Gay and lesbian students were among those vying for positions in the JAG (Judge Advocate General) Corps, the military's legal team that aggressively prosecutes gays and lesbians in the military, in controversial interviews conducted on the Vermont Law School (VLS) campus this past February. The Association of American Law Schools (AALS), of which Vermont Law School is a member, has a policy prohibiting member schools from hosting recruiters for employers that discriminate. This prohibition would clearly extend to the US military, a known discriminator against gays and lesbians. According to current interpretations of a federal law known as the Solomon Amendment, though, schools that bar access to recruiters for the US military may be denied defense funding, Perkins Loans, and work-study funding. A host of undergraduate and law schools around the country, including law schools in Oregon and Connecticut, have lost their federal funding for non-compliance with the Solomon Amendment. The students of Vermont Law School currently benefit from roughly $400,000 of this federal financial aid each year, and a number of them feel dependent on its continuation. On November 6, 1997 the school's administration convened a public forum, attended by professors and members of the Alliance, a coalition of glbt and supporters in the VLS community, to consider the options available to the school in addressing any potential requests for access by military recruiters. The JAG Corps had not made the trip to South Royalton to conduct interviews at VLS since the AALS policy was enacted in 1990, but the military, with its well-known "don't ask don't tell" policy regarding homosexuality, and the law school, with an anti-discrimination policy in place since 1986, were on a likely collision course.

Debate resumes on 'gay agenda' bill
April 5, 2001 By TRACY SCHMALER Vermont Press Bureau MONTPELIER - A House committee is scheduled to take up a controversial bill today that would prohibit school employees from encouraging or promoting homosexual conduct. The House Education Committee is considering the measure as part of a package of bills that propose various changes to curricula in Vermont schools. Rep. Howard Crawford, R-Burke, the chairman of the committee, said his purpose was not to decide if there was a so-called "homosexual agenda" percolating in the schools, as some of the sponsors of the bill purport. Rather, Crawford said he was focusing on the basic question raised by all of the bills: What role, if any, should the state play in mandating what schools teach students? "What we're looking at is whether to take the decision away from the school district," he said. "My personal opinion on this is that it should be done on the local level."

Educators testify before House panel
Vermont Press Bureau MONTPELIER - State educators told lawmakers Thursday that local school officials have significant discretion when it comes to teaching certain subjects including sexuality in the classroom. The House Education Committee continued to hear testimony on a series of bills that would mandate certain curriculum items in state schools. The most controversial proposal before the committee is a bill to ban school employees from encouraging, promoting or sanctioning homosexuality. Educators said the state set out a framework of standards for various schools to use as a guideline, but left open the curriculum structure to individual school officials for subjects. The committee is also considering proposals that would require schools to teach military training, Vermont history and government and civics. Testimony is expected to continue Tuesday with the superintendent of Spaulding High School, said Rep. Howard Crawford, R-Burke, chairman of the committee. A student at the high school claimed last year that he was subject to ridicule after he questioned a teacher's statement about homosexuality. The student and his parents have already testified before the committee.

    Quietly tucked away in the Vermont hills, the only private military college in the country has been educating and training current and future members of the Indonesian army. During homecoming week at Norwich University, parents strolled the bucolic campus, crimson leaves glistening in the bright fall sunshine. A world away, that same hue ran in the streets of East Timor.
    The Norwich program, which includes both undergraduate and graduate military training, was arranged in 1997 by high-ranking Indonesian military officers suspected of committing crimes against humanity in East Timor. One general was head of Indonesia's repressive intelligence apparatus; the other gave the shoot-to-kill order in a 1989 massacre and has publicly supported the creation of civilian militias in Indonesia.
    In 1997, 12 Indonesian undergraduates and 10 graduate students entered Norwich. They were selected "by the Indonesian Embassy in Washington" and paid for "with funds wired by order of the military attaché," says Thomas Greene, director of public relations at Norwich. The Indonesians presented a list of students; Norwich accepted all of them. At least 11 of them listed the same billing address: the headquarters of Kopassus, Indonesia's notorious special forces.
    Ostensibly civilians, the undergrads who enrolled in the 4-year, ROTC-linked "corps of cadets" program are obligated to serve six years in the Indonesian military after graduation. Most of the Indonesian graduate students-active-duty officers in the Indonesian army, with ranks from first lieutenant to major-graduated last spring with master's degrees in military science and diplomacy and returned home. At least four went to East Timor.

Curious, I dug up more here and here I don't have any intentions of making this a political blog, but the implications of this just boggle my mind. High schools are now required by law to provide the military with access to their facilities to recruit. Schools are also now required provide the military with the name, address and phone number of high school juniors and seniors. Parents can opt-out, but many aren't informed by their schools of this option. This applies to public schools and private school which receive federal funding. Schools that don't comply with these requirements may lose federal money. But schools opposed to military service for religious reasons, such as Quaker schools, are exempt from the soliciting. One particularly telling passage Recruiters are up-front about their plans to use school lists to aggressively pursue students through mailings, phone calls, and personal visits even if parents object. "The only thing that will get us to stop contacting the family is if they call their congressman," says Major Johannes Paraan, head U.S. Army recruiter for Vermont.

    Airborne School
    The US Army Airborne School is at the US Army Infantry Center, Ft. Benning Georgia.
    This course is designed to train soldiers to become paratroopers. It develops the student's confidence through repetitious training so that the student can overcome the natural fear of jumping from an airplane; develop and maintain the high level of physical fitness required of a paratrooper, by rigorous and progressive physical training. Each student must satisfactorily complete 5 jumps from an aircraft while in flight.
    Air Assault School
    Air Assault school is at East Range Schofield Barracks, Hawaii. This course is conducted by the 25th Infantry Division (Light) Tropic Lightning. It is an intense, 10 day course designed to give leaders a basic understanding of Army helicopter missions. There is some class room instruction, but it is mostly hands-on and performance oriented. It is broken down into four phases: Pathfinder operations, slingload operations, rappelling phase, foot march phase.

The community relies on its police officers for protection at home, but many officers are reservists and National Guard members who may be called on to protect us overseas. That could leave local departments shorthanded. The problem could be a big one, with 5 percent of Vermont and New York state police serving in the military reserves or guard. And in smaller towns like Milton and Saranac Lake, nearly 20 percent of the officers could be called up. An example of a double-duty officer is Ethan Thibault of the Burlington police. Thibault divides his career as a cop and as a member of the security unit in the Air National Guard.

    Vermont Governor Considers Rejecting Federal Funds
    As requirements for the federal education law start to kick in, Vermont governor Howard Dean is asking whether the cost of compliance is greater than the $53.7 million in federal money affected by the No Child Left Behind Act that the state receives. That includes about $21.4 million in Title I funds. If it is, Vermont may be better off rejecting the money and retaining its own assessment procedures, Dean told Education World. Included: A description of why Dean proposes turning down certain federal aid.
    Saying that the cost of retooling state education assessments to meet federal education requirements could exceed the state's federal education allocation and expressing concern about stipulations in the federal law, Vermont governor Howard Dean is considering rejecting federal aid rather than complying with the requirements. Vermont currently receives about $53.7 million in federal aid including $21.4 million in Title I money plus other federal grants and assistance that will be affected by the No Child Left Behind Act.
