Following the end of the Cold War and the breakup of the Soviet Union, Turkmenistan declared its independence on October 27, 1991. Saparmurat Niyazov became the first president of the new republic and still remains the supreme decisionmaker. On December 28, 1999, Niyazov's term was extended indefinitely by the Mejlis (parliament), which itself had taken office only a week earlier in severely flawed elections that included only candidates hand-picked by President Niyazov. Independent political activity is not allowed in Turkmenistan, and no opposition candidates were allowed. The Democratic Party of Turkmenistan (DPT) is the only legal political party. Political gatherings are illegal unless government sanctioned, and the citizens of Turkmenistan do not have the means to change their government democratically. While the constitution provides for freedom of the press, there is virtually no freedom of the press or of association. The government has full control of all media and has recently moved to restrict foreign newspapers. International satellite TV is available. The population is 89% Sunni Muslim. The constitution provides for freedom of religion and does not establish a state religion; however, in practice, the government continues to restrict all forms of religious expression. A law on religious organizations requires that religious groups must have at least 500 members in each locality in which they wish to register in order to gain legal status with the government. The only religions that have registered successfully under the law are Sunni Islam and Russian Orthodox Christianity, which are controlled by the government. The law has prevented all other religious groups, of which there are many, from registering. The government severely limits the activities of nonregistered religious congregations by prohibiting them from gathering publicly, proselytizing, and disseminating religious materials. The government's interpretation of the law severely restricts the freedom to meet and worship in private.

Area: 229,060 sq. km. (188,417 sq. mi.).
Cities: Capital Ashgabat. Other cities Turkmenabat (formerly Chardjou), Dashowuz, Mary, Turkmenbashi.
Terrain: 80% covered in subtropical, sandy Karakum Desert, with dunes rising to the Kopet Dag Mountains in the south along the border with Iran; borders the Caspian Sea to the west and the Amu Darya River and Uzbekistan to the east; borders Afghanistan to the southeast, Kazakhstan to the north. People
Nationality: Turkmen.
Population (July 2002 est.): 4,688,963. Annual growth rate (2000 est.): 1.87%. Ethnic groups: Turkmen 77%, Uzbek 9.2%, Russian 6.7%, Kazakh 2%, other 5.1%. Religions: Muslim 89%, Eastern Orthodox 9%, unknown 2%. Languages: Turkmen 72%, Russian 12%, Uzbek 9%, other 7%. Education: Literacy Work force: 2.34 million. Government Type: Republic. General policy The officially recognized disability policy in Turkmenistan is expressed in law. The emphasis - in descending scale - is on: individual support, accessibility measures, rehabilitation, prevention, anti-discrimination law.
Legislation The rights of persons with disabilities are protected by special and general legislation. The judicial mechanisms adopted to protect the rights of persons with disabilities are due process (legal remedy through the courts). Non-judicial mechanisms include a Governmental body (administrative).
The general legislation applies to persons with different disabilities with respect to education employment, the right to marriage, the right to parenthood/family, political rights, access to court-of-law, right to privacy, property rights. The following benefits are guaranteed by law to persons with disabilities: health and medical care, training, rehabilitation and counselling, financial security, employment, independent living, and participation in decisions affecting them.
New legislation concerning disability has been enacted since the adoption of the Rules.

The desert lands of Kara Kum occupy 90% of Turkmenistan's total area; the population is concentrated in oases at the foot of the Kopet Dag Mts. in the south and along the Amu Darya, Murgab, and Tejen rivers. In addition to the capital, Turkmenbashi (Krasnovodsk), , Nebitdag, Dashhowuz, and Mary are the major cities and industrial centers. Part of the Kara Kum Canal crosses the desert, furnishing water for irrigation and hydroelectric power. The Turkmens (or Turkomans) make up over 75% of the population; the remainder are Uzbeks (9%) and Russians (7%), as well as smaller groups of Kazakhs, Tatars, Ukrainians, and Armenians. The Turkmens are a Turkic-speaking people who are largely Sunni Muslims. Unlike other Central Asian groups, they still retain tribal and clan divisions. They are descendants of the medieval Oguz tribes (to which the Seljuk and Osmanli Turks also belonged). Executive power in Turkmenistan is concentrated in the presidency. There is also an elected parliament. The country has five administrative divisions known as weloyats.

January 15, 2003 COUNTRY DESCRIPTION: Turkmenistan is a Central Asian nation roughly the size of California. It shares borders with Kazakhstan, Uzbekistan, Afghanistan and Iran. Turkmenistan gained its independence in 1991 during the dissolution of the Soviet Union. Primarily a desert country, it has a small population of around 5 million people. Tourist facilities, especially outside of the capital city of Ashgabat, are not highly developed. Many of the goods and services taken for granted in North American and Western European countries are not yet available. Travel within the country can be difficult due to limited infrastructure and government imposed internal travel restrictions. ENTRY/EXIT REQUIREMENTS: The price for the visa will vary according to the intended length of stay. For an additional charge the visa can be extended at the MFA in Ashgabat from its initial validity for any period of time up to one year. Any traveler arriving without a visa or without the needed documents to obtain a visa will be denied entry and may be held at the airport or border until the traveler has secured transportation out of Turkmenistan. Travelers departing Turkmenistan must have a valid visa or they will be denied exit until they extend the validity of the visa. In addition, U.S. citizens traveling in Turkmenistan should be aware that they may require special permission from the MFA to travel to some areas of the country that have been restricted by the Government of Turkmenistan.

History and Government
History: The territory of what is now Turkmenistan provided the base for many of the most powerful empires of their age. The Parthians, the Seljuks and the Khans of Khoresm all based their empires at various points on the edge of the Kara-Kum desert. Modern-day Turkmen are descended from tribes that migrated to the area in the 10th century. From the 15th century the area was under Persian domination until the Russian move into Central Asia at the end of the 19th century. Turkmenistan fell into the British sphere of influence, but the Bolsheviks took control of the region in 1920 and incorporated Turkmenistan as a union republic in 1925.
Turkmenistan's ability to embrace the reforms made possible by glasnost and independence have been hampered by its backward economy and, as a result, it retains more of the trappings of the old system than other post-Soviet republics. There have, however, been significant changes, such as the introduction of a new currency, and the framework for further economic change has been put in place. By contrast, politics have changed little since the Soviet era. The current President is Saparmurad Niyazov, who has been given the honorific title Turkmenbashi - leader of all Turkmen. He was elected President in 1992, having been Chairman of the Supreme Soviet since 1990, standing as the sole candidate. In a referendum in 1994 he was confirmed as President.

Mr. Antonio Manuel Martinsh da Kruiz, OSCE current chairman and the Minister of Foreign Affairs of Portugal, arrived in Ashgabat within the framework of his tour around the Central Asian countries. Within the meeting held in the Ministry of Foreign Affairs of Turkmenistan the issues on interaction and further development of cooperation between Turkmenistan and this international organization, the member of which Turkmenistan is considered of within last 10 years, to provide security and cooperation in Europe have been discussed. Within the above-mentioned conversation, Mr. Antonio Martinsh da Kruiz highly estimated the external policy of Turkmenistan realized under the President S. A. Niyazov's leadership. We managed, said Mr. A. Martinsh da Kruiz, to discuss the whole spectrum of issues which in OSCE's opinion are of significant importance.
