula in both science and ethics for K-12 schools. The Department of Genome Sciences at the University of Washington in Seattle develops innovative programs that bring leading-edge science to teachers and students in K-12 schools. These programs provide interdisciplinary, hands-on science curricula, teacher training, equipment, and support to promote systemic change in schools.
Our Programs High School Human Genome Program The High School Human Genome Program provides professional development in the fields of DNA sequencing, genomics, and biothics for high school teachers. Participating teachers in the Seattle area are provided with the necessary training, equipment, and supplies to conduct DNA sequencing in their classrooms. During our one week summer institute, we also include teachers and scientists from other regions who are interested in developing DNA sequencing programs in their communities. A 6-8 week summer teacher research experience in a University of Washington lab is also available.
