Professional Interests/Research
My professional interests focus on working with infants, toddlers and young children with special needs. Specialty areas are with physical/severe disabilities, medical/health needs, transition and functional curriculum. I serve on various campus committees and on a variety of local and state organizations which serve the disabled. I have served on the Board of Directors of the Central Virginia Association of Retarded Citizens (Vice President, 1998). Other memberships are currently with Lynchburg City Schools Special Education Advisory Committee, Mabel Rush Housing Foundation and Early Intervention Council of Central Virginia. Information on Courses Taught
I currently teach: Language Development and Communication Skills for Learners with Disabilities (EDHD 451) , a study of language development and sociocultural variations in individuals with disabilities. Instructional techniques and intervention programming (i.e., alternative communication systems) for students with disabilities will be explored. The course will also include attention to curricula, methods and materials in language arts.

    Scott County Public Schools pays special attention to the needs of children with disabilities. Every effort is made to educate all students in the "mainstream" of public education. The "Least Restrictive Environment " is considered for each child.     A Look at Education Systems in the US and Abroad
    by Margaret Edquist Stanzler The US has generous educational policies for children with disabilities. Are foreign national families eligible to use these services? Can American families can find comparable services when relocating abroad? This article examines both scenarios. An international transfer can be a stressful event for a family, particularly if that family includes a child with special educational or medical needs. American families contemplating an overseas move should be aware of the problems they may face in finding a program that meets their child's special educational and medical needs, and even whether these needs may preclude a working visa for the breadwinner. Conversely, foreign national families relocating to the US with special needs children need to know how to access our special education programs and whether their child is eligible to use these programs at public expense.
    Initial considerations
    The first question that a US family headed overseas must consider is whether the child will even be allowed to join the family on assignment. In some countries, particularly those with national health systems, a sizable medical record can bar a family member from getting a long-stay visa based on statistically computed presumed costs to the health department. The family also must consider whether their child will be able to get an adequate education in a foreign country, either in a private or public school.

    SCHOOLS
    All public schools are mandated to provide special education services for eligible students under the Individuals with Disabilities Education Act (IDEA) . Under IDEA, children who are suspected of having a disability and of needing special education have the right to receive an evaluation in their native language that assesses cognitive, behavioral, physical, and developmental functioning and communication abilities. A team of qualified professionals then determines whether the child is a child with a disability. A group of persons knowledgeable about a child, including the parents, then makes a placement decision. The child’s placement must be in the least restrictive environment , which means a setting that is as close to the regular classroom setting as possible. There must be a continuum of placements available, including extended school year services. This continuum ranges from the regular classroom with supportive special education services, to classes in public schools specifically for children with disabilities, to instruction at home or in a hospital. In addition, children may qualify for related services necessary for educational progress such as physical and occupational therapy, speech pathology, social work, nursing, and counseling.     Staff writer of The Christian Science Monitor NEW YORK The United Charter School is designed to serve 1,200 children in a low-income neighborhood in Baton Rouge, La. It is widely supported by area residents, who are almost entirely African-American. It's in compliance with the Louisiana state charter law. STAYING FOCUSED: First-graders keep pencils moving at Philadelphia's Harambee Institute for Science and Technology. Public charter schools like this one provide an alternative to regular public schools, but some are starting to face charges that they don't meet federal civil rights rules.

The reason: United Charter runs afoul of a federal desegregation order requiring a racial balance in the parish's public schools. The US Department of Justice argues that the school will not attract enough white students. The case has created a situation some call absurd. "You won't find 10 people in this parish, black or white, who are in agreement with what's being done," says Jim Geiser, one of United's organizers. The United Charter imbroglio is just one facet of a larger problem of regulatory conflict. Charter schools are given great latitude on regulation in exchange for results. But the need to comply with often-costly federal civil rights requirements on racial balance and children with disabilities may prove to be a serious threat to the school-choice movement.
