21. 00215 -- VIRGINIANS SAY 'SPEND MORE ON PUBLIC (K-12) SCHOOLS'

Note: This is one of two news releases about Virginians' response to the 2000 Quality of Life Survey VIRGINIANS SAY 'SPEND MORE ON PUBLIC (K-12) SCHOOLS'
Survey shows that concern about violence in schools remains high
Almost 60 percent think test scores should be used to judge public schools
More than one-half (54 percent) of citizens agree that not enough is being spent on elementary and secondary public schools, while less than 5 percent say too much is spent. For the first time this year, citizens were asked whether the lottery should only be used to fund education in Virginia, reports Alan Bayer, center director. Some 64 percent said yes. "We only heard strong disagreement from 15 percent," he says. The survey determined that only 39 percent of Virginians played the lottery in the last year. Three-fourths (78 percent) of those interviewed rate Virginia as an 'excellent' or 'good' place to get a public education, and 68 percent evaluate their local public schools as either 'excellent' or 'good'. Where a person lived in the state, their age, gender, or education level made little difference in how they responded, observes Susan Willis-Walton, associate director of the survey center. That was a change from last year, when more residents of the urban crescent (the cities and counties in Northern Virginia, Richmond, and Hampton Roads) gave the "excellent" ranking to their schools than did rural residents.

Missing Numbers: Public Gets a Distorted Picture of School Spending

Here's a test question that directly affects your wallet: Estimate the amount that was spent, on average, for each Virginia classroom of 30 children in the 1999-2000 school year. Was it (a) $50,000; (b) $100,000; (c) $200,000; or (d) $250,000?
Proponents of tax increases are betting that you don't know the answer. They hope you believe the teachers unions' ads that claim Virginia's public schools are "grossly underfunded."

In 1779, Thomas Jefferson proposed his Bill for the More General Diffusion of Knowledge , the purpose of which was to “diffuse knowledge more generally through the mass of the people” for the purpose of “rendering the people safe, as they are the ultimate guardians of their own liberty.” In 1869, the Virginia General Assembly adopted a constitution providing for a system of free public schools. Today, Virginia’s 137 school divisions are governed by 134 local school boards and provide education for over one million students in nearly 1,900 public schools. Virginia is viewed as a national leader in meaningful educational reform, having one of the finest public school systems in the nation. Our commitment to educational excellence is reflected in the outstanding levels of student achievement earned by Virginia school children in kindergarten through twelfth grade. Library Instruction in K-12 Schools
by Lisa Denton A school library media center is a very busy place. In It are students, teachers, and library media Specialists as well as books, reference tools, audiovisual and electronic resources. There is but a single motivation in bringing all these factors together: the effective access and use of information and ideas. The new Information Power II (American Library Association, 1998) informs the school librarian that the mission of the library media program is to "ensure that students and staff are effective users of ideas and information." In the swiftly moving world of information, library instruction must now be fashioned to achieve that goal. Librarians with files full of lesson plans on the illustrious Mr. Dewey and the Reader's Guide have found themselves waking up on the wrong side of the bed with the new dawning of curriculum integration of library skills. It is widely accepted that library skills should not be taught in isolation. Collaboration is now the shape of library instruction. This type of library instruction integrates Information Literacy Skills with the Virginia Standards of Learning (SOLs). Information Literacy Skills are enumerated in the publication Information Literacy Standards for Student Learning prepared by the American Association of School Librarians with the Association for Educational Communications and Technology (ALA, 1998). They are designed to provide school librarians and teachers with a framework for information proficiency, student achievement and life-long learning skills. They address those skills necessary for proficiency in three main areas: information literacy, independent learning, and social responsibility.
