Leaf Burning Info From February 15 to April 30, between the hours of 4:00 p.m. and 8:00 p.m., leaf burning is allowed in areas of the county not currently served by leaf collection . There is no burning allowed without a permit between May 1, and October 14. Contractors wishing to conduct open burning need to apply for a burn permit through the Fire Marshal's Office. Richmond- Good Evening. I’m State Senator Steve Newman of Lynchburg. I’m Delegate Jeannemarie Devolites of Fairfax.
The Governor and the General Assembly have a great challenge in the coming few weeks, as we continue to make fiscal cuts, in order to balance our budget. Senator Newman and I will spend the next few minutes addressing the priorities of the Republican led House of Delegates and State Senate.
Education continues to be our top priority in the General Assembly. We will continue to demand high standards and accountability from our public schools. We understand that our schools cannot perform well if they are under funded. That is why we are committed to protecting K through 12 education funding.
We would like to thank the Governor for recognizing the efforts, made in the House of Delegates and by Attorney General Kilgore, to protect our citizens from sexually violent predators. We will provide the necessary funding to keep these dangerous offenders out of our communities and to give them the serious treatment that they need.
Under the leadership of Governors Allen and Gilmore, DMV was brought into the 21st Century by focusing on customer service and becoming a model state agency. Unfortunately, DMV has recently become politicized, causing unnecessary inconveniences and inefficiencies. We are committed to restoring DMV’s focus on customer service by considering reopening some DMV offices, privatization and utilizing recent innovations in delivering service.

Regulated Children Facilities Certified Pre-Schools Child Care Provider Training Division of Licensing Programs Certified Pre-Schools Email Page Printer Friendly Section 63.1-196.3:1 of the Code of Virginia allows preschool programs operated by private schools that are accredited by a statewide accrediting organization recognized by the Board of Education to be exempt from licensure. The State Board of Education recognizes the accreditation process for private schools administered through the Virginia Council for Private Education (VCPE) Commission on Accreditation. Accrediting organizations that are approved by VCPE administer their own accrediting process for schools in their organizations. In order for preschool programs operated by accredited private schools to be certified certain information must be filed with the Department of Social Services before the beginning of the school year or calendar year and annually thereafter. The information includes verification of accreditation or accreditation candidacy, a statement of intent, documentation that the parents or guardians of children in care have received written notification that the preschool is exempt from licensure, documentation that the school requires criminal record clearances on all employees of the preschool, a list of staff qualifications, and health and fire inspections reports.

Women's Health: Women's Health Virginia
by Miriam Bender Promoting healthier life-styles and improving women's health has been the focus of increased attention in this country in recent years. Concern has stemmed from the numbers of women affected by diseases and injuries; the impacts on the women themselves, their families and society; and the fact that, until recent years, there has been limited research on women's health. Women's Health Virginia , the statewide initiative, is being established to address these issues and improve women's health in the Commonwealth. The initiative's development began after the 1995 Virginia General Assembly resolved its support for a publicly and privately funded initiative to support educational, research and preventive efforts and use the talents and interest of groups in the Commonwealth involved in women's health. The General Assembly's resolution followed two years of study by the Virginia Department of Health. Those studies noted inadequacies in the existing statewide data systems, but identified the following health problems that disproportionately affect women: breast cancer, lung cancer, cardiovascular disease, HIV/AIDS, depression, reproductive health problems (related to pregnancy and sexually transmitted diseases) and violence against women. The second report concluded that women's health issues could not be addressed with only emphasis on diagnosis and treatment of diseases but that multiple social, economic, environmental, educational and cultural factors have impacts on women's response to disease and illness.

Upon the recommendation of the HJR 195 subcommittee, the 1997 General Assembly also passed SJR No. 218, requesting the State Council of Higher Education for Virginia (SCHEV) to examine the demand for computer scientists, engineers, and other technologically skilled workers in Virginia industry, and SJR No. 226, requesting the Center for Innovative Technology (CIT) to report on the status of certain emerging scientific and technological assets. Eileen Heveron of CIT reported that as a whole, Virginia's science and technology assets are key to supporting existing and emerging technology-based industries as they compete in a global economy. The Applied Research Center, Biotechnology Research Park, Biotech Infomatics Center, Free Electron Laser, Langley Full-Scale Wind Tunnel, Smart Roads Project, Virginia Institute for Micro-Electronics, Virginia Modeling and Simulation Center, Virtual Reality Center, and Wallops Island Space Flight Facility were the particular focus of CIT's study (published as Senate Document No. 8 (1998)). To fully capitalize on all the potential research, development, and commercialization opportunities, the report recommends:

"This program offers an excellent opportunity for students to go outside and do actual science as well as contribute to our understanding of amphibians in West Virginia," Dowler said. "I hope to see many schools take advantage of this opportunity this spring." The DNR provides lesson plans and equipment to teachers and students from grades 1-12 to study salamanders, frogs, and toads in their area during the spring. Students then observe amphibians in their natural habitats, conduct surveys, and make collections to learn how to identify the animals and master scientific techniques. Packets come complete with step-by-step directions, worksheets, background information, and identification keys. This is the ninth year this program is being offered and teachers may choose to focus on either common terrestrial and creek salamanders, or common toads and frogs. Interested teachers should contact the WV Nongame Wildlife Program, P.O. Box 67, Elkins, WV 26241 (304) 637-0245 for details. Working in partnership with the SC Department of Health and Environmental Control and the SC Energy Office, the NEED Project participates in the Workshop hosted each July for educators across the state. More than 300 teachers participated in the NEED program in 2001-2002 and were provided with NEED memberships, NEED hands-on curriculum units, the Action for a Cleaner Tomorrow South Carolina Environmental Education curriculum, and much more. South Carolina hosts the NEED National Energy Conference for Educators in July 2002. NEED Lead Teachers are conducting workshops across the state to expand the program. All NEED materials have been correlated to the South Carolina science education standards. The Palmetto Energy Awards Program is offered to students in grades K-12.

WV State Constitution Article XII. CON 12-1. Education. The Legislature shall provide, by general law, for a thorough and efficient system of free schools. CON 12-2. Supervision of free schools. The general supervision of the free schools of the State shall be vested in the West Virginia board of education which shall perform such duties as may be prescribed by law. The board shall consist of nine members to be appointed by the governor, by and with the advice and consent of the senate, for overlapping terms of nine years, except that the original appointments shall be for terms of one, two, three, four, five, six, seven, eight, and nine years, respectively. No more than five members of the board shall belong to the same political party, and in addition to the general qualifications otherwise required by the Constitution, the legislature may require other specific qualifications for membership on the board. No member of the board may be removed from office by the governor except for official misconduct, incompetence, neglect of duty, or gross immorality, and then only in the manner prescribed by law for the removal by the governor of state elective officers. The West Virginia board of education shall in the manner prescribed by law, select the state superintendent of free schools who shall serve at its will and pleasure. He shall be the chief school officer of the State and shall have such powers and shall perform such duties as may be prescribed by law.
