Brown, Deb (Program Evaluation) - Deb Brown works as an independent organization development consultant to groups and organizations in the public sector particularly in the areas of knowledge-based planning and processes for authentic evaluation. She is Associate Faculty at Antioch New England Graduate School in Keene, N.H. and has served in leadership positions in human services and educational organizations for over twenty years. Deb holds a B.S. in Elementary Education from Simmons College, a M.S. in Organization and Management from Antioch New England Graduate School and an MA in Organization Development from The Fielding Graduate Institute. She is currently a Doctoral candidate at the Fielding Institute in Santa Barbara, California. Cherington, Gretchen (Consultation Skills) - Gretchen Cherington, founder of GC CONSULTING, along with business partner Steve Jonas, has been consulting on organizational development for fifteen years. One key to building successful organizations is ensuring a good match between an employee's work and his or her interests, skills and abilities. Supervisors who focus on their staff's professional development are likely to tap into their employees' highest potential. The Career Development Program helps State departments achieve organizational effectiveness by supporting career development for employees and promoting career coaching by supervisors. Using Staff Development to Create Inclusive Schools

Journal of Staff Development , Summer 1996 (Vol. 17, No. 3) To create inclusive schools, all staff members will have to change the way they view the world of education, including changing paradigms of teaching and learning, teacher support, and staff development practices. "When you see the social aspects at this level, I can't imagine going back to self-contained classes." Janet Healey, Principal School districts are changing their views about educating children with disabilities. Instead of isolated classes, schools are moving toward more inclusive classes for all children. This movement toward "inclusive" classrooms has stirred much debate and polarization in special education. Some parents think that "inclusion is the best thing that has happened for my child"; others call it "an inadequate answer" to solving problems in education. Further, some educators, although sympathetic to many of the problems that disabled students face, are not embracing inclusion as the answer. To adequately address the issues surrounding the inclusive schools movement, let's consider the meaning of inclusion, features of successful inclusive schools, and the professional development that is required to create these schools.

A school culture that invites deep and sustained professional learning will have a powerful impact on student achievement. By Ron Brandt Journal of Staff Development , Winter 2003 (Vol. 24, No. 1) Reprinted by permission from Powerful Learning Leaders of schools, like leaders of businesses and hospitals, want their organizations to be flexible and responsive, able to change in accord with changing circumstances. Individuals learn best when the content is meaningful to them and they have opportunities for social interaction and the environment supports the learning. That idea applies to organizations as well. To check whether a school is functioning as a learning organization, its staff members and others need to consider this list of characteristics not as a checklist but as elements of the whole. 1. Learning organizations have an incentive structure that encourages adaptive behavior. Just as individuals learn when they are motivated to learn, organizations learn when they have a reason. The incentives to learn may be material or psychological, but one form of incentive that everyone understands is money. Incentives exist at all levels of an organization. Financial incentives may be individual or organizational. Stephen Fink, assistant superintendent, wrote in 1992 that the Edmonds, Wash., school district had paid attention to incentives when it reorganized its categorical programs. "The Edmonds district was an organization engaged in 'learning' new behaviors. To do so, it needed a set of incentives consistent with the new direction," Fink wrote.

Current Technical Assistance Opportunities in the Education Program
The NCSL Education Program has assisted states on a variety of topics such as vouchers, teaching quality, higher education and school finance. From providing testimony to hosting larger meetings, the Education Program has helped states move forward on education reform. If you are interested in state specific assistance from NCSL on any education topic, please call any of our policy analysts at NCSL. NCSL is currently working on several projects funded by outside foundations and the U.S. Department of Education. These grants allow NCSL to provide customized technical assistance on certain issues at no expense to your state. If you are considering policy in any of the following areas, please contact the appropriate NCSL staff person to discuss potential assistance opportunities. After-School Programs Through a grant from the Charles Stewart Mott Foundation, NCSL staff are available to work with state legislators, offering assistance to organize committee testimony or meeting presentations on after-school programs and discussing model programs and legislation in other states. On-site assistance may involve NCSL staff visiting states to inform and alert them to the key issues facing states as they implement new policies. More intensive assistance may involve NCSL staff and outside experts working closely with legislators to develop policies addressing after-school issues in their states. Dorta, Vermont-NEA President As described in last month's Vermont-NEA Today, Education Week's recent "Quality Counts 2000: Who Should Teach?" report discovered a "salary gap" that mirrored an analysis of Vermont teacher salaries commissioned by Vermont-NEA last summer and publicized at the start of this school year. "While the prosperity train raced across the nation in the latter half of the 1990s, teachers have been left at the station," concludes Education Week. "From 1994-1998, salaries for bachelor's degree holders outside of education have increased 17%, or $6,808, after adjusting for inflation. And the average salary for people with master's degrees in non-teaching fields increased 32% over inflation, or $17,505. The average inflation-adjusted salary for teachers with either degree increased less than one percent over the same period. "

12) Personnel: The full time equivalent (FTE) number of staff working at the school. Part-time staff are included based on the proportion of time they work. For example, a person who works half-time is counted as .5. Personnel are reported in six categories: Classroom teachers : Pre-kindergarten, kindergarten, elementary and secondary teachers in the school. This includes secondary vocational staff where applicable.
Other Teachers : Art, music, physical education, Special Education and Essential Early Education teachers, guidance counselors and librarian/media specialists.
