Gilmore's Conservative Views Apparent
By Eric Lipton
Washington Post Staff Writer
Sunday, October 26, 1997; Page B01 For more than 30 years, the attorney general's office in Virginia had a simple answer when asked whether it was legal for public school buses to provide transportation for children attending parochial schools: It would be unconstitutional. But Jim Gilmore changed that. "I am of the opinion that the prior opinions do not accurately state the current law," Gilmore, then the attorney general, wrote in 1995, responding to a question posed by a conservative Republican legislator. "It would not be a violation of the Virginia Constitution . . . to provide public school buses for transporting students to both public and private schools, even when some of those private schools are sectarian in nature." Although the turnaround delighted some of Gilmore's most ardent supporters, critics saw it as yet another example of how the politically ambitious attorney general now the Republican nominee for governor had allowed his ideological views to shade his view of the law. His tenure as attorney general was filled with similar controversies involving issues such as air pollution and cigarettes. At the same time, Gilmore, 48, has been praised for his leadership and nuts-and-bolts management of the attorney general's office. He is credited with helping to push through a slew of tough-on-crime laws. He reorganized the 270-person office in a way that most agree improved morale, strengthened operations and de-emphasized political patronage in hiring outside lawyers.

http://stlouis.missouri.org/carondelet/history/schools6.html
History of Carondelet Home History Index Schools As Carondelet's population was entirely Catholic for many years after its founding, the first attempts toward education were made by that faith. After the first parish was founded in 1824, a parochial school was established in due course. It had been continued until recently and occupied a building erected in 1926, adjacent to the Church of St. Mary and Joseph. Other parochial schools were those of St. Boniface, founded in 1860, and now occupying a building built in 1949, and St. Columbkille founded in 1872, and closed with abandonment of the parish in 1952. The girl's school at the Convent of the Sisters of St. Joseph began in 1836 and was supported after 1839 by public funds for teachers' salaries. This method continued until public schools were instituted following incorporation as a city in 1851. St. Trinity Lutheran Church's school was founded about 1860 and is now located at 517 Koeln Street. A school was organized by the Carondelet Evangelical Church in the 1870's but was closed early in the twentieth century. In 1871, the Carondelet School was built at 8221 Minnesota Avenue to serve the southern part of the community. This school was closed in 1975 and sold to a church group which operates it as the Gateway Day Nursery. Des Peres School, 6307 Michigan Avenue at Iron Street, was opened in 1873. The two story structure, in common with others of its time, had high ceilings and windows for satisfactory air and light. Each room was heated by a coal stove and drinking water was provided in buckets with dippers, in the hallways. Henry T. Blow's daughter Susan, opened the first kindergarten in America in Des Peres School soon after its opening through arrangements with William T. Harris, superintendent of schools. The school was closed in 1935, and is now used as a grocery warehouse.

Charlottesville (VA) Daily Progress

By Robert Holland Plenty of evidence exists that Virginians are skeptical of the status quo that a government monopoly perpetuates in K-12 schooling and are open to fresh ideas about educating children.. Consider: A Commonwealth Education Poll conducted by Virginia Commonwealth University researchers last spring found that half of Virginians favor vouchers (publicly funded scholarships) or tax credits that would help parents choose private or parochial schools for their children. Four in 10 were opposed. Young adults and minorities often ill-served by government-run schools were especially receptive to funding children instead of an entrenched system: 70 percent of Virginians under 29 favored vouchers, while African-Americans supported them 57 percent to 32 percent. Yet school choice is virtually invisible in the contest for Governor between Democrat Mark Warner and Republican Mark Earley. Warner, the Alexandria cellphone magnate who sends his own children to private schools, vows to battle all efforts, including tax credits, to "divert public dollars to private academies." So money left in private pockets, uncollected by the government, is public money? Would that apply to tax breaks for, say, technology companies, too, or just tax breaks that enable poor children to obtain scholarships to escape failing government schools?

Three Virginia Elementary Schools Receive National Recognition
Hanover County’s South Anna, Virginia Beach’s Trantwood,
and Chantilly’s St. Timothy Named Blue Ribbon Schools
Two public schools, South Anna Elementary in Hanover County and Trantwood Elementary in Virginia Beach, and one parochial school, St. Timothy in Chantilly, were recently selected as 2000-2001 Blue Ribbon Schools. U.S. Secretary of Education Rod Paige announced the 264 public and private elementary school winners on May 23. Administered by the U.S. Department of Education, the Blue Ribbon Schools Program spotlights some of the country’s most successful schools. Elementary and secondary schools are recognized in alternate years. "This is quite an honor for these schools," said State Superintendent of Public Instruction Jo Lynne DeMary. "To be recognized for this distinction, a school must demonstrate a strong commitment to educational excellence for all its students. Schools attaining this designation excel in school leadership, teaching, curriculum, student achievement and parental involvement." "These schools are carrying on Virginia's long tradition for Blue Ribbon School recognition at the national level," said Board of Education President Kirk T. Schroder. "To me, these schools are another example of the many great things about Virginia public education. Sometimes in the public debate on education, we forget about those good things, and I am pleased that these schools are reminding the public about this fact."

John Greenwood languished for seven years in an English prison; finally, on the sixth of April, 1593, during the reign of Queen Elizabeth I, John was marched to the gallows on Tyburn hill outside London, and hanged. John Greenwood was an early relative of mine. His crime was that he would not conform to the edicts of the Established Church of England.
Many of America's early settlers fled their European homelands in search of a place in the New World where they could worship God according to the dictates of their own conscience. Colonies were formed and the new land was brought under the government of England where the Anglican Church still ruled. Only a few colonies allowed some measure of religious freedom. Finally, the Revolutionary War brought an end to the established religion in the newborn States. Our Founding Fathers understood the importance of guaranteeing the natural right of religious freedom as a cornerstone of democracy. They had witnessed the effects of established religion and religious persecution in the Old World and were resolved that such abuses of freedom should not exist in the newly founded United States of America.
The freedom of religion, as guaranteed in the First Amendment, was expressed in two clauses known as the Establishment Clause and the Free Exercise Clause. The first prevents a government-established religion, while the second protects against religious persecution.

56. Federal Funding
virginia residents are suing the state because their parents believe that they childrento use as partial payment methods for private or parochial schools.
http://members.aol.com/educationdoctors/page3.html
While behind the scenes they have destroyed our education system. Leaving us to feel that the problems are the teachers, the condition of the classroom, the food, the old books, and the lack of ....federal funding. We fight with each other, the media sensationalizes our complaints while the federal government and elected officials continue to plot the next stage of their plans. The Tenth Amendment of the US Constitution considers federal involvement in directing education is an outright violation of the law. If this is true, then how is it that the federal government has gotten away with violating the US Constitution? They have made the State Department of Education Agencies for each state responsible for the decision to accept federal funding, while they tell the states how and what to teach our residents. Some elected officials are trying to provide parents with education choices. Vouchers. Paid for with tax dollars via the federal government for parents of low performing children to use as partial payment methods for private or parochial schools. Did you know that if the state provides federal funding to private or parochial schools for education resources, school construction, technology centers, after-care, or day care, the private or parochial school will be forced by federal law, to implement the secular education of the federal government within five years? Did you know that within three years, a child who graduates from a private, parochial, or homeschool that does not accept federal funding will be unemployable because the education they provided the student will not provide the proper graduation certificate that employers must review before hiring?
