Bill Haines
as Vermont State Director Washington, DC Answer , a nationwide non-partisan voter turnout drive led by young people in response to September 11, is pleased to announce the appointment of Bill Haines of Worcester as State Director in Vermont. In his role, Haines will lead organizational efforts to mobilize the Youth Voter Corps, sponsored by Answer Answer and the Youth Voter Corps are non-partisan. Participants in the program will not ask anyone to register in a particular party or to vote for a particular candidate. The Republican and Democratic National Party Chairmen are on the Answer National Advisory Council and urged all Americans to support Answer in a New York Daily News op-ed on
July 4, 2002. Currently, Haines is the State Coordinator for We the People Vermont, a civics education program supported by the Center for Civic Education. He is also presently the President of the Vermont Speech and Debate League, an interscholastic activity sponsored by the Vermont Principals' Association. Haines taught social studies at Montpelier High School for 32 years.
For many years, the voting participation of those aged 18-24 has declined. The Youth Voter Corps will be a major force in youth reengagement by getting young people to vote and to recruit others to vote, as well. Each high school in the nation is being invited to participate. The students will register to vote all schoolmates 18 or older and make sure they get to the polls on Election Day; recruit their parents, grandparents, neighbors, and friends to pledge to vote in November; and volunteer as non-partisan poll workers on Election Day to handle the expected increase.

  • The Vermont School Report is an annual report developed by the Vermont Department of Education. The current report is a compilation of "indicators" about Vermont public schools. The indicators are divided into seven sections: (1) General Information, (2) Program Information, (3) Staff Information, (4) Community Social Indicators (5) Financial Resources, (6) Financial Expenditures and (7) Student Performance. It was first released in February, 1996, and was modified and updated for two years by an advisory group made up of superintendents, principals and business managers as well as representation from the Parent Teacher Association (PTA), Principals' Association (VTPA), School Boards' Association (VSBA), Vermont Business Roundtable, Department of Education, Superintendents' Association, Vermont Institute for Science, Math and Technology (VISMT), Vermont Student Assistance Corporation (VSAC) and the National Education Association (VT NEA). Fighting for Better Indoor Air Quality in Schools
Is the air in your school building healthful to breathe or is it making people sick? If your school suffers from "sick" air, you can take action. Ah, fresh air! Maybe the air in your community is delicious to breathe. But what about the air inside your school buildings? Is it healthful to breathe or is it making people sick? Barbara "Sam" Gutman is among the educators fighting for better air quality in schools. Gutman, an art teacher at Colchester Middle School in Vermont, has fibromyalga, a muscular disease. The illness makes Gutman ultra-sensitive to any chemicals in the air. Gutman, who was featured in the November 1997 NEA Today , wrote her master's thesis on sick building syndrome and its effect on Vermont schools. Now she is Vermont-NEA's volunteer representative to a statewide Indoor Air Quality Committee. The organization also includes members from the U.S. Environmental Protection Agency (EPA), state agencies, school boards, the state employee union, and the Vermont Children's Forum. Vermont isn't the only place with air problems in its schools. According to the U.S. General Accounting Office, 46 percent of U.S. schools have difficulties with indoor air quality or ventilation systems. That means millions of school employees and students may have health problems or distress because of poor indoor air.

Good decision making is based on a clear understanding of the choices involved in making those, and any other, decisions. That's what economics is all about. Economics can be taught to students in any gradefrom kindergarten through high school. And in most states in the U.S., it is. Basic economic concepts like scarcity, choice, resources, opportunity costs, the benefits of voluntary exchange, and the role of markets and prices in allocating resources can easily and effectively be taught in elementary, middle, and high schools. The Vermont Council on Economic Education can assist teachers, principals, superintendents, and school boards in their efforts to insure that Vermont students understand the economic world around them and become successful participants in the local, state, national, and world economies. Ruth became involved in politics for one reason: Her Goddaughter Kellie ended her first year in the Vermont school system unable to read. Vermont needs real education reform like school choice, charter schools, private and public scholarship funds, and tax credits for private schools including parochial schools.
Education Reform I became involved in politics for one simple reason. My goddaughter Kellie ended her first-grade year unable to read. Years of double-digit property tax increases on our farm never motivated me to enter public service, but the damage done to a happy, confident little girl and her family did. I had always trusted that our financial sacrifices were supporting an excellent educational system. I learned that my trust was misplaced. I recently spoke to over 250 students in the education program at Dartmouth College about Education Funding Reform and Act 60. I contrasted Vermont's divisive, complicated approach with the simpler and more popular funding reform implemented in Michigan. I explained the differences between Vermont's process and Michigan's, contrasted economic growth and tax structures between the two states, and diagramed both funding models. At the conclusion of the speech, I took questions and finally heard the one I was hoping for. After an hour long lecture on politics, cost per student and tax policy, one student was astute enough to inquire, "but how does the quality of Michigan's educational outcome compare with Vermont’s?" That is the question more Vermonters should ask, even though we will not be proud of the answer.
