    Calling compulsory licensing of the antiretroviral drug ddI unnecessary, Thailand Health Minister Korn Dabbaransi announced plans Tuesday to produce a cheaper, powdered version of the drug that will not violate international patent laws, Reuters reports. Korn said, "We know the ingredients and a process of making ddI which is not the same as the patented form, so we won't be sued." He estimated that the powdered form of the drug would reduce the price of one 100 mg ddI tablet by 10 baht from 45 baht ($1.20). Noting that Thailand's Government Pharmaceutical Organization estimated that compulsory licensing would cut the cost to 25 baht or less, AIDS activists promised that the fight for lower priced medications will continue ( Reuters , 1/18). Paisal Tan-ud, head of a national network of Thais with HIV/AIDS, said the ministry was choosing the wrong solution to the problem. "We had thought about [the powdered formulation] earlier, but felt it would not solve the problem of monopolization of drugs, which can be tackled" by invoking the Intellectual Property Rights Law, which would permit state agencies to issue compulsory licenses (Bhatiasevi, Bangkok Post , 1/18). A U.S. embassy spokesperson said talks between ddI manufacturer Bristol-Myers Squibb and the Thai government are underway, and officials are working to reduce the price of the drug (

    IPS At first, the prospect of having a high-yielding cotton plant that needed no pesticides led to rosy projections of bumper crops and profits for farmers who grow it. But Thais will not be seeing hundreds of thousands of hectares planted to Bollgard cotton in the country anytime soon, after fears were raised that the genetically altered plant may wreak environmental havoc and put consumers of Thai traditional medicine at risk. Last month, the Thai government announced it was calling off safety and effectiveness tests on Bollgard cotton, developed by the U.S.-based chemical company Monsanto. The tests, which began three years ago, were already nearing completion when Bangkok issued the statement. Bollgard cotton is also known as Bt cotton because it comes from plants inserted with bacillus thuringiensis (Bt), which kills off pests. Cotton is among the world's cash crops hardest hit by pests. But activists here say there is no guarantee that Bt would not spread to other plants belonging to the same species as Bollgard cotton and kill insects in wider areas of the country. "As far as I know," Witoon said, "the tests that have been done focused only on impacts on useful insects in the areas and the economic potential of growing (Bt) cotton."
