Virginia DECA The first documented evidence of formalized education for marketing at prebaccalaureate levels in this country appears in 1905. During that year, Mrs. Lucinda Wyman Prince, a certified high school teacher, expressed concern about the lowly condition of salesgirls in retail organizations to the Women's Education and Industrial Union (WEIR) of Boston, an organization founded in 1880 to increase the efficiency of women workers. In cooperation with WEIR, she initiated sales training for girls who worked in Boston stores. She included units psychology, principles of learning, good sales principles, and other aspects of the social sciences that she felt would be instrumental in facilitating the success of salesgirls. She was able to convince Boston merchants that her trained salesgirls could outperform those who had not received such training, thus increasing store profits and employee and customer satisfaction. In 1907, Mrs. Prince convinced Filene's, a department store in Boston, to take her trained girls into their firm on a part-time basis. IN 1908, she formally established the Union School of Salesmanship. As part of the education methodology inplemented by mrs. Prince, students attended her school for five morning a week and then worked in stores for wages during the remainder of the day. According to Haas (1969 - 1970), Lucinda Prince's program was the origin of the cooperative, part-time vocational education program in the United States.

After all, the issue of using tax dollars to support private and parochial schools has been debated in this country for decades. But like an old song with a new beat, the voucher issue is back due more to politics and clever public relations than the needs of children. School vouchers is an education reform proposal designed more by politicians, economic theorists, entrepreneurs and parochial school advocates than by school reformers. I doubt that a group of educators would have designed a program for the improvement of the public schools that involves facilitating their abandonment. Proponents have repackaged school vouchers with clever and more appealing terms like "scholarships" and "parental choice." But that cannot obscure the fact that the irreducible element in all voucher schemes is the diversion of tax dollars to support religious institutions and your neighbor's choice of a religious education for their children. The school voucher issue has also made a comeback thanks to years of advance work by public schools bashing. To listen to some critics one might believe that the entire mission of the public schools consists of inculcating political correctness, distributing condoms and promoting acceptance of homosexuality.

Murray, THE WASHINGTON TIMES Opponents of financing church-affiliated colleges with tax-exempt municipal bonds have conceded defeat. They say they no longer have a prayer of stopping it in the courts. Officials of Americans United for Separation and Church and State, and Americans for Religious Liberty [ARL], both of which brought lawsuits against such practices, say they believe such bonds for "pervasively sectarian" schools now pass muster in federal courts. The last straw was a little-noted Supreme Court action last week when the justices ended the 12-year lawsuit, filed by Americans for Religious Liberty, to strip David Lipscomb University's tax-exempt status for $15 million in city-sponsored industrial revenue bonds. The school, affiliated with the Churches of Christ, used investors' money to build a library, convert the old one to offices, add athletic facilities and landscape its campus in Nashville. "It shifts our battle to legislatures and the state courts now that the Supreme Court won't intervene even at David Lipscomb University," says Edd Doerr, executive director of the ARL. "That's probably the most pervasively sectarian school in the country, and if we can't win there, I don't know any other case we would ever win."
